SUBJECT: Pierce Road Bridge Award of Contract
for temporary bridge shoring
Recommended Action:
1. Adopt resolution of necessity waiving the requirement for competi-
tive bidding.
2. Authorize staff to execute a standard contract with James A. Savattone
for a not -to- exceed amount of $37,555 to construct temporary bridge
shoring.
Discussion:
As per previous Council direction, I have negotiated the attached
contract with James A. Savattone, Engineering Contractor, of Soquel,
to construct a temporary shoring system which would allow for the re-
opening of the Pierce Road bridge with restricted weight limits. The
contract establishes a not -to- exceed amount of $37,555 with actual
costs to be computed on a Force Account basis using standard published
labor and equipment rental rates. In other words, the City will only
pay for the actual amount of time labor and equipment s- useWon -the
project up to a maximum of $37,555. The Contractor has
estimated the not -to- exceed amount to allow for a variety of unknowns
which could impact the construction of the temporary shoring and
which are inherent in this type of construction. However, as stated
by the Contractor in his proposal, if the construction proceeds smooth-
ly with few problems, then the actual cost could be considerably less.
Fiscal Impacts:
As stated, the maximum cost to the City would be $37,555. Sufficient
funds exist in the adopted FY 92 -93 budget in Capital Project No. 953,
Account No. 4510 to cover the cost of this work.

Re; Pierce Road Bridge, Temporary Shoring
Dear Mr. Perlin;
Thank you for your request for a proposal on the temporary
shoring of the Pierce Road Bridge Temporary Shoring Project.
I have carefully studied the project drawings by Mesti Miller
engineering, exaimined the site and conferred with the various
subcontractors and vendors needed to implement the work. It
is my conclusion that my company could and would complete
the shoring project on a force account basis for a guarranteed
maximum amount of $37,555. This an absolute maximum amount
and considering that the entire project is composed of
tricky construction tasks that are risky and difficult to
estimate there is the(.possibility that the total could be lower
if every high risk phase progressed as planned. In any case
I want to reiterate that the cost would not exceed the above
amount unless some item was added to the project.
