The Notice of Adjournment from the December 1 meeting was posted on December 2, 1999. 1. ORAL COMMUNICATIONS FROM THE PUBLIC ON NON-AGENDIZED ITEMS -Any member of the public will be allowed to address the City Council for up to three (3) minutes on matters not on this agenda. REVIEW OF ARGUMENTS IN SUPPORT OF OR IN OPPOSITION TO LIBRARY (GENERAL OBLIGATION) BOND MEASURE TO BE HELD AT A SPECIAL ELECTION ON MARCH 7, 2000 Recommendation: Select, review and approve arguments as necessary, and direct City Clerk to submit to the County Registrar of Voters office. 3. REVIEW OF CITY’S COMMENTS ON MT. WINERY DRAFT EIR AND DISCUSSION OF ANNEXATION ISSUES (NOTE: THIS ITEM MAY BE REMOVED FROM THE AGENDA PENDING NOTIFICATION FROM THE COUNTY PLANNING DEPARTMENT REGARDING THE CITY’S REQUEST FOR AN EXTENSION OF THE DRAFT EIR COMMENT PERIOD.) Recommendation: Accept staff response and receive public comments. 4. PRESENTATION BY LOCAL ARTIST HEATHER DONALDSON ON PROPOSED WATER SCULPTURE FOR CIVIC CENTER COURTYARD Recommendation: Receive presentation and direct staff appropriately.
