Membership Information a. The resident breakdown of current (April) SASCC (Senior Center) membership is as follows: We are in the process of developing new programs and recruitment plans in order to grow our membership base. The previous database was outdated and inaccurate with duplications, expired memberships, unrecorded deaths, unrenewed memberships and relocations, so we have "lost" approximately 200 members through the process of updating that information. b. The ethnic distribution of current SASCC membership is seriously underdeveloped due to lack of data. There is little history from members who have been carried through the years, so we have pulled from what we have: Caucasian: 200 Asian: 29 2. Reports a. Programs offered and attendance for Q1,Q2, and Q3; reports attached: The highest attendance is Fitness and Fun in the Saunders Room, and the numbers have remained somewhat consistent throughout the 3 quarters without changes up or down. Overall attendance has increased just slightly less than 1 but we have recently reintroduced Line Dancing after a 6 month hiatus, and are no longer recording tap dance. In reality, this would indicate that our numbers are growing in a more positive trend. b. We are not currently utilizing other facilities for our programs, but are planning to create programs that could be offered out of North Campus in order to draw more seniors from that area. c. Outreach: We are planning our Senior Health Day in November and we offer monthly hearing and blood pressure checks. At least once per month we have a health related presentation for the Wednesday lunch. d. Adult Care Utilization Qi through Q3, the Adult Care has served 50 unduplicated participants. MEASURABLE OBJECTIVES 1. Membership Information a. The number of paid individual memberships for SASCC as of April was corrected to 558 after auditing the database. b. The ACC is currently maintaining a level of 105 participant -days weekly. The average over the first 3 quarters has been significantly less, probably around 90, but we intend to keep it up over 100. c. There are no vacancies, and the current wait list is at 3 participants who have gone out for surgery or other interruptions. 2. Programs and Services a. By the end of FY 07 -08 we will have had over 1 dozen break even or fund- raising events. b. We will be having a Health Fair and Flu Shot event in November. c. We offer hearing, blood pressure, and podiatry (ended in April). We have added "Managing Life Changes. d. We offer more than 22 classes and or ongoing member activities per year. e. f. The Outlook is published 12 times per year and is sent to each member household, plus a comp /resource list of 10o. I do not think taking oak trees out of this orchard is a wise idea for the following reasons: 1. Our Valley of Heart's Delight had native oak trees and grasses on the Valley floor long before it had fruit trees. The oaks have always created shade for people and been a home for beneficial insects. Because of this, when the fruit trees matured they helped the fruit grow healthier and gave a place for a cool resting place for those who worked in the orchard. Oaks and orchards work in harmony and benefit each other. 2. Has the City done an inventory of the available oaks in Saratoga public spaces? Are there other oaks which may not be needed where they are living? I have not but yesterday I happened to notice at least three large native evergreen oaks (Quercus agrifolia) on the north east site of Fruitvale Avenue between Saratoga and City Hall which were planted too closely together. Each of them would be healthier if they stood alone so they would not be in competition with each other and so we could see their wonderful forms by themselves. This is how they look best. Kathryn Mathewson Page 1 7/16/2008 3. Wouldn't it cost the city more money and more city employee time to move an existing oak out of the orchard? At the same time the oak is moved many of the apricot trees would need to be dug up to create a road to get the oak out? It would take a few years and much labor to re- establish these apricot trees. If the transplanted apricot trees did not live, who would pay for new ones? Keep in mind that apricot trees the sizes that are in your orchard are not on the market. 4. Wouldn't it be easier to move one to three oak trees from along the road on which they would be planted? Planting a tree which has become adjusted to the environment of the road rather than an oak which has grown up in an orchard will also ensurethat the oak tree thrives with less worry and care about its survival. I do not think taking oak trees out of this orchard is a wise idea for the following reasons: 1. Our Valley of Heart's Delight had native oak trees and grasses on the Valley floor long before it had fruit trees. The oaks have always created shade for people and been a home for beneficial insects. Because of this, when the fruit trees matured they helped the fruit grow healthier and gave a place for a cool resting place for those who worked in the orchard. Oaks and orchards work in harmony and benefit each other. 2. Has the City done an inventory of the available oaks in Saratoga public spaces? Are there other oaks which may not be needed where they are living? I have not but yesterday I happened to notice at least three large native evergreen oaks (Quercus agrifolia) on the north east site of Fruitvale Avenue between Saratoga and City Hall which were planted too closely together. Each of them would be healthier if they stood alone so they would not be in competition with each other and so we could see their wonderful forms by themselves. This is how they look best. At the same time the oak is moved many of the apricot trees would need to be dug up to create a road to get the oak out? It would take a few years and much labor to re- establish these apricot trees. If the transplanted apricot trees did not live, who would pay for new ones? Keep in :Hind that apricot trees the sizes that are in your orchard are not on the market. 4. Wouldn't it be easier to move one to three oak trees from along the road on which they would be planted? Planting a tree which has become adjusted to the environment of the road rather than an oak which has grown up in an orchard will also ensure that the oak tree thrives with less worry and care about its survival. We think it is obvious why he refused. This depiction is based on the approved set of drawings, and known datum from Mr. Estahbanaty's survey. The depiction was created by a professional designer, is to scale within 6 and was verified against the story poles which were erected by Mr. Estahbanaty. You are looking east, with St. Charles Street on your left. The issue of mass and bulk is further exacerbated by the difference in relative mean elevations of the two parcels, which is about 10 feet. The proposed property will alter forever the morning sunshine in our backyard, and needlessly intrude on the privacy of both adjacent properties to the west. We would like the Council to reopen the debate on a more appropriate structure for this parcel. Further, we urge the Council to direct the Planning Commission to open a special study session to determine the best compromise for the surrounding neighbors and the property owner. Dear City Council Member of Saratoga, nn nnno ,II II. 0 9 2008 CITY OF SARATOGA July 9, 2008 COMMUNITY DEVELOPMENT I am a citizen of Saratoga for 40 years, and reside at 14706 6th St. I am appealing you to send the design for the new house on St. Charles Street back to the Planning Commission. The Planning Commission made their approval without the benefits of two very important pieces of information. One piece of information is the historical preservation report, completed several days after the commission met and approved the design. I don't think taking down an historic house with very little consideration is how we want to operate in Saratoga. The other piece of missing information is the elevation showing the impact of the mass and bulk of the proposed design on the neighboring properties. Before this drawing, the commission could only surmise the impact of the design on the neighbors' living spaces. Historic Preservation Report The subject property was owned by Daniel McCarty, son of Hannah McCarty, founder of McCartysville, the original name of our town. The historic house on this property was a nineteenth century vernacular cottage. When Hannah McCarty's house, also located in our historic neighborhood, was up for demolition, it met with a fight. A lovely new house has replaced the old house. It sits just 3 blocks away from the subject property, at the intersection of Lomita and Vickery streets, and Hannah McCarty's original house can still be seen in the elegant, long veranda across its front elevation, just as it was in her historic house. Because the neighbors appealed and the city had the foresight to treasure it, that historic house is with us today, in that long veranda, as an important part of our neighborhood and our town's history. An Idea for Preserving a Little History The historic house that was on the subject site for over a hundred years was taken down with little consideration. We can still treasure it by preserving some its character in the new house. I suggest retaining the arrangement of the garage below and the porch above from the historic house. It would be quite charming to retain the look of the barn door style garage doors of the historic house. There are garage doors that function like modern ones but have the look of the swinging doors as on the historic house. Placing the garage underneath the house would have the added benefits of alleviating the steep driveway in the current design, and reducing the bulk of the house over the fence line, while retaining the developers' requirement for square footage. Our Neighborhood The soul of a neighborhood is in its houses. There are many neighborhoods within Saratoga, and this is not the Golden Triangle. The people who live in this historic, Oak Street area care very much for the houses in this neighborhood. We cherish the houses. We are pleased to have pushed for the house on Komina and Oak streets to be redesigned to fit in this special neighborhood. When the Katz family proposed the design for their Victorian house on Lomita St., we were there at the Planning Commission, supporting it, as the design was appropriate for the neighborhood. When the old church was taken down on 6th St., the design for the new house met with no opposition from neighbors because it retained elements of the old church design, and its massing and roof lines did too. The design approved for the St. Charles site does not fit in with this neighborhood. Its design is appropriate for flat lots in other areas. We can make changes to the approved design to be in sympathy with the massing, roof lines, and materials of the houses in our neighborhood. Though said to be Craftsman house, Craftsman houses share the elements of a low slung gable roof, wood siding, and double stacked windows. You don't have to look far: the house abutting the rear of the subject property is one of the Craftsman houses called out in the historical preservation report for the subject property. But the Planning Commission did not have the benefit of the historical preservation report, as it was not available. Summary I want to see this project sent back to the planning commission in order to: reduce the impact of its massiveness and bulk on this hillside lot. make changes to be sympathetic with the houses in our historical area in massing, roof line, and materials. To consider preserving aspects of the historic house by incorporating them into the design of the new house. I am willing to help with this by participating in the study session or sessions suggested by John Livingston, Director of Planning, on the evening the design was passed, "This would have been a perfect project for a study session." What a shame not to have those sessions, and have a chance to preserve some the charm and history that is otherwise lost.
