City Clerk [Ann Sullivan] From: City Hall Sent: Wednesday, April 07, 2010 9:10 AM To: City Clerk Subject: Letter for Council meeting FW: General Plan -- Village Plan Importance: High - - - -- Original Message---- - From: Marcia Fariss [mailto:marcia @gizmology.com] Sent: Tuesday, April 06, 2010 5:01 PM To: City Hall Subject: General Plan -- Village Plan Mayor King, fellow City Council Members, I totally oppose the current General Plan allowing 3 story development in the Village! The Village is NOT Santana Row, nor is it meant to be a major commercial center of any style. Any significant changes in existing architectural design will ruin our semi - rural, low density, small town ambiance. All of us moved to Saratoga because it provides a respite from the surrounding metropolises and their accompanying traffic and noise. We do not want nor do we need 3 story development, mixed or otherwise, in the Village or anywhere else in Saratoga! Unfortunately, I am unable to attend tomorrow's meeting regarding the Village Guidelines and Design section of the General Plan. I cannot state too strongly my opposition to allowing 3 story development anywhere in Saratoga; it will ruin our City! I urge you to revise the current Village Plan to allow no more than 2 story (25 feet in height). Thank you for denying 3 story construction in the Village and throughout Saratoga. U.S. Subject: Save Saratoga Dear City Council Members, A big thank you to the Village Gardeners. Never has our Village of Saratoga looked so beautiful with so many beautiful plantings. The care and upkeep by those who gather on Tueday under the guidance of Jill Hunter have enriched us all. Thank you for honoring them tonight. Please do not give anyone permission to distroy our Villege with three -story buildings. This is an Historic Village. We need more public meetings to discuss this issue in order to get more citizen input. There is no need to rush into something that does not hold the essence of the Historic Spirit of Saratoga.\ Thank you, Willys Peck, Historian for the City of Saratoga Betty Peck 1 I Big Basin Way i IN, Lo at St1RR j.n n'sI . r frof SARATOGA CITY COUNCIL MEETING DATE: April 7, 2010 DEPARTMENT: Community Development PREPARED BY: Cynthia McCormick, AICP AGENDA ITEM: CITY MANAGER: Dave Anderson DIRECTOR: John Livinastone, AICP SUBJECT: FY 2010/11 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING INCREASE RECOMMENDED ACTION: Make a decision regarding the increased allocations. DISCUSSION: The City Council held public hearings on March 3, 2010 and March 17, 2010 on the Community Development Block Grant and Community Grant programs. In the written staff reports to the Council, staff noted that CDBG funding was subject to change and final amounts had not been confirmed but were expected to be announced prior to July 1, 2010. Last year, the City received the final CDBG funding amount on May 4, 2010. The attached Resolution shows how the additional funding was allocated (attachment 1). On April 7th, Staff received an email from the County indicating that the final numbers were in and were an increase over the estimate given earlier this year. The email was received too late to properly agendize the meeting and the County needs the final allocations from the City immediately. The increased amount for non - public service items such as ADA improvements is $9,166. The Council could allocate all of the increased funding to Phase III of the ADA Accessible Signals program. The increased amount for public services is $2,050. The attached Resolutions indicate how the funding was allocated at the March 17th Public Hearing.
