Recommended Motions
Authorize extension of Signal Maintenance Inc. traffic signal
maintenance contract for the balance of this year and continuing
through June 30, 1988. Agree to 5% rate adjustment effective
July 1, 1987.
Report Summary
In accordance with the contract with Signal Maintenance, Inc. and
the City of Saratoga, paragraph nine states the price of Signal
Maintenance's service may be negotiated each year following the
anniversary date of this agreement. Negotiations are based on
the Consumer Price Index. They are requesting a 5% rate
adjustment to become effective July 1, 1987. Since there was no
increase during 1986, this adjustment of $3.61 per month per
intersection is justified.
Six intersections $3.61 per month perintersection $259.92
increase per year.

Dear Mr. Trinidad:
In review of my files it is noted that the most recent extention to our
Agreement expired on June 30, 1986.
This writing is therefore to acknowledge our concurrence to extend the
Agreement through June 30, 1987, and to offer an additional extention
through June 30, 1988. If you are agreeable to that extention, I must
request a five percent (5 rate adjustment to become effective July 1,
1987. Applied to the current rate of $72.10, the adjustment would be
in the amount of $3.61 per month per intersection. A revised copy of
the Labor and Equipment Schedule is attached for your convenience.
I will appreciate your advisement on this matter at your earliest con-
venience. Thank you.

Primary duties are to field troubleshoot and
repair field wiring, cabinet wiring,
controllers, and perform routine duties
of preventative maintenance.
TRAFFIC SIGNAL TECHNICIAN LAB
Performs complete repair and maintenance of
all controllers, detectors and associated
devices which are brought from the field
for repairs.
TRAFFIC SIGNALMAN
Primary duties are as directed by lead man in
assisting field technicians and accomplishing
preventative maintenance procedures as
directed. Traffic signalman assists field
technicians as demand is made and assists with
knockdowns and associated repairs.
TRAFFIC SIGNALMAN APPRENTICE
Primary functions are to assist and receive
training from traffic signalman.
TRAFFIC SIGNAL LABORER
Primary duties are to assist the signalman
and crew in knockdown repairs and field
modifications as directed.

RESOLUTION NO. 1624 -02
RESOLUTION APPROVING FINAL MAP OF
TRACT 7928
WHEREAS, a final subdivision map of TRACT 7928
having heretofore been filed with this City
Council for approval, and it appearing that all streets, public ways and
easements shown thereon have not been satisfactorily improved nor completed,
and it further appearing that otherwise said map conforms with the require-
ments of Division 2 of Title 7 of the Government Code of the State of
California, and with all local ordinances applicable at the time of
approval of the tentative map and all rulings made thereunder, save
and except as follows:
NOW THEREFORE BE IT RESOLVED:
(1) The aforesaid final map is hereby conditionally approved. Said
approval shall automatically be and become unconditional and final
upon compliance by subdivider with such requirements, if any, as set forth
immediately above as not yet having been complied with, and upon compliance
with Section (3) hereof.
(2) All street dedications, and all other dedications offered on said
final map (except such easements as are declared to be accepted by
the terms of the City Clerks certificate on said map), are hereby rejected
pursuant and subject to Section #66477.1 of the Government Code of the
State of California.
(3) As a condition precedent to and in consideration of the future accept-
ance of any streets and easements not by this resolution now accepted,
and as a condition precedent to the City Clerk certifying the approval and
releasing said map for recordation, the owner and subdivider shall enter
into a written agreement with the City of Saratoga, secured by good and
sufficient surety bond or bonds, money or negotiable bonds, in amount of the

estimated cost of improvements, agreeing to improve said streets, public
ways and easements in accord with the standards of Chap. 14, Municipal Code
as amended and with the improvement plans and specifications presently
on file, and to maintain the same for one year after completion. The form
and additional terms of said written agreement and surety bond shall be
as heretofore adopted by the City Council and as approved by the City
Attorney. The mayor of the City of Saratoga is hereby authorized to exe-
cute the aforesaid improvement agreement on behalf of said city.
(4) Upon compliance by subdivider and /or owner with any remaining require-
ments as set forth in the preamble of this resolution (if any) and
with the provisions of Section (3) hereof, the City Clerk is authorized
and directed to execute the City Clerk's certificate as shown on said map
and to transmit said map as certified to the Clerk of the Santa Clara
County Board of Supervisors.
The above and foregoing resolution was duly and regularly introduced
and passed by the City Council of the City of Saratoga on the day
of 19 by the following vote:

WHEREAS, application has been made to the Advisory Agency
under the Subdivision Map Act of the State of California and un-
der the Subdivision Ordinance of the City of Saratoga,'for tenta-
tive map approval of a lot, site or subdivisions of' 11 lots,
all as more particularly set forth in File No. SD 1624 of this
City, and
WHEREAS, this Advisory Agency hereby finds that the proposed
subdivision, together with the provisions for its design and im-
provement, is consistent with the Saratoga General Plan and with
all specific plans relating thereto, and the proposed subdivision
and land use is compatible with the objectives, policies and gen-
eral land use and programs specified in suoh General Plan, refer-
ence to the Staff Report dated July 23, 1986
being hereby made for further particulars, and
WHEREAS, this body has heretofor received and considered the
-C- ego-riee -1- Exempt e R (Negative Declaration) prepared for
this project in accord with the currently applicable provisions
of CEQA, and
WHEREAS, none of the conditions set forth in Subsections (a)
through (g) of Government Code Section 66474 exist with respect
to said subdivision, and tentative approved should be granted in
accord with conditions as hereinafter set forth.
NOW, THEREFORE, BE IT RESOLVED that the tentative map for the
hereinafter described subdivision, which map is dated the 23rd
day of July 1986 and is marked Exhibit B
the hereinabovereferred to file, be and the same is hereby con

II. SPECIFIC CONDITIONS DIVISION OF INSPECTION SERVICES

III. SPECIFIC CONDITIONS SANTA CLARA COUNTY HEALTH DEPARTMENT
A. Any existing septic tank(s) must be pumped and backfilled in
accordance .with' Environmental Health Standards, contact the
District Sanitarian for final inspection upon completion.
6. Domestic water to be provided by San Jose Water Company.
IV. SPECIFIC CONDITIONS SANTA CLARA VALLEY WATER DISTRICT
A. All existing wells shall be sealed in accordance with Santa Clara
Valley Water District standards.
V. SPECIFIC CONDITIONS SARATOGA FIRE DISTRICT
A. Construct driveway 14' minimum width, plus one foot shoulders
using double seal coat of 0-& S or better on 6" aggregate base
from public street or access road to proposed dwelling, or 4" of
PCC concrete.
B. The developer shall install three (3) fire hydrants that meet
Saratoga Fire District specifications. Fire hydrants shall be
installed and accepted prior to construction of any buildings.

C. Provide 15 ft. clearance over the road or driveway (verticle) to
building site and remove all limbs, wires or other structures
D. Early warning fire alarm system requred to be installed per the
Fire Chief.

VI. SPECIFIC CONDITIONS PLANNING DIVISION
A. The applicant shall construct a sound wall along the westerly
property line adjacent to the Saratoga Sunnyvale Road to match
the existing wall to the north of the project site. The design,
placement and landscaping plan for the area between the sound
wall and Saratoga Sunnyvale Road shall be approved by the
Planning Department prior to Final Map Approval.
B. The applicant shall enter into a Landscape Maintainence Agreement
with the City for those landscaped areas within the public right
of -way.
C. No two -story houses shall be permitted on Lots 1 -4 and 7 -11.
D. In addition to meetino standard Design Review criteria
house proposed on Lots 9 .1.0, and 1.1__ shall meet acceptable
interior house noise level standards as set forth in the City's
General Plan.
E. Tree removal is prohibited unless it is in accordance with
applicable City Ordinances.
F. The applicant shall obtain City approval prior to demolishing any
structures on site.
G. Lots 4 -11 shall be served by driveways off the new cul -de -sac.

Special Events Ordinance (significant conditions outlined below).

Report Summary:
The Community Against Substance Abuse (CASA) and Saratoga High School wish
to jointly sponsor a "fun run" to raise funds to promote substance abuse
programs in the high schools and community. The event would have an
estimated 2,500 participants, and would start at 10:30 a.m. on Sunday,
May 31, 1987. Approval of the event should be subject to the following
conditions in accordance with the City's Special Events Ordinance:
a) Payment of a $50 non refundable filing fee; b) Payment of a $250 fully
refundable cleanup deposit; c) procurement of general liability insurance
coverage (min. limits $350,000) naming the City of Saratoga as additionally
insured; d) reimbursement to the City for all costs associated with the
traffic control and the street closer; e) approval of a traffic control
plan by the Sheriff; f) procurement, of a permit from the Maintenance Dept.
for the use of Congress Springs Park following the event.

CASA and Saratoga High School request permission to sponsor
a Fun Run on May 31st in Saratoga. The route is drawn on the
attached page. We would start at 10:30 a.m. at Saratoga High
School and end up at Congress Springs Park for a big barbeque and
picnic for participants and families.
We are aware of the insurance coverage ($350,000) that we
will need and are presently making arrangements.
We are expecting approximately 2,500 people. Due to the
number of participants we feel that, for their safety, we will
need to close Herriman Avenue from 10:30 a.m. to 11:00 a.m. on
Sunday, May 31st.
If you have questions or concerns, please feel free to

The Fun Run would start at the Saratoga High School track. The
participants would take one lap and head through the parking lot
crossing Herriman. They would proceed to Lexington Court, turn
right and head towards Franklin. Turn right and go towards
Hammons. Turn left on Hammons and then proceed until Hammons
reaches GlenBrae. Turn right and stay on GlenBrae until you
reach Congress Springs Park.
