DRAFT HOUSING ELEMENT -Review of Final Draft Housing Element Page 3 2nd to last paragraph, last sentence, Commissioner Caldwell suggested that the sentence read: "Therefore, Saratoga's share of regional housing need, combining the existing and projected figures, was calculated to be 835 ,, housing units. Page 4 1st paragraph which refers to the argument the City made with regard to the assessed housing need in Saratoga -Commissioner Caldwell asked if the document (the letter or official challenge) which contains the findings to support the argument be distributed to the Commissioners and possibly included with the Open Space Element as an appendix or at least be cited. B1, Commissioner Caldwell noted the figure under the 1980 Mean Income section should be 77,000. Page 5 3rd paragraph, a parenthetical stating "as of this writing" should be inserted 1 +o • ~ after the word "payments". Page 6 Last entry should be "WILLIAMSON ACT". Page 7 and 8 References made to "NHR" and "HC-RD" should be changed to "HR" and "HR-RD". Page 8 The (NHR) appearing in the foot note should be "HR and ROS Page 9 1st paragraph last line, the words "calculated to be" should be deleted. 2nd to the last paragraph, 2nd to the last line, a comma should be added after the word "facilities". Page 10 1st line, the word "documented" should be added prior to the word "citizen". Commissioner Caldwell asked if any minutes or notes referring to the concerns of the citizens with regard to traffic that could be cited in this section. 1st paragraph 2nd sentence should begin: "According to the EIR - a government document -the construction of Highway 85..." Page 11 4th paragraph, 2nd sentence, should read: "As a general rule, rezoning residential land to allow higher densities actually raises the value of the land and will not..." Page 13 Last paragraph, 2nd sentence, the following should be added to the end of the sentence: "and has participated with other localities in providing temporary shelter for the homeless". 2 • i Page 20 Last paragraph, the occupancy restriction should be removed. Page 21 3rd to last paragraph should be deleted. This concluded the actions/changes on the draft Housing Element. 2. WORK- PROGRAM -DISCUSSION AND UPDATE OF THE 18-MONTH PLANNING DEPARTMENT WORK PROGRAM Associate Planner White and Director Curtis explained the purpose of the work program and explained why changes are needed. They suggested adding the development of brochures for City processes/applications relative .to Planning and Zoning. The Commission suggested adding the following: developing a Residential lighting ordinance, address and encourage the undergrounding utility lines/cables in development application such as subdivisions, work on establishing a riparian easement ordinance for subdivisions, revisiting the General Plan for the purpose of re-formatting and making it more user-friendly. At this point, the discussion with regard to the Planning Department Work Program ended. There was further discussion regarding Planning Department and Planning Commission issues. No further actions were taken. 3
