PLANNING COMMISSION
MINUTES

The meeting is a study session between applicants, interested
citizens and staff, to discuss continued applications, advance
planning projects and general planning issues. The Planning
Commission has a policy that no decisions will be made at these
sessions. A written report will .be made of the proceedings.
ITEMS OF DISCUSSION
1. DR-91-042 - Westbrook, 20611 Lomita Ave.
Request for design review approval for a 1, 003 sq. ft. one and
two-story addition to an existing 2,077 sq. ft. one-story
residence for a total of 3,080 sq. ft. per Chapter 15 of the
City Code. The parcel is 9,281 sq. ft. located within the R-
1-10,000 zone district.
Continued 6-0 to a 10/1/study session and a 10/23 public
hearing to allow the City Arborist to provide a supplemental
evaluation of the affect construction will have on the large
Monterey Pine.
Staff Planner, Walgren, presented a brief overview of the
project. Saratoga's Horticultural Consultant, Barrie Coate,
was present to answer Commissioners' questions regarding the
preservation of the large Monterey Pine situated to the
northwest of the proposed addition. Mr. Coate discussed his
report and recommended preservation procedures, including:
a. Pier and grade beam construction.
b. Irrigation system within the structure's foundation? If
this was determined to be structurally acceptable, it would
ensure the trees long-term survival.
Discussion then ensued regarding the general worth of non-
native pines in this region. The meeting concluded with the
applicant agreeing to investigate the following modifications
for the 10/23 public hearing:
a. Relocate addition 17.5 ft. away from the pine tree trunk.
b. Provide an irrigation system within the structure's
foundation.
c. Moisture treated pier foundation system permitting
irrigation.
