OPEN SPACE ELEMENT -Review of Revised Draft Page 26 9. Appropriate Land Uses. Commissioner Caldwell suggested that this section read as follows: Future land uses within the hillside/sphere expansion area shall be consistent with both the existing patterns of land use in the unincorporated hillside area and with the City's desire to maintain the area as predominantly open space and rural. These..." Page 27 -Last paragraph under this section (Appropriate Land Uses) should read: "Existing recreational facilities" Page 28 b. Incentives to Agricultural Land Owners. Should read: "The City should consider offering..." 2nd bullet -delete the word "Possible". The paragraph should begin "Residential density bonuses..." 1 • i 3rd bullet reference should be made at the end of the last sentence i.e., pursuant to the Williamson Act. 4th bullet, Caldwell suggested the 2nd sentence read: "The elimination of curbs and gutters which could interfere with agricultural operations should be considered/required." Page 29 -Policies - No change Page 30 #14 "Major Entryways and Arterials" re-insert word "its" prior to the word "rural". #15 "Street Improvements" shall read "Open Space objectives shall take precedent over the width and landscaping of roadways..." #18 Scenic Views and Trail System" delete the word "environmental" from the paragraph. Page 31 #19 Creeks. The phrase "where possible "should be added to the end of the sentence. Implementation Programs c. Hillside Development. -Language should be added so the 2nd and 3rd sentences read: "In addition to applicable scenic development standards, potential impacts on scenic views shall be evaluated. Criteria shall include but not limited to the use of unobtrusive colors, use of minimal grading, limited disruption of natural vegetation, use of structural height limits, and structural design and density controls." With regard to the phrase "development of a canopy effect", it was decided that inclusion of an explanation of this phrase is not needed in the paragraph. d. Existing Vegetation. The words "to the public" should be inserted after the word "assistance". 2 • Page 32 e. Major Entryway and Arterials. -Staff to develop language to refer to orchards and include in this section. h. Scenic Open Space Inventory. -replace the word "identified" with the word "dedicated". The 2nd sentence "inclusion on this inventory will be determined by using the established open space evaluation criteria" should be deleted. Page 33 3rd sentence should read:" The City of Saratoga Open space survey indicated that walking and hiking are favorite leisure time activities for residents of Saratoga". Page 34 20. Regional Trails Network Should read "a regional system of hiking, bicycling and horseback riding trails should be encouraged which includes ..." Page 35 23 Prescriptive Rights. Commissioner Caldwell suggested that the title be changed to "Traditional Trails". Page 36 - No change Page 37 - No change (except for the addition of a period after the word "segments in the 2nd sentence). Page 38 - No change (except for the addition of a period after the word easements in paragraph "j"-. 3 • • Page 39 p. Development and Maintenance Should read "The City of Saratoga Parks and Maintenance Department shall be supervising the development and maintenance of all existing and future trails." Page 40 2nd to last sentence should read: "To preserve, or restore existing improved or altered riparian habitat and wildlife corridors". Page 41 Land Use Controls - "Berman v. Parker" should be underlined. Page 42 Hillside Development 2nd sentence should read: "Critical viewshed, ridgelines, and sensitive ecological habitats should be identifiedi and residential and other construction should be prohibited in those areas where possiblel and restricted where there is no other alternative." Page 43 39. Development Patterns Should read: "The traditional low density zoning within the City of Saratoga should be maintained." Page 44 - No change Page 45 - No change Page 46 41. Conservation Easements. 2nd sentence "area" should be "areas" 4 • • There were no changes on Pages 47, 48, and 49. There was discussion and consensus to try to review the final draft in June, hold the Planning Commission Public Hearing in July and forward to the City Council for their review in August. At this point, the meeting was adjourned. 5
