SUMMARY: There was no one in attendance at the pre -bid conference planned to be held the day after the earthquake, October 18th. The meeting was rescheduled to the following Monday, at which time heavy rains caused concern for landslides and other problems in addition to roofing, in conjunction with the earthquake damage. The end result is that there were no bids received by the final acceptance date of October 25, 1989. RECOMMENDED ACTION: Authorize going to bid once again, adjusting dates accordingly. I� v� AGENDA ITEM: MEETING DATE: I olq 1Oq CITY MANAGER • -� / ORIGINATING DEPARTMENT: MAINTENANCE SUBJECT: RE- ROOFING OF THE SARATOGA COMMUNITY CENTER Recommended Motion: Re -roof the Saratoga Community Center. Report Summary: Authorization is being requested to go to bid for the re- roofing of the original Community Center building (including the Multi- purpose Room). Plans and specifications for the re- roofing of the Community Center are currently being completed so that bids can be solicited on October 25th. Decisions on an award of contract by City Council to take place at the November 1st meeting. FISCAL IMPACTS: The current budget includes $35,000, which will cover the cost of this reconstruction. This expenditure will reduce on -going maintenance cost and repair of damage caused by these leaking roofs. SD 88-013-01 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA APPROVING BUILDING SITE OF Richard A. Rfvoir The City Council of the City of Saratoga hereby resolves as follows: SECTION 1: The 0.636 Acre and 0.662 Acre Parcels as shown on E and F -of the Final Parcel Map recorded in Book 600 of Maps, Page 25, in the County Recorder's Office, submitted to the City Engineer, City of Saratoga, be approved as two (2) individual building site. SD -88 -013 RESOLUTION APPROVING TENTATIVE MAP OF Richard Rivoir; APN: 517 -19 -52 14891 & 14917 Vine Street WHEREAS, application has been made to the Advisory Agency under the Subdivision Map Act of the State of California and under the Subdivision Ordinance of the City of Saratoga, for. tentative map approval of two (2) lots, all as more particularly set forth in File No. SD -88 -013 of this City, and WHEREAS, this Advisory Agency hereby finds that the proposed subdivision, together with the provisions for its design and improvement, is consistent with the Saratoga General Plan and with all specific plans relating thereto, and the proposed subdivision and land use is compatible with the objectives, policies and general land use and programs specified in such General Plan, reference to the Staff'Report dated 1/11/89 being hereby made for further particulars, and WHEREAS, none of the conditions set forth in Subsections (a) through (g) of Government Code Section 66474 exist with respect to said subdivision, and tentative approval should be granted in accord with conditions as hereinafter set forth. WHEREAS, the Planning Commission has conducted a duly noticed public hearing at which time all interested parties were given a full opportunity to be heard and to present evidence; NOW, THEREFORE, BE IT RESOLVED that the tentative map for the hereinafter described subdivision, which map is dated the 15th day ofJuly, 1988 and is marked Exhibit A in the hereinabove referred file, be and the same is hereby conditionally approved. The conditions of said approval are as follows: N.A. 1. Pay storm drainage fee in effect at the time of obtaining final approval. 2. Pay required checking and recordation fees. If parcel is shown on Done existing map of record, submit three (3) to -scale prints. 3. Submit "Irrevocable offer of Dedication" to provide easements, as required. With - -p . G . & E. 4. Undergrounding existing overhead utilities. Shown On Map 5. Construct storm drainage system as directed by the City Engineer, as needed to convey storm runoff to street, storm sewer or watercourse. 6. Construct access road 18 ft. wide plus 1 ft. shoulders using 2 -1/2" A.C. on 6 in. aggregate base from Hill Ave. to within 100 ft. of SD -88 -013; 14891 & 14917 Vine St. proposed dwelling. Driveway to be located within dedicated right -of- way. a. The minimum inside curve radius shall be 42 ft. See Improvement b• The minimum vertical clearance above road surface shall be 15 ft. Plans C. Bridges and other roadway structures shall be designed to sustain 35,000 lbs. dynamic loading. d. Storm runoff shall be controlled through the use of culverts and roadside ditches. 7. Construct turnaround having 32 ft. radius or approved equal using 2- 1/2" A.C. on 6" aggregate base within 100 ft. of proposed dwelling. See Improvement 8. Construct driveway approach 16 ft. wide at property line flared to 24 Plans ft. at street paving. 9. Construct "Valley Gutter" across driveway or pipe culvert under driveway as approved by the City Engineer. 10. Provide adequate sight distance and remove obstructions of view as required at driveway and access road intersections. 11. Watercourses must be kept free of obstacles which change, retard or prevent flow. 12. Protective planting required on roadside cuts and fills. N.A. - 13. Obtain encroachment permit from the City Engineer for driveway approaches or pipe crossings of City street. Shown on 14. Engineered improvements plans required for access road construction. Improvement Plans 15. Pay plan check and inspection fees as determined from improvement plans. 16. Enter into improvement agreement for required improvements to be completed within one (1) year of receiving final approval. Done 17. Post bond to guarantee completion of the required improvements. Minimum access road should be full width for the length of the street Plans except that the minimum width may be reduced at Hill Ave. to preserve the ordinance size oak tree shown on Exhibit "A" attached. Property is located in a designated hazardous fire area: a. Roof covering shall be fire retardant, Uniform Building Code Class With Building A or B prepared or built -up roofing. (Ref. Uniform Fire Code Permit Appendix E, City of Saratoga Code 16- 20:210). SD -88 -013; 14891 & 14917 Vine St. b. Early warning fire alarm system shall be installed and maintained in accordance with the provisions, City of Saratoga Code - Article 16 -60. (Alternative requirements, sprinkler system, 16- 60 -e). C. Early warning fire alarm system shall have documentation relative to the proposed installation and shall be submitted to the Fire With Building District for approval. Permit d. Automatic sprinklers shall be installed in garages which have the capacity to accomodate three or more automobiles, or when the total area equals six hundred square feet or more. (City of Saratoga Code 16- 15:110). e. All fire hydrants shall be located within five hundred feet from the residence and deliver no less than one thousand gallons per minute of water for a sustained period of two hours, (City of Saratoga Code 14- 30:040 (C)). f. Fire hydrants: Developer shall install two (2) fire hydrants that meet the Fire District's specifications. Hydrants shall be installed and accepted prior to construction of any final map approval. g. Driveways: All driveways have a 14 foot minimum width plus one foot shoulders. h. Curves: Driveway shall have a minimum inside radius of 21 feet. i. Parking: Provide a parking area for two emergency vehicles at the proposed dwelling site or as required by the Fire District. Detail shall be shown on the building plans. 19. In accordance with District Ordinances 85 -1 and 87 -3, the owner shall show any existing well(s) on the plans. The well(s) shall be properly N.A. registered with the District and either maintained or abandoned in accordance with District standards. Written confirmation from the developer or his engineer regarding the existence of any wells and their proposed disposition shall be provided to Mr. David Zozaya of the S.C.V.W.D. prior to final building site approval. Section 1. Applicant shall sign the agreement to these con within 30 days of the passage of this resolution or said resolution shall be void. Section 2. Conditions must be completed within 24 months or approval will expire. Section 3. All applicable requirements of the State, County, City and other Governmental entities must be met. Unless appealed pursuant to the requirements of Article 15 -90 of the Saratoga City Code, this Resolution shall become effective ten (10) days from the date of adoption. APPROVAL Recommended Action: Accept the 1988 Audit Report and General Purpose Financial Statements of the City of Saratoga. Report Summary: Submitted herewith are the June 30, 1988 General Purpose Financial Statements with KPMG Peat Marwick's Audit Report. There is nothing of particular note in the Auditor's Opinion Letter. The financial position is as reported in July, 1988. The General Purpose Financial Statements have been restated in FY 1988 to comply with G.A.S.B. #6, Accounting and Financial Reporting for Special Assessments.
