Approve the attached resolution authorizing staff to file an application for grant funding through the State of California Disaster Recovery Initiative (DRI) Program; and 2. Appoint Dave Anderson, City Manager, as the City’s Authorized Representative, to execute and submit all documents, including, but not limited to applications, agreements, and payment requests that may be necessary for the completion of the project detailed in the City’s grant application. REPORT SUMMARY: In May 2010, in response to the Presidentially Declared 2008 California Wildfire Disasters, the State of California Department of Housing and Community Development began a Disaster Recovery Initiative (DRI) DRI) Program. Saratoga, as a jurisdiction in Santa Clara County, is eligible to apply for DRI funds, even if the 2008 wildfires did not cause fire damage or destruction in the city. City staff recently received notification (Attachment 1) that DRI funds remain to be allocated, and that planning activities, such as updating the Safety Element of the City’s General Plan, are eligible projects under the program. The DRI Program does not require matching funds and is awarded using a non-competitive over-the-counter application process. Staff proposes to apply for DRI funds in order to prepare a technical update to the Safety Element. If DRI funds are received, a Request for Proposals would be issued for knowledgeable consultants to: 􀁸 Incorporate the most up-to-date maps pertaining to earthquakes, flooding and fire hazards; 􀁸 Reference the City’s updated Emergency Preparedness Plan; 􀁸 Incorporate as an annex the recently completed update to the federally mandated plan for disaster mitigation planning; 􀁸 Undertake any environmental study requirements pertinent to the update; and Page 2 of 4 􀁸 Any related work that would technically update the Element. The attached resolution is required as part of the grant application. FISCAL IMPACTS: The DRI Program is financed by State of California Community Development Block Grant funds. Therefore, some staff time will be required in order to perform general administrative functions such as grant management, coordination, evaluation and reporting. Grantees are allowed up to two percent (2%) of the total grant amount for reasonable general administrative expenses and staff will include this in the grant application. CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The City will not submit an application for grant funding through the DRI Program. ALTERNATIVE ACTION: N/A FOLLOW UP ACTION: Undertake Council direction.
