SUBJECT: Bicycle Network Plan
Recommended Motion(s): Review and comment on the Bicycle Network
Plan and forward the plan on to the Planning Commission to include
in the Circulation Element update.
Report Summary: Attached is the proposed Bicycle Network Plan for
the City adopted by the Bicycle Advisory Committee on February 28.
The plan culminates several months' worth of work by the BAC, and
I would personally like to compliment them and the staff liaison,
Erman Dorsey, for their efforts in developing the plan.
As you will recall, the BAC is composed of one representative from
the Parks and Recreation, Planning, and Public Safety Commissions,
and two public members. The preliminary plan was reviewed by each
commission in May, and their comments are incorporated in the plan
which is attached.
The proposed plan identifies a network of bicycle lanes, paths and
routes along the City's arterial and collector street system. By
definition, a bike lane is a striped lane on existing roadways
designated for bicycle use; a bike path is a facility designated
for bicycle use which is physically separated from a roadway; and
a bike route is a recommended route for bicycle travel along
roadways and which is marked with signs.
The adopted Bicycle Network Plan will eventually be incorporated
into the revised Circulation Element of the General Plan later this
year. Therefore, the plan will provide some guidance for updating
the goals, policies, and implementation measures of the Circulation
Element where bicycle issues are discussed. The proposed plan
addresses two of the goals in the current Circulation Element.
They are Goals No. 1, "Promote a balanced transportation system in
Saratoga with attention to energy efficient transportation "; and
Goal No. 6, "Integrate safe bicycling, walking, and horseback
riding into the total transportation system."
Additionally, certain policies in the current Circulation Element
are addressed by the proposed plan. They are Policy No. 1.1 "The
City shall encourage and participate in the Countywide
implementation of a variety of modes of transport to serve
Saratoga "; 6. 1, "Bicycle lanes shall be designated only where a
road can accommodate them safely "; and 6.3, "Where economically
feasible, the bicycle route system should connect with the bicycle
routes of adjacent communities, thereby increasing their
accessibility to Saratogans."
At your meeting the Bicycle Advisory Committee will review the
proposed plan with you. The Council is requested to review and
comment on the plan and then to pass the plan back to the Planning
Commission for it to be included in the Circulation Element update
and the public hearings to be held on that issue. Eventually the
plan will return to you with the revised Circulation Element.
Fiscal Impacts•
When the plan is finally adopted, the City will be eligible to
apply. for various grant monies available to implement bicycle
programs. More importantly, however, the adopted plan will enable
the City to retain certain Gas Tax subventions which, without an
adopted plan, the City would eventually forfeit.
Advertising, Noticing and Public Contact:
Nothing additional. Upcoming public hearings on the plan will be
duly noticed.
Consequences of Not Acting on the Recommended Motions:

The plan will be forwarded to the Planning Commission to be
incorporated into the Circulation Element update.

C. Markings. All markings will be made in accordance with
current.roadway marking rules and regulations.
1) Paint. All bike lanes will be one way, with painted
striping on paved roadway. The words "BIKE LANE'
and directional arrows will be periodically painted
on the roadway.

a) All bike lanes will be indicated periodically
with signs.
b) Automobile parking in all bike lanes will be
regulated by signs.
c) All bike routes will be indicated periodically
with signs, including advisory bicycle warning
signs.
D. Dedicated Automobile Parking. If roadway width permits,
a space adjacent to curbing will be dedicated to
automobile parking and the bike lane will be immediately
to the left of this space. If the roadway width is
insufficient to permit both a bike lane and dedicated
automobile parking, then the bike lane will be adjacent
to the curb.
E. Jurisdictional Cooperation. City Staff will coordinate
implementation of this plan with adjacent communities
where roadways are shared. If a conflict arises between
this plan and County or State statutes, then the County
or State statute shall prevail.
F. Recision. All pre - existing markings not incorporable
into this plan shall be removed.

SUBJECT: Award of Contract for Warner Hutton House Re- Roofing
Recommended Motion(s): 1. Move to declare Los Gatos Roofing to be
the lowest responsible bidder on the Warner Hutton House Re- Roofing
project. 2. Move to authorize staff to execute a contract with Los
Gatos Roofing in the amount of $11,355 to install a 40 year roof.
Report Summary: Staff has solicited bid proposals from qualified
roofing contractors to re -roof the Warner Hutton House utilizing
the informal bidding procedures authorized in Article 12 -15 of the
City Code. Five contractors responded to the City's solicitation
with bids for both 30 -year and 40 -year roofing material, and a
summary of the bids is attached. Los Gatos Roofing of San Jose
submitted the lowest bid for both types of roofing materials and
since the bid is responsive to the City's solicitation, it is
recommended that the Council declare Los Gatos Roofing to be the
lowest responsible bidder on the project.
It is further recommended that the Council authorize staff to
execute a contract with Los Gatos Roofing in the amount of $11,355
to install a 40 -year roof. The cost of the 40 -year roof is only
$268 above that of the 30 -year roof and staff believes that the
superior materials and warranty is well worth the additional cost.
The Heritage Preservation Commission has reviewed sample roofing
materials for style and color and recommends re- roofing with
Hickory colored "Prestige Plus High Definition" shingles
manufactured by Elk Corporation. A memo summarizing the
Commission's recommendation is attached.
Fiscal Impacts: The adopted budget contains $12,000 in Program 84
(Building Maintenance), Account No. 4530 (Repair /Maintenance) to
re -roof the Warner Hutton House. Sufficient funds therefor exist
to accomplish this work.
Advertising, Noticing and Public Contact: Nothing additional.
Consequences of Not Acting on the Recommended Motions: A contract
will not be awarded. The Council may either declare one of the
other bidders to be the lowest responsible bidder by making
specific findings, and award a contract to that firm, or reject all
of the bids and direct staff to re -bid the project. Because of the
relative closeness of the bids, it is doubtful that significantly
lower bids will be obtained. In the meantime, the landscaping
project will continue to be held up until the new roof is being
installed.
Follow Up Actions: A contract will be executed with Los Gatos
Roofing and they will be authorized to proceed. They have
indicated that work will begin next Monday and should be complete
within two weeks. By this schedule, the landscaping project will
be on hold for another ten days or so.

Warner Hutton House Roofing Material

As requested, the Heritage Commission reviewed the sample roofing
materials for the Warner Hutton House and made the following
unanimous recommendation, M/S Fine /Dutro:
1. The roof shall be similar to the "Prestige Plus High
Definition" shown in the submitted brochure.
2. The color shall be "Hickory" as shown in the brochure.
3. Roof shall be guaranteed for 30 years.
4. Shingles shall be square not scalloped.
5. The color consistency of the shingles shall be verified by
staff prior to installation.
