The list shows the school they will represent and their grade level in the fall. Therefore, there are up to six seats open. They have both demonstrated outstanding leadership skills and have participated fully in all aspects of the commission this year. If they are re- appointed, up to four seats would remain open. Because her address is shown as Los Gatos, I did not accept her application and wrote her that she was ineligible for the Saratoga Youth Commission. Her mother then told me that the house is in "an unincorporated area of Saratoga," which of course means it is in the County. Residents of the County and of other cities can and do participate in the meetings and activities of the Youth Commission without being official members. We have not had this situation in the past. However, if a County resident applied for the Planning Commission, for instance, the application would not be accepted. It is the City Manager's opinion that the Youth Commission should decide whether County residents should be considered eligible for the Saratoga Youth Commission. The Commission is meeting tonight, and I will relay their decision to you next week. Emily Hopkins has been notified of this process. HEAD: RECOMMENDED MOTION(S): REPORT SUMMARY: SARATOGA CITY COUNCIL SUBJECT: Proposal from Student Works Painting to paint City Hall Admin. Wing Move to authorize staff to accept the proposal from Student Works Painting to paint the exterior of the City Hall Administration wing for $2,260. As previously requested, staff has solicited proposals from painting contractors to paint the exterior of the City Hall Administration Wing. Several of the initial painters contacted quoted prices in the $5,000 to $6,000 range. Then, several weeks ago, the City was approached by the representative from Student Works Painting seeking an opportunity to perform painting work for the City. When asked to quote a price for the Admin. Wing, Student Painting responded with the attached proposal for $2,260, which is discounted from the full price of $3,720. For certain types of projects such as ours, Student Painting will discount their prices to obtain the job to provide work experience for their employees. A check of several references appears to indicate a general satisfaction with the quality of Student Painting's prior work. Their proposal also includes information about their company and their experience. Normally, a contract of this amount would not require City Council approval. However, because of the visibility of the project and the potential concerns which might be raised by using Student Painting, I want the Council to approve the proposal before staff signs off on it. The work will be closely monitored by staff, and James Walgren has already worked out a color scheme to ensure the finished work complements the other buildings on the Civic Center property. FISCAL IMPACTS: As noted, the proposed cost for the painting is $2,260, and sufficient funds remain in this year's budget in Activity 84 (Facility Maintenance) to cover this cost. ADVERTISING, NOTICING AND PUBLIC CONTACT: Nothing additional. CONSEQUENCES OF NOT ACTING ON RECOMMENDED MOTION(S): The proposal from Student Painting would not be accepted. Staff will either return with additional painting proposals from other contractors or abandon the project for now. FOLLOW UP ACTIONS: ATTACHMENTS: Proposal from Student Painting. The proposal will be signed and Student Painting will be authorized to proceed with the work. We have been told that the work could be scheduled to begin this month and be complete within one week. PREVIOUS COAT BREAKDOWN In view of the fact that a coat of paint, when applied over a previous coat without a proper primer beneath It, can cause pealing. Student Works Painting is not responsible for the failure of a paint film which was not applied by Student Works Painting and which may have been previously applied to the same surface. This often occurs in the case of galvanized metal flashing or eaves. Breakdown due to mildew is not guaranteed, as this is a moisture problem, not a paint failure. PUTTYING AND CAULKING These two operations are very time consuming and therefore costly. When these functions are checked off on the front of this agreement the procedures taken by Student Works Painting will involve replacement of missing material only more extensive caulking and puttying will require special notation of the agreement with the additional charge included in the given estimate price. WASH When necessary, and when checked off at the front of this form, the surfaces to be painted will be washed with a TSP (TriSodium Phosphate) solution. This washing will occur where it is necessary in order to properly guarantee our work. GUARANTEE The guarantee is invalid if any of the following conditions occur: 1. THE COUNCIL ON AGING The Council On Aging of Santa Clara County, Inc., is a non profit organizaion designated by the State of California as the Area Agency on Aging of Santa Clara County. Area Agencies on Aging are the result of the 1973 Amendments to the 1965 Older Americans Act. The role of the Area Agency is to develop and provide programs and coordinate and advocate for service systems designed to meet the needs of older persons in a specific geographic area. The Council On Aging is one of 33 Area Agencies in California administering programs under Title III of the Older Americans Act. The geographic area served by the Council On Aging is Santa Clara County with a population of approximately 210,200 older persons, age 60 or over. The Council On Aging receives Older American Act Title III funds which provide for grants to provide services to the older population in Santa Clara County. These services are provided through contract with local agencies. STRUCTURE The Council On Aging is governed by a fifteen member voluntary, elected Board of Directors which meets monthly and sets overall agency priorities, goals and objectives for developing and improving services to older county residents. In addition, the Council On Aging has a thirty six member Advisory Council representing cities, county and various senior organizations and interst groups. The Advisory Council to the Council On Aging also meets monthly, is responsible for conducting the annual planning process and deals with a number of broad based advocacy issues of concern to senior citizens. Both the Council On Aging Board and Advisory Council meetings are open to the general public and interested and concerned individuals are encouraged to attend. THE ADVISORY COUNCIL Members of the Advisory Council participate in the development, implementation and montitoring of the Area Plan and Contract Services. They advocate at all levels of government on programs, procedures, and legislation effecting older persons. They are a source of information to senior organizations and the public on issues of concern to older persons, develop legislative platforms with other State advocacy organizations, and sponsor public hearings. They bring the concern of the group or area they represent to the Advisory Council, and take information regarding COA programs and activities back to their appointing body. TARGETING In its planning, the Council on Aging must give to those in most social and economic need. Social need is defined as a person having two or more of the following characteristics; living alone, age 75 or over, disabled, or having a language barrier. Economic need is defined as living at the SSI' level or below. ADVISORY COUNCIL RENDER Job Description I. Duties and Responsibilities: A member of the Advisory Council has the following duties: A. Serve as an advisor to the Council On Aging, the designated Area Agency on Aging; B.
