HomeMy WebLinkAbout101-ABAG SHARP Designation Report.pdf SARATOGA CITY COUNCIL MEETING DATE: June 15, 2011 AGENDA ITEM: DEPARTMENT: Finance & Admin Services CITY MANAGER: Dave Anderson PREPARED BY: Mary Furey DIRECTOR: Mary Furey SUBJECT: Appointment of City representative to the Association of Bay Area Governments Shared Shared Agency Risk Pool Board RECOMMENDED ACTION(S): Adopt resolution designating City of Saratoga representatives to the Association of Bay Area Government’s Shared Agency Risk Pool Board of Directors. REPORT SUMMARY: Since 1986, the City of Saratoga has belonged to the Association of Bay Area Government (ABAG) Pooled Liability Assurance Network (PLAN) for Liability/Risk Management services and the Shared Agency Risk Pool (SHARP) for Workers' Compensation coverage. Risk sharing pools are designed to provide small to medium-sized municipalities and agencies the benefits available to larger self-insured entities. Sharing the risk and oversight duties of a liability and/or workers compensation program helps to control costs. Under the SHARP program, members are covered for claims up to $250,000, and participate in an excess pool to pay claims above $250,000 through re-insurance purchased for all members. Claims are administered by Gregory Bragg & Associates on behalf of the members. ABAG’s Corporation Bylaws and Memorandum of Coverage require each member City to appoint a Director and Alternate Director to the Board. The City Council designates the appointees to serve and represent the City on the ABAG SHARP Board through the adoption of a resolution. As the previous designee is no longer employed by the City, a new appointment is requested. Staff recommends Council appoint Monica LaBossierre, the City’s Human Resources Manager and program manager for the Workers Compensation program, as the appointee. Mary Furey, Finance & Administrative Services Director, would be appointed to serve as the alternate. FISCAL IMPACTS: Adoption of the Resolution will not have a direct financial impact. Participation on the ABAG SHARP Board of Directors is assumed as part of the employee’s regular duties and Board Members do not receive payment. 2 CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The City would not be represented on the ABAG SHARP Board. ALTERNATIVE ACTION: The Council may wish to designate different employees to serve on the ABAG SHARP Board. FOLLOW UP ACTION: The designated employees will attend and represent the City at regular ABAG SHARP meetings. ADVERTISING, NOTICING AND PUBLIC CONTACT: Pursuant to Government Code 54954.2, this item was properly posted as a City Council agenda item and was included in the packet made available on the City’s website in advance of the meeting.
