SUBJECT: Saratoga Sunnyvale Road Improvements from Big Basin
Way to Verde Vista Lane: Capital Project No. 924
Commitment of local matching funds for the project
Recommended Action: Adopt resolution committing local matching
funds for the project.
Discussion: In order for the City to be eligible to receive
Surface Transportation Program (STP) funds under ISTEA for the
Saratoga- Sunnyvale Road improvement project from Big Basin Way
to Verde Vista Lane, (Capital Project No. 924), the City must
commit the required local matching funds for the project.
Essentially this was done when the Council adopted the FY 92 -93
budget however, a separate resolution is required under the
provisions of ISTEA.
Attached is a resolution which, if adopted, would commit up to
$110,000 or 20 percent of the project costs (whichever is less) as
the local match to the project and acknowledges that a maximum of
$340,000 in STP funds is available to the City for the project.
Fiscal Impacts: The adopted FY 92 -93 budget appropriates $98,000
in Section 2105 Gas Tax revenues as the local match for Capital
Project No. 924, and was based on a total project budget of
$425,000. However, since the ISTEA funding is based on a
construction budget of $425,000 and a total project budget of
$450,000, the local match in ISTEA terms is $110,000, i.e. the
difference between 80% reimbursement of the $425,000 construction
budget ($340,000) and $450,000. In either case, there appears to
be sufficient local funds appropriated at this time in Capital
Project No. 924 to commit the required local match as specified in
the resolution. Since the exact local match requirement will be
unknown until bids for the project are obtained, it is not
recommended that any budget adjustment for the project be made now,
since it's very likely that the construction bids received by the
City may not necessitate one in the future.

West Valley College Interior Design Club
Recommended Motion: Approve the waiver of Temporary Use Permit fee.
Report Summary:
Ms. Deborah Vetrano, representing the West Valley College Interior
Design Club, is requesting the waiver of fees for a Temporary Use
Permit. The permit is for a house tour to be held on November 15, 1992,
which serves as a fund raiser for the club. Home tours can be
administratively approved by staff and involve very little review and
follow -up because the event is held at various private homes.
Approval of the fee waiver is consistent with previous City Council
decisions in assisting non profit organizations in their fund raising
efforts.
Fiscal Impacts: Loss of Temporary Use Permit fee of $465.00.

Dear Council Members,
WEST VALLEY COLLEGE INTERIOR DESIGN CLUB
The Interior Design Club of West Valley College is planning a
fund raising house tour in November. Prior to obtaining our
Temporary Use Permit, we are requesting a waiver of fees from the
City Council.
Our event is planned for Sunday, November 15, 1992 from 10 to 4.
The admission fee of $15 will admit attendees into three
professionally designed homes in the city of Saratoga. A
boutique will be set up to sell decorative accessories and we
plan to take 10% of the sales. We are anticipating a turn out of
200 people.
We are requesting a waiver •of fees because we are a student,
non-profit organization. Some of the funds that are raised from
the event will be used for student educational programs. Other
funds will be used for community service projects. Each year the
design club provides design services to a community service
organization. This year we will be able to provide some funds
along with our services.
Me are very enthusiastic and positive about the benefits of our
event. It will not only provide students with the experience of
house tours and exposure to professionals, but it will also
provide our club with funds to help others.

Report Summary:
The Reverend Eugene W. Jewell, representing Prince of Peace Lutheran
Church, is requesting a waiver of fees for a Temporary Use Permit. The
permit, to be considered by the Planning Commission in October, is to
allow the church facility to be used as a homeless shelter for the month
of December, 1992. This is part of a program which rotates homeless
shelters to churches throughout the region.
Waiver of fees for this non profit group is consistent with previous
City Council decisions and will assist in providing a needed service.

At a congregational meeting on May 31, 1992, members of
Prince of Peace approved a motion to participate in a
church transitional housing program for the homeless once
all legal, community, and city requirements have been met.
I am writing you now to request a temporary use permit,
and a waiver of any applicable fees, in order for our
congregation to particpate in the program described. I
have enclosed a completed fact sheet and the necessary
paperwork pertaining to the city's submission
requirements.
We feel strongly that this program is good for our
community in that it assists "motivated recently
homeless individuals to secure employment, permanent
housing, and other services in a caring, supportive
environment. We anticipate a positive response from our
city officials for that reason, and appreciate your
cooperation and support in ensuring our participation.

Rotating Housing Program for the homeless with the social service
agency, San Jose Urban Ministry. We are pleased that the Prince
of Peace Lutheran Church congregation has invited the program
to that church for the month of December, 1992.
We urge that you approve the temporary use permit for the church
and also urge that the permit fee be waived, as has been the
experience with the Rotating Program in Los Altos, Sunnyvale and
Cupertino.
