These items will be acted upon in one motion for each section unless they are removed from the Consent
Calendar for discussion by Councilmembers or any interested party. However, items in Section A have
already been considered by the Council at a previous meeting where the public was invited to comment, after
which the hearing was closed. Those items are not subject to public discussion at this meeting because the
vote taken at the previous meeting was final. Resolutions concerning decisions made at previous meetings are
for the purpose of memorializing the decision to assure the accuracy of the findings, the prior vote, and any
conditions imposed.

SUBJECT: RECRUITMENT FOR LIBRARY COMAUSSION, PARKS AND RECREATION
COMMISSION, AND FINANCE COMMISSION
Recommended Motion:
For Library Commission and Parks and Recreation Commission, direct staff whether to prepare appointment
resolutions or extend recruitment; for Finance Commission, no action required.
Report Summary:
Library Commission 2 seats (Grantham, Ceppos)
The current applicants are Ruth Gipstein and David Bethel, and their applications are attached. (Joy Lu, another
applicant, has withdrawn due to other commitments.) Both Gipstein and Bethel were interviewed by the
Council and have attended several meetings of the Commission. The Commission has lacked full membership for
several months and endorses appointment of both applicants.
The Council may direct staff to extend recruitment, but there is no reason to expect we would obtain any more
applicants within a reasonable time. The holiday season makes it difficult to recruit in any case. If the Council
wishes, it would be appropriate to appoint the two applicants to the two seats. However, if the Council wishes
to appoint one applicant and extend recruitment for the other seat, that is an alternative.
Parks and Recreation Commission 1 seat (Crotty)
The Parks and Recreation Commission applicant is scheduled to be interviewed tonight. Please direct staff
whether to continue recruiting or appoint the applicant.
Finance Commission 2 seats (Low, Streit)
Recruitment has already been extended for this Commission, since no applications were received in response to
the initial recruitment. We have now received an application from Ernest Brookfield. No Council action is
necessary at this point.
Fiscal Impacts: None.
Follow Up Actions:
Staff will prepare appointment resolutions or extend recruitment, as determined by Council.

.The challenge of maintaining, and even expanding, our resources
and access to those resources,is of primary interest. Facility
use and the question of possible expansion of the facility to
accommodate the needs of the patrons is another area of interest.
Additional Information or Comments
T am very interested in focusing my involvement to an even more
local level. The library is central to the education of our
children, and to .keeping our citizenry informed, so that wise
choices become possible.

LIBRARY COMMISSION
SUPPLEMENTAL QUESTIONNAIRE
Please prepare a written response to the following questions and
attach to your completed application. Your responses may be hand
written or typed.
Background
The Library Commission serves as an advisory board to the Saratoga
City Council. While the actual Library building is city- owned, the
Library is operated by the Santa Clara County library system. Two
issues that the Commission will be focusing on during the next few
years is the County Library's efforts to maintain current services
levels with limited funding and assessing the community's desire
for an expanded Library. With this in mind, please answer the
following questions:
1. If appointed, what qualities, experience and expertise would
you bring to the Library Commission?
2. Describe your involvement and /or experience with libraries.
3. What do you consider major (or minor) issues facing the
Saratoga Community Library and /or public library systems?
#3 Funding is and will be the overriding concern for public libraries.
Censorship issues may well become the second greatest area of concern.
#2 I have completed 24 units of graduate course work in the San Jose State
University M.L.S. program. My experience includes entry level employment
with West Valley College Learning Resource Center, City of Santa Clara
public library and Santa Clara University undergraduate library.
Most recently, I founded a library for the Real Property Division of the
Santa Clara County Assessor's office. This project involved all aspects
of, library operation's including cataloging, materials selection and
organization, establishing policy and procedures, formation of an advisory
committee, etc.'
#1 Qualities that I will bring to the Commission include: Dependability,
Open Mindedness, Punctuality, Fairness, good Communication Skills, and
a love of reading and books. As a small business owner operator for
many years, I have experience with estimating, measuring and managing
costs. As co- founder and Vice President of a small corporation for
several years, I gained much valuable experience in establishing policy,
interpersonal communications, building consensus, and personnel evaluation.

As a member of the Expansion Committee, representing the Friends
of the Saratoga Libraries, I became acutely aware of the needs of
the library: overcrowding both in staff area and book stacks, the
noise resulting from lack of space to separate children from
adults, inadequate lighting, need for better book return and
others. In spite of inadequate work space, the staff is
operating remarkably well, which may account for the failure of
the community to appreciate the necessity of library expansion.
Neither is it widely known that books must be discarded each time
new books are added.
With the results of the recent survey undertaken to evaluate the
success of a ballot measure to fund expansion, it is apparent
that the community either does not understand, or does not place
importance on necessary library expansion. That raises the issue
of private funding.
Work on this commission would seem to me a continuation, or a
logical transition from the work of the Expansion Committee. I am
committed to good libraries, which I think are basic for educated
citizens and consequent democratic society. Aside from that is
the sheer pleasure library use brings by affording users insights
into so many areas of life, without cost, and without travel.
