RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA
AUTHORIZING SUBMITTAL OF A GRANT APPLICATION
THROUGH THE
STATE OF CALIFORNIA DEPARTMENT OF HOUSING
AND COMMUNITY DEVELOPMENT
2008 DISASTER RECOVERY INITIATIVE PROGRAM
WHEREAS, in May 2010, in response to the Presidentially Declared 2008 California Wildfire
Disasters, the State of California Department of Housing and Community Development began a Disaster
Recovery Initiative (DRI) Program; and
WHEREAS, eligible DRI applicants include jurisdictions in Santa Clara County, even if nothing
was fire damaged or destroyed in 2008; and
WHEREAS, eligible DRI projects include planning activities, such as creation/update of the
Safety Element of a City's General Plan; and
WHEREAS, the Safety Element of Saratoga's General Plan was last updated in October 1987;
and
WHEREAS, the City of Saratoga recently submitted an update to its Local Hazard Mitigation
Plan (LHMP), in response to Federal government requirements under the Disaster Mitigation Act of
2000, and timing is appropriate to incorporate the LHMP as an annex to the Safety Element of the
General Plan.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Saratoga hereby:
1. Approves the filing of an application for grant funding through the 2008 Disaster Recovery
Initiative Program; and
2. Appoints Dave Anderson, City Manager, as its Authorized Representative to execute and
submit all documents including, but not limited to applications, agreements, and payment
requests that may be necessary for the completion of the project detailed in the City's grant
application.
The above and foregoing resolution was passed and adopted at a regular meeting of the Saratoga City
Council held on the 6th day of April 2011 by the following vote:

RECOVERY*
HAZARD MITIGATION PLANNING DOLLARS ARE STILL AVAILABLE!
If you represent a County included in the list below, or a City located within any of these
Counties... even if nothing was fire damaged or destroyed in 2008, then DRI Planning funds
are available, which:
Have no matching funds requirement;
May be used to fund 100% of Local Hazard Mitigation Plan (LHMP) costs *;
*Subject to funding limits. DRI funds may not be used as rnatching funds for other federal grant programs.
Are awarded using a non - competitive Over -The- Counter (OTC) application process.
Eligible Applicants:
Counties and Cities located within the Counties named in the following two 2008
Presidential Disaster Declarations:
2008 Wild Fires (FEMA - 1810 -DR) Declaration Date: 11/18/2008
Los Angeles, Orange, Riverside & Santa Barbara Counties
2008 Wild Fires (FEMA- 3287 -EM) Declaration Date: 06/28/2008
Butte, Kern, Mariposa, Mendocino, Monterey, Plumas, Santa Barbara, Santa Clara, Santa
Cruz, Shasta, and Trinity Counties, AND, two federally recognized Native American Indian
Tribes: the Hoopa Valley Tribe and the Yurok Tribe of the Yurok Reservation.
Examples of Eligible DRI Activities:
Planning: Creation /update of LHMP, creation /update of Safety Element of General Plan,
Evacuation Plans, Community Wildfire Preparedness Plan (CWPP), other disaster related
planning.
Housing Rehabilitation Programs: Disaster affected residential properties.
Homeownership Assistance Programs: Disaster displaced individuals.
Public Facility Projects & Public Infrastructure Projects: Damaged or destroyed
roadways /streets, sidewalks /curbs /gutters, bridges, water /sewer, fire suppression systems
(hydrants), fire debris clearance.
Public Service Programs: Public Services affected /interrupted /impaired by a 2008 wildfire
event (for example: Homeless Shelters, Health Care Clinics, and Food Banks may have
incurred higher than usual volume and expenses (possible overtime by staff) while providing
emergency services to a greater number of income eligible beneficiaries).
Economic Development Programs (Recovery Activities): Programs designed to assist
businesses directly affected by a 2008 fire disaster recover from physical and economic
losses, create and retain jobs, and stimulate overall economic recovery.
