This handout contains a Circulation Element "Vision Statement ". Staff recommends Council approve the additional proposed wording be added to the Vision Statement; which is: 2) promote a healthy community by providing recreational opportunities for active transportation, and In addition, page two of the handout (a full page) contains new additional language for the Circulation Element. Staff recommends Council approve the additional proposed language be added to the Circulation Element. This two -page handout will be included in the official meeting packet for historical record as it is referenced in the motion to approve the Circulation Element on October 20, 2010. Ann Sullivan, CMC City Clerk VISION STATEMENT It is the intent of the City that the emphasis on maintaining the character of Saratoga as expressed in the General Plan and Specific Plans be affirmed, preserved and furthered by the goals, policies and implementation measures presented in the Year 2010 Circulation and Scenic Highway Element Update. Additionally, it is the intent of the City that the mandate expressed by the citizens of Saratoga to control density, traffic, and noise be affirmed, preserved and furthered by the goals, policies and implementation measures presented in this document. The City also pledges to : 1) improve the transportation system by balancing the needs of bicyclists, pedestrians, and transit users with considerations for safe automobile travel, 2) promote a healthy community by providing recreational opportunities for active transportation, and 3) be a responsible partner in developing regional transportation solutions. Where any inconsistency or conflict appears in interpreting this document, the strong value that Saratogans place on the character of the City shall weigh heavily in the resolution of such conflict. New language for Circulation Element CIRCULATION AND SCENIC HIGHWAY ELEMENT (CI) A circulation element consisting of the general location and extent of existing and proposed major thoroughfares transportation routes, terminals, and other local public utilities and facilities, all correlated with the land use element of the plan. A scenic highway element for the development, establishment, and protection of scenic highways pursuant to the provisions of Article 2.5 commencing with Section 260 of Chapter 2 of Division 1 of the Streets and Highways Code. OVERALL TRANSPORTATION SYSTEM Goal CLla Provide a balanced, multi -modal transportation system in Saratoga to maintain mobility for all segments of the community and to maintain the City's small town character. CI. I b Encourage healthy, active living, reduce traffic congestion and fossil fuel use, and improve the safety and quality of life of residents of the City of Saratoga by providing safe, convenient, and comfortable routes for n,alking, bicycling, and public transportation. Policies CI- Policy -1.1 The City shall encourage and participate in the implementation of a variety of modes of transport to serve Saratoga. CI- Policy -1.2 Encourage development of cooperation strategies to support local and regional transportation solution and improvements. CI- Policy -1.3 Provide safe, convenient and comfortable routes for n'alking, bicycling, and public transportation that encourage increased use of these modes of transportation, enable convenient travel as part of daily activities, improve the public welfare by addressing a wide array of health and environmental problems, and meet the needs of all users of the streets, including children, older adults, and people N)ith disabilities. STREET SYSTEM AND STANDARDS OF SERVICE Goals CL2a Facilitate the safe movement of vehicular traffic within and through the City, taking into consideration the environmental, historical, and residential integrity of the City to maximize benefits and minimize adverse impacts and costs. Page 35 Memo To: City Council From: Ann Sullivan Date: October 20, 2010 Re: Agenda Item 8 — EMAIL Correspondence Attached is correspondence the City Clerk received regarding Agenda Item 8 on tonight's agenda. Ann Sullivan, CMC City Clerk October 20, 2010 Dear Saratoga City Council Members I am sorry I cannot attend the meeting tonite as I have another obligation at the same time and was out of town when the Planning Commission reviewed it. In general I think it is excellent. I have just a very few minor points. These are Page 4, ¶ 4, I would modify as follows: "This trend is due to an open enrollment system where any student may attend amy sehool in the , few dedicated places to ride a bicycle or walk the distance, and the lack of dedicated school bus service. Comment: There isn't just one district in Saratoga and I would be surprised if inter - district transfers are causing the traffic crunch. The real problem is a safe place for children to walk and ride a bike. Page 5, ¶ 9, I would modify as follows: "Quito Road, with the Sunland exception, is two to f ~'a^° nafth set4h r ^away ^"' forms the City's eastern boundary. Quito Road links Lawrence Expressway (south of S a4o n . e) to Saratoga Los Gates Road with four lanes to Cox, proceeding south to Saratoga Los Gatos Road as two lanes." Page 10, I would add after ¶ 2: Private Streets A number of private streets in the city are maintained by the owners of those streets. In a few cases this has resulted in substandard conditions off -site including drainage problems and dust. Page 23, Last ¶: Montevina Road is misspelled. Last: Why doesn't the Bicycle Route designation on the southern portion of Quito Road leave Quito for Sobey Road, where riding a bicycle is far safer?
