SUBJECT: Award of construction contract to Solectric to install
photovoltaic lighting system for Greenbriar monument sign
Recommended Motion(s) : Move to approve the proposal from Solectric
of Redwood City to install a photovoltaic lighting system for the
Greenbriar monument sign and authorize staff to execute a standard
construction contract for the work in the amount of $8',582.
Report Summary: Among the many Landscaping and Lighting District
improvements programmed for FY 93 -94 is the renovation of the
lighting system to the Greenbriar HOA's monument sign on Cox
Avenue. This year, the property owners in the Greenbriar Lighting
District, LLA Zone 3, have been assessed a total of $8,500 to do-
this work.
Staff has recently met with P.G. &E. to discuss the project.
Because the nearest power source is located on Veronica Drive
approximately 150 feet from the monument sign, it was suggested
that the City pursue a solar powered installation as an affordable
way to energize the lights. The collector is proposed to be
located at the corner of Cox Ave. and Seagull Way behind the corner
landscaping. This has been reviewed with the HOA's President who
finds the proposal acceptable.
Informal bids were solicited from firms specializing in this work
using the procedures contained in Article 12 -15 of the City Code.
Only one firm, Solectric of Redwood City, responded with a bid of
$8,582, a copy of which is attached. However, since this firm has
successfully done this type of work for the City in the past, and
since their bid is very close to the amount of funds budgeted for
the project, it is recommended that the Council accept the bid and
authorize staff to award a standard construction contract to
Solectric in the amount of the bid. If the Council approves these
recommendations, the work can be completed by the end of November.
Fiscal Impacts: Up to $8,500 of the project costs will be funded
through Activity 56 (LLA -1) , Account No. 6715. The remaining
costs will be funded through Activity 56, Account No. 4510, where
sufficient funds exist to cover the minor cost overrun. All of the
project costs will be assessed against LLA -1 Zone 3 and the current
year's assessments should be adequate to cover these costs.
Follow Up Actions: Staff will execute a standard construction
contract with Solectric in the amount of $8,582 and will then issue
a Notice to Proceed with the work.
Consequences of Not Acting on the Recommended Motions: The Council
can either accept or reject the proposal from Solectric. If the
proposal is rejected, staff will solicit new proposals unless
Council directs otherwise.

SUBJECT: Change of Job Title from Administrative Assistant to
Administrative Analyst

Report Summary:
Staff recommends changing the title of the position of
Administrative Assistant in the City Manager's Office to
Administrative Analyst. Although historically government has used
the Administrative Assistant title for a professional
administrative position, it is now widely used in the private
sector for clerical positions. This creates confusion, and most
cities are moving away from the use of the administrative assistant
title. The title Administrative Analyst is appropriate for the
educational requirement and professional work required in this
position.
The position will remain in Range 114, with no change in the salary
range.

ADMINISTRATIVE ASSISTANT
DEFINITION
Under the general supervision of the Assistant to the City
Manager, performs a variety of general administrative
functions which include administering programs, monitoring
budgets, conducting studies, and undertaking special
projects.
Administer the City's personnel functions including recruit-
ment, salary and benefit administration, development and
administration of personnel policies and procedures, and
employee relations programs.
Administer City's Housing and Community Development program
and other grants programs. Coordinate publication of City
newsletters. Coordinate various special projects and
community events as required.
Serve as staff liaison to the Library Commission, and as the
City representative at meetings involving other government
agencies as necessary.
Receive and 'resolve questions and complaints from the
public.
Knowledge of: Principles and practices of public
administration and personnel management.
Ability to: Work effectively with a wide variety of
individuals and groups; communicate effectively in writing
and verbally, comprehend projects and issues and effectively
administer assigned programs.
Education and Experience: Possession of a bachelor's degree
from an accredited college or university in public
administration, business administration, or related field,
and three years of progressively responsible administrative
or staff experience in municipal government; or a master's
degree and two years of experience.
Driver's License: Possession of a valid, appropriate State
of California Driver's License.

SUBJECT: Adoption of CDBG County /City Contract for FY 1993/1994
Recommended Motion: Adopt Contract and Authorize City Manager to
execute.
Report Summary: Through a Joint Powers Agreement the City of
Saratoga participates with nine other small cities and Santa Clara
County as Urban County recipients of Community Development Block
Grant funding. The federal government requires each participating
jurisdiction to annually execute a contract specifying each party's
responsiblities and obligations. Attached to the contract are
descriptions, work plans and budgets for each project which will be
active during the year. The contract formalizes the existing
operation of the program and does not impose any new obligations on
the City. The City's balance as of July 1, 1993, for FY 1993/1994
is $600,404.84.
Fiscal Impacts: None
Follow -Up Actions: Staff will send signed CDBG County /City
Contract for 1993/1994 to County.
Consequences of Not Acting on the Recommended Motions: City will
not be reimbursed for projects eligible for CDBG funding.
