HomeMy WebLinkAbout09-17-1991 Planning Commission Minutes '~ .~~: CITY OF SARATOGA PLANNING COMMISSION MINUTES t DATE: Tuesday, September 17, 1991, 7:30 p.m. PLACE: Senior Center - Adult Day Care Center 19655 Allendale Avenue TYPE: Adjourned Regular Meeting ---------------------------------------------------------------- The meeting is a study session between applicants, interested citizens and staff, to discuss continued applications, advance planning projects and general planning issues. The Planning Commission. has a policy that no decisions will be made at these sessions. A written report will be made of the proceedings. Present: Commissioner Tucker, Moran, Forbes, Durket ITEMS OF DISCUSSION 1. Woolworth, SD-91-002; 15425 Monte Vista Drive Request for tentative map approval to subdivide a 4.34 acre site into four new parcels ranging from 40,220 to 46,540 sq. ft. each, within the R-1-40,000 zone district per Chapter 14 of the City Code. The four lots would be accessed by a private cul-de-sac. Continued 6-0 to the 9/17 study session and the 9/25 public hearing to address concerns raised by neighbors. The applicant was requested to delineate anticipated future building envelopes in the field and provide height poles for commission/neighbors' review at 9/14 and 9/16 scheduled visits. A revised road alignment plan was also requested for the 9/17 meeting. Planner Walgren presented the staff report. Commissioners questioned staff regarding the proposed road alignment and future building height restrictions. The applicant was present and requested that the Planning Commissioners support the map as originally submitted, though he was amenable to the one-story height restriction for lots ~3 and #4. The Commissioners concluded by directing the applicant to present the following modifications for the September 25th public hearing: 1. An 18 ft. wide minimum access road adjacent to the west property line with a landscaped buffer strip between the new road and the Onesto property. 2. Consideration of a one-story structure restriction on lot #2. 3. Height restrictions on all four parcels? 1 4. Expiration of height requirements? 2. Waller, DR-91-041; 20420 Montalvo Oaks Place Request for design review approval to construct a new 4,123 sq. ft. two-story residence on a 22,651 sq. ft. parcel within the R-1-20,000 zone district per Chapter 15 of the City Code. Continued 6-0 to the 9/17 study session and the 10/9 public hearing to address neighbors' concerns regarding the placement of the home and its prominence on this site. Height poles were requested for the 9/10 land use visit. Planner Walgren presented a staff update. The applicant's architect was present to answer any questions the Planning Commissioners may have. The applicant was also present. Mr. Sand, a neighbor, discussed the following concerns with the proposal: 1. Did the north wing of the structure meet the City's height definition? 2. Questioned future landscaping - staff recommended that the applicant submit a landscape plan for the October 9th public hearing. The applicant then presented preliminary revised plans which would also be submitted to staff for the October 9th meeting. The neighbors present and the Commissioners were generally receptive to the modifications and the applicant has direction to proceed with them. 3. Public Notice Procedures A Planning Commission discussion of current noticing for public hearings and staff direction for changes in mailing, posting and publishing public hearing notices. Planner Walgren presented a brief overview of the City's current noticing procedures.'The Commissioners aired concerns with items that are continued to study session meetings v. public hearings. The Commissioners also considered the following modifications: 1. Posting properties with public hearing notices. 2. Including a location map with the public hearing mailings. 3. Limiting the number of items continued to study session meetings. 4. Increase the area noticed for one acre and greater parcel zone districts. A 5. Look into rewriting public notice description and City Council appeal notices in clearer language. Include applicable findings? 6. Planning Commission public hearing agendas could be broadcast during City Council meetings. 7. Provide status board at the public hearing updating project continuance dates. The item as a whole was then deferred to the October 29th study session to allow absent Commissioners to participate. ADJOURNMENT
