ACTION MINUTES

TYPE: Adjourned Regular Meeting
The meeting is a study session between applicants, interested citizens and staff, to
discuss continued applications, advance planning projects and general planning issues.
The Planning Commission has a policy that no decisions will be made at these sessions.
A written report will be made of the proceedings.
ROLL CALL
Present: Chair Caldwell, Commissioners Asfour, Bogosian, Jacobs,
Moran, Murakami & Wolfe
Absent: None
Staff Present: Planning Director Curtis, Associate Planner White, and Building
Codes Administrator Oncay
ITEMS OF DISCUSSION
1. DISCUSSION OF COMMERCIAL/RESIDENTIAL CONSTRUCTION HOURS
The Commission discussed the various aspects of commercial and residential
construction hours and took testimony from members of the audience. After a
lengthy discussion that included suggestions for reducing hours of construction
activity on weekends, the Commission requested that this item appear on the
agenda for the regulation Planning Commission meeting of March 9, 1993.

2. OPEN SPACE ELEMENT -Review of Revised Draft
Commissioner Bogosian noted that he had difficulty with the organization of the
Open Space Element. He suggested that the final Open Space Element be
formatted in a way that is more "reader friendly". He noted that there was much
repetition throughout the document.
There was discussion regarding the organization and formatting of the final
document. Planning-Director Curtis suggested that the Commission review the
draft and let staff go back and make changes after which the Commission could
comment on the format of the document.
Introduction
Page 2 - consensus to remove the sentence "The current recreation standard
within the City is three (3) acres of local public parks and recreation facilities per
1000 population."
Chairperson Caldwell noted minor typographical errors (tense) in the last
paragraph on page 3.

Last paragraph -Commissioner Bogosian suggested that the Open Space Plan be
defined or qualified in the paragraph.
Chairperson Caldwell suggested that the government code which defines open
space be cited in the paragraph.

2nd paragraph
"Recharge of ground water basin" should be changed to "recharge of
groundwater".
3rd paragraph
There was consensus to change "scenic highway corridors" to "scenic roadways".
There was discussion regarding the inclusion of the words "utility easements" in
this paragraph. The Commission decided to maintain the words, but to also
include them in the Natural Resources section of the open Space Element.

2nd paragraph from the bottom, Chairperson Caldwell suggested the 4th sentence
read as follows: "Small neighborhood parks and school sites within the city limits
serve the community.
Last paragraph, 2nd sentence, Commissioner Bogosian suggested the second
sentence read: "Such an evaluation does not imply increased public access." ~

1st line, should read as follows: "Natural Resource Lands. Non urban areas
serving various purposes including:"

1st paragraph, last line, the number 257 should be deleted.
3rd paragraph -There was discussion and consensus to retain mention of the
approximately 100 acres of agricultural land where the owners have requested
non-renewal of the Williamson Act contract.
Last sentence (on Page 11 and first 2 lines on Page 12) should be put back into
the Open space Element and should read as follows: "In addition to the
agricultural land within the City limits, there are several hundred acres of
agricultural land under the Williamson Act contracts within the City's Sphere of
Influence.

There was discussion and agreement to delete mention of the Odd Fellows Home
and Notre Dame Novitiate in the paragraphs under the section titled Private and
Community Open Spaces. The Commission suggested that the cemetery land be
mentioned along with the Saratoga Country Club and Villa Montalvo.
Commissioner Moran noted that the number (350) in the last sentence of this
paragraph should accurately reflect the total number of acres of those properties
which the commission is willing to list as Private and community Open Spaces.

Consensus to delete the last sentence under the Community Facilities and Church
Sites section which reads: "The preservation of these sites as open spaces may
become an issue if and when they are proposed for development."
