CITY OF SARATOGA PLANNING COMMISSION MINUTES DATE: Tuesday, January 28, 1991 PLACE: Senior Adult Day Care Center - 6:30 p.m. 19655 Allendale Ave., Saratoga, CA TYPE: Adjourned Regular Meeting ---------------------------------------------------------------- Present: Commissioners Bogosian, Forbes, Moran, Interim Planning Director Eisner, Planner Walgren, Asst. City Attorney Faubion, and ES Consultants Turrell and Halsey. Absent: Commissioners Caldwell, Durket, Favero ~ Tucker ITEMS OF DISCUSSION 6:30 p.m. 1. City of Saratoga - Miscellaneous Amendments to Ordinance 72- 99, an ordinance of the City of Saratoga amending various sections of the zoning regulations concerning subdivisions of sites, design review, impervious coverage, setbacks and grading in the Residential and Agricultural districts. Commissioner Moran opened the meeting at 6:35 p.m. Commissioner Bogosian wanted to clarify that no decisions would be made at this session, only direction to staff. Commissioner Moran suggested that staff comment on each item on the list of Ordinance changes. A discussion ensued regarding the various items on the change list. The Commissioners were amenable to all the proposed changes except: The staff proposal re,gardinq the application of the recently adopted residential setback standards should not apply to flag lots. They wanted clarification on whether the City grading ordinance allowed 2:1 or 3:1 graded slopes at maximum. Planning Director Eisner felt that the lot determination table forced clustering and did not provide a clear alternative to potential subdividers. He also felt that issues of bulk and mass were not addressed by the clustering provision. Commissioner Bogosian felt clustering was the direction in which Saratoga was headed and that the lot determination table was not an unreasonable constraint to potential subdividers. Commissioner Moran concluded the discussion of Item ~1 at 7:30 p.m. 7:30 p.m. 2. SD-89-009 - Wonq, Chiquita Court Request for tentative map approval to subdivide a 26.4 acre site into five new parcels ranging from 2.6 to 10.7 acres in size. The subject property~is located between Chiquita Way and Chiquita Court, within the NHR zone district, and is proposed to be accessed by a cul-de-sac off Chiquita Court. This was the last of five adjourned meetings to allow the Planning Commissioners and the public to review and comment on the DEIR prepared for this subdivision. Attorney Faubion presented an overview of the recent legislation requiring Cities to adopt mitigation monitoring programs when CEQA review is involved. Commissioner Bogosian reiterated his concern that the soils investigations, potential erosion impacts and appropriate mitigation measures have not been adequately addressed in the DEIR. Staff stated that much of the questions raised during the DEIR review would be addressed at the tentative map stage prior to the Commission being requested to take any action on the map application itself. Planning Commission Minutes Regular Adjourned Meeting - 1/22/92 Page 3 The following specific comments were made regarding Table 9.1 of the Mitigation Monitoring Plan: Land Use and Planning Coordinated response to mitigation measures will be necessary between City departments/agencies, etc. Weekly meetings should be considered between responsible staff members. Incorporate City Arborist's involvement. Geology, soils and seismicity Are more frequent inspections appropriate? Should the City require continued monitoring by developer's engineer? Hydrology and Water Quality Incorporate the Environmental Programs Manager's (EPM) responsibilities and involvement. Inspection of parking areas? Is this feasible and/or necessary? Include EPM in monitoring schedule. Check dam should be incorporated into Table 9.1. Biological Resources Incorporate EPM/City Arborist responsibilities. Should and/or does the City want to be involved in monitoring dogs and cats? Noise Should air conditioning unit should be inspected prior to Certificate of Occupancy? The Planning Commission then concluded their review of the Draft Environmental Impact Report. ADJOURNMENT - 9:20 p.m.
