HomeMy WebLinkAbout103-Draft Guiding Principles .pdf Urban County HCD Guiding Principles Revised 4/14/11 --MM URBAN COUNTY HCD PROGRAM Draft Guiding Principles GOAL: Spend annual CDBG grant in accordance with HUD regulations, maximize funding available to meet community needs, decrease administrative burden. HCD Advisory Committee A 20-member body established by the Board of Supervisors. The Board appoints one member of the Board to serve as the Chair and one public member from each of the five Supervisorial districts. The seven participating Cities each appoint one Council Member and one public member. The role of the HCD Advisory Committee is to guide the development of the HCD Program, hear project proposals, review Technical Advisory Committee recommendations and make recommendations to the Board of Supervisors for final approval. Urban County Technical Advisory Committee (TAC) A staff level committee comprised of staff members of each of the participating jurisdictions. The County staff member serves as chair. The role of the TAC is to work collaboratively in the administration of the HCD Program, particularly in recommending policy changes and the evaluation of applications and development of funding recommendations. The County will be responsible for monitoring and reporting on Categories I and II. The cities will be responsible for monitoring and reporting on Category III. The TAC will also finalize the Guiding Principles and preparing a Local Priorities Plan for approval by the HCD Advisory Committee for inclusion in the 2011 Request for Proposals (RFP). Local Priorities Plan TAC to develop a Local Priorities Plan for approval by the HCD Advisory Committee to assure geographic balance in meeting both regional and local needs in annual funding recommendations. Local Priorities will be included in the 2011 RFP and contain criteria to be used in evaluating applications. Application and Funding Categories All applications must be submitted on-line through the annual CDBG/HOME RFP. All projects must be HUD eligible. An workshop for prospective applicants will be scheduled in advance of the release of the RFP. Category I --Housing Activities --Acquisition, construction, rehabilitation of low income housing, lead based paint testing and abatement, other eligible activities (eg fair housing) Category II – Public Services (15% of Grant) --$10,000 minimum grant amount for HUD eligible housing related services. Category III --Public Benefit Activities (Reserved for Jurisdictions) – Reservation of equal funding amounts (est. $100,000) pending formula and funding availability for each participating jurisdiction. Projects must be HUD eligible, and may include, but are not limited to: infrastructure and neighborhood facilities in low income census tracts, ADA improvements, housing rehab, targeted code enforcement.. Limit of two projects per jurisdiction. Because of HUD’s timeliness requirements, unawarded jurisdictional reserves will not be carried over from year to year but will be used to supplement Categories I and II of the same year.
