I actively support the development of the Village, with a vision of providing an environment for we who live here to enjoy a place where we can shop, dine and run into friends on a day -to -day basis. I'm writing this email in support of the proposal for a Retail Site Assessment to be conducted by the Buxton Company. This is a strong first step to understand and document the detailed demographics of the village neighborhood. If we are to attract and keep businesses that serve local resident's everyday needs, we must demonstrate the viability of such businesses to prospective business owners. The proposed report would help us achieve this goal. Unfortunately I cannot attend the session, so I am writing instead. I would very much like to see the council approve the plan without further changes. As you are aware a great deal of time and effort was devoted to this plan and it had the approval of all the various interest groups involved. It is a good, solid workable plan which meets the needs not only of the neighborhood and the sports groups, but of all Saratogans. At the minimum, we shall keep the park's fields for practices only, with no more than two teams at once, not to exceed a maximum number of players, and on a limited schedule (no Sundays, maximum number of Saturdays, etc) as outlined in the MND. The City shall plant new trees to compensate for the trees that will be lost as a result of the new development. We need to increase not decrease the tree population in Saratoga, especially in our public parks. You and your families will appreciate this for the years to come. They are also compensated for two hours of volunteer time. What happens when they do not log their volunteer time? They have to pay money. Sounds like paid lobbyist to me. So, A YSO wants KtviP. DYSL is providing lobby efforts to secure and expand the "wants" of soccer. In the last year, you have provided them with two fields at West valley College, and one field at Prospect high. In general, I am supportive of the recommendation. One change I would consider would be to place the proposed tennis court for Kevin Moran at Azule Park instead (next to the existing tennis court). My understanding is that this was the original proposal for Azule. However, neighbors complained at the threat of too much usage. If the city is going to spend money on tennis courts, I would hope there would be usage. When deciding whether to journey to the park to play tennis, one would hope to be able to play within a reasonable time frame. With two courts together, the expected wait time would be greatly reduced. Two courts together would attract much more usage from the community. Having one court each in separate parks will essentially limit participation to the neighbors living next to the park. Not many would be willing to travel to a single court with the thought of having to wait an hour, or face the task of having to walk over the freeway or drive around on Cox to the other park to see if the other court is open. As a result, I wanted to send you my thoughts for your consideration. First let me congratulate you on getting this far in the process. It has been long and difficult road. I believe the current plans, with all the compromises, do a good job in addressing the many needs of the community, neighbors and the park user groups. We, you, the community have spent many countless hours reviewing the plans for this park; I urge you to keep the process moving and act on your staff recommendation and accept the conceptual plan The community needs improved facilities at this park and delaying the proposed work hurts everyone. The total number of teams which can use the park at any given time is the current number and one additional team Don't allow yourselves to be swayed by Soccer parents who are being encouraged to attend the meeting tonight to make you change your minds. We've worked long and hard to come to agreement on the use of the park. Groups Terms of Use I Unsubscriba Page 2 of 2 Notes for the Saratoga City Council meeting, 3/5/07 On Jan. 23, 2008 the planning commission approved the plans for 13921 River Ranch Circle by a narrow vote of 4 to 3. In the voting three (3) of the planners felt the plans did not meet the city requirements for compatible bulk and height with the rest of the neighborhood, while three (3) did. The tie was broken by the chairwoman in favor of moving the project forward. There are 7 families on River Ranch Circle and 5 families on Jerries Lane who oppose this current plan. We would like the Saratoga City Council to return this project to the planning commission for further review and re- design. It's not good enough! Much has been said about the improvement in the original design but the fact remains that the current design, while an improvement over the original, still results in a structure that towers over our homes and stands out in the cul -de -sac overwhelming existing homes. It is also very visible to the residence across the creek on Jerries, blocking their back yard views and leaving a structure looking into their back yards. The Ranch Style homes on River Ranch Circle were built in the mid 1950's with living areas ranging from 1200 to 1600 square feet. Since then many have been remodeled staying with the one story California ranch style. We have increased our size to 2200 square feet while the house on 2500 square feet. The plans for this new structure call for the size of our original dwelling. Here are some photographs with lines that indicate the size of what is currently being proposed. the project increased in size to s is almost three (3) times $0 It is proposed to be 26 feet in height, towering over t• s. omes of 12 to 14 feet high. Furthermore if you look at the plans, the second story roof Ii' is not broken up buts ht across. Also, the proposal calls for massive front "craftman style doors All of s attention to this house at the expensive of its neighbors. The Planning Department provides to builders a pamphlet of drawings that show the do's and don'ts of acceptable home designs. From their drawing one can see the potential effect of a 4400 sq ft, two story house on the adjacent neighbors. Although, other two story homes do exist in adjacent neighborhoods, they have been carefully done to minimize any neighbor impact. This home will stand out and tower over its neighbors, not blend into the neighborhood. The planning commission originally suggested to the owner that this lot was truly unique and would call for a unique design to fit both the lot, the back creek area and the adjacent neighborhood but the plans presented are basically a large rectangle, shoe horned into a pie shape lot. The lot is 18,839 sq. feet and more could be used for a one story house but the owner has refused. We can do better! Progress has been made and more work could produce a home which would blend in the neighborhood and still meet most of the owner's requirements. It might be slightly smaller and not be as tall but it could be done. For example, the remodeled on the other side now has four bedrooms and an office in 2500 sq. feet. Li 3 The amount of time this project has taken is not the fault of the planning department. They have been prompt and direct in what they wanted to see. The neighborhood families have also promptly showed up at the planning office and provided inputs whenever there were plans to look at. We can do better by being more creative in the design of this home so as not to ruin a unique and very special neighborhood. Secondly, we have a personal issue with the plans. An upstairs window overlooks directly onto our pool and hot tub area. We have asked repeatedly that this window be removed to protect our privacy and in the interest of good neighborly relations. When the owner first came to us with his plans, he walked in the back yard and saw our issue. He promised to remove the window and a subsequent set of plans had no window facing our hot tub and pool. However, the final set of approved plans does have the window back in with the stipulation that it be opaque. Since it is an operable window, that is not much help. See pictures. The planning staff agreed that an operable sky light would solve this problem and be acceptable but the owner has rejected this. Any issues with the expanse of a large wall without windows could be fixed with a false architectural facade as is being proposed for the front of the house. This was never considered. We have lived here 32 years and planned our retirement to the quiet and privacy of our back yard. This is now threatened. We can do better! We would like the city council to return these plans to the planning commission to remove the window. Please help us protect our unique neighborhood by having any future building blend into its surroundings not dwarf them. Let's keep neighborhoods together, not destroy them. We can work together to have a set of plans which meets both the neighborhood and owner requirements. Reject these plans and return them to the building commission. I know we can do better! January 28, 2008 Dear MGU Bellarmine College Preparatory This spring, Santa Clara University, the Coast Forensic League, and the California High School Sp ech Association will host the annual State Championships in spe and debate,for high school udehts on the Santa Clara campus. The tournament dates are Friday, April 18 thugh Sunday, April 20th. The local hosts are required to provide local judges to balance parrels_Qf col ege students and ',coa c from throughout the state. We are approaching the leadership of the local communities to ask that they consider judging this important event. The coaching staff and team parents of Bellarmine College Preparatory have volunteered to coordinate local judges for this tournament. In addition, tech support at Bellarmine has enabled us to put judge info and sign up on our school web page. The schedule with rounds available, as well as on- line sign -up, is now posted. Simply go to www.bcp.org /CHSSA- Judges. Students are trained to compete in front of a wide variety of judges; no formal training is required. Still, local coaches will provide two convenient and optional workshops to train any interested judges as we approach the tournament. (These are currently scheduled at Mountain View High School. Speech, Public Forum debate and Parliamentary debate will take place Wed., Feb. 27; Lincoln Douglas and Policy debate will take place March 12. Both will be from 7:30 9 pm. Reminders will be sent to confirmed judges.) In addition, we invite judges to "warm up" by judging for the national qualifying tournament March 28 30, 2008 on the Bellarmine campus. Finally, full judging instructions are given at the tournament itself. However, we are fully confident that the leaders of our local cities would be wonderful judges. It is a guide to understanding retail opportunities but it is not an analysis that indicates unconditional opportunities. Sometimes called "A Gap Analysis" or "A Demand and Supply Analysis" it is useful in: Indicating how well the retail needs of local residents are being met Uncovering unmet demand and possible opportunities Understanding the strengths and weaknesses of the local retail sector Measuring the difference between actual and potential retail sales Understanding Retail Leakage Retail leakage means that residents are spending more for products than local businesses capture. Retail sales leakage suggests that there is unmet demand in the trade area and the community can support additional store space for that type of business. However, retail leakage does not necessarily translate into opportunity. For example, there could be a strong competitor in a neighboring community that dominates the market for that type of product or store. Understanding Retail Surplus A retail surplus means that the community's trade area is capturing the local market plus attracting non' local'shoppers. A retail surplus does not necessarily mean that the community cannot support additional business. Many communities have developed strong clusters of stores that have broad geographic appeal. Examples are sporting goods stores, home furnishing stores, restaurants and other specialties operations that become destination retailers and draw customers from outside the trade area. Examining the quantitative aspects (Leakage /Supply) is only part of the evaluation of community's retail opportunities. Before any conclusions can be drawn about potential business expansion or recruitment opportunities, qualitative considerations such as Trade Area Psychographics and Buying Habits must be analyzed in context of other market factors. It is calculated by dividing actual sales by potential sales. An index greater than 1.0 means that the community is attracting retail sales (surplus) from outside the trade area. If the index is less than 1.0 it means that out-shopping is taking place and the community is not successfully drawing its own residents. Leakage/Surplus Index (Figure 1) shows the strengths and weaknesses of a community's retail market by product. Figure 1. IOC Vice- President Canadian Dick Pound said, The human rights problems remain an issue, but it is more of a challenge and an opportunity for the Olympic movement to make a contribution to some of its own goals —which is to put sport at the service of mankind everywhere and maybe bring about some change." The Olympic Charter states that sport must be "at the service of the harmonious development of man, with a view to promoting a peaceful society concerned with the preservation of human dignity." The IOC now says that there is a widespread misconception "human rights promises" were ever sought by the IOC in the first place, according to a CNN report release a year before the games. Olympic Bid Campaign Throughout the Olympic bid campaign, the international human rights community had doggedly lobbied the IOC not to reward communist China for its poor human rights record by allowing the regime to host the Olympic Games. The week prior to the final vote, the European Parliament passed a resolution saying, "China's disastrous record on human rights makes Beijing an unsuitable venue for the 2008 Olympic Games." Craig feels that the IOC took on an obligation in deciding to give a country like China the games, a country that promised to improve human rights in order to win the bid. They don't need to become political, but they should at least stand up for themselves." The controversies have forced other National Olympic Committees to state their positions clearly. Amnesty accuses China of reneging on Olympic rights vow (AFP) 7 December 2007 BERLIN Amnesty International accused China on Friday of reneging on promises to improve the human rights situation in the country before hosting the 2008 Olympic Games. "In 2001, as it campaigned for the Games, China promised to move to protect human rights and to relax censorship but it has done very little to live up to those promises," said Barbara Lochbihler, the secretary general of the German chapter of Amnesty International. Calling on China to release detained human rights activists, Lochbihler said Amnesty did not expect the situation to improve but rather to deteriorate as the Games drew near. "There is a chance we will see an increase in harassment, detentions and people place under house arrest ahead of the Games," she warned. Lochbihler was speaking at the launch in Berlin of an international campaign meant to pile pressure on Beijing to respect human rights and lift restrictions on the media before the Games start on August 8 next year. A Chinese human rights lawyer, Biao Teng, said if the situation failed to improve, activists should call on governments and sports stars to boycott the Games. "We should think of calling a boycott if necessary. We should make an effort to ensure that at least the most basic human rights are respected," said Biao, who holds a temporary teaching post at Yale University in the United States. He urged Beijing to respect freedom of religion and to stop the persecution of followers of the Falun Gong faith. The lawyer also called on journalists who travel to China for the Games to use the opportunity to the full to write about the political climate in the country. Lochbihler ruled out a call by Amnesty International for a boycott of the Games, saying the watchdog would instead seek greater dialogue with the Chinese government.
