Committee. This committee reviews requests for HCDA funding, monitors program activity
and makes recommendations to the HCD Council Committee:.
Advertisement in the Saratoga News to fill this vacancy has resulted in, two (2) City
resident applications (attached).

Fiscal Imoacts
The City has submitted HCDA funding requests for FY 82 -83 in the total amount of
$405,050. $170,000 of this total is for housing rehabilitation and must compete with
other housing activity proposals. The Citizens Advisory Committee will make funding.:
reconmendations for competitive funds to the Council Committee.

The City has been contacted by the "Women's Auxiliary to the Santa Clara County Dental
Society" to have a race on Sunday, February 28, 1982. Attached is a map of the race route.
No City streets will be closed, therefore, additional deputy sheriffs will not be required.
The society has submitted a letter from the property owners, whose property the race crosses,
stating they do not object. The society is requiring all participants to sign a waiver
releasing the City from liability. Attached is the letter of request,. race route, and letter
of approval from the private property owners.
Recommendation
I recommend approval.
Fiscal Impacts
There wiLL be no expense to the City.

Re: "Run Your Plaque Off ", a race for National Childrens Dental
Health [-Ionth
The Santa Clara County Dental Society and Dental Auxiliary
are planning a running race during February, National Childrens
Dental Health Month, as a means of promoting community aware-
ness of Dental Health.
Our start and finish point is at West Valley College in
Saratoga. Runners will exit the colleoe road on Allendale
on a 6.2 mile course through Saratoga to re -enter the campus
near the baseball field on Fruitvale. The course is planned
to avoid all major streets and intersections. A map of
the proposed course through Saratoga is included. There is
also a copy of a permission sheet signed by residents of
Monte Vista Dr., a private road included. As race director,
I can assure the city that we will have adquate race monitors
and signs to insure a safe race.
Race day is Sunday February 28, 1982. About 300 runners are
expected. Starting time is 9 a.m. from West Valley College.
All runners should be off the course by approximately 10:15 a.m.
All runners are required to sign a waver form releasing
the City of Saratoga from liability. The Santa Clara
County Dental Society will include the City of Saratoga
as additionally insured and a certificate holder.
Following your approval, a copy of the race flyer and a.
Certificate of Insurance will be provided.
There is a charge for the race. Any proceeds over costs
go to the Auxiliary to the Santa Clara County Dental Society
for community dental health projects. These involve. elementary
school presentations, materials for geriatric patients, and
films and brochures provided,to the community through
the Santa Clara County Dental Unit.
The Santa Clara County Dental Society and Auxiliary greatly
appreciate the cooperation of the City of Saratoga in helping
to make National Childrens Dental Health Month prominant in
the eyesof Santa Clara County.

The City has been contacted by the "Multiple Sclerosis Society of Santa Clara County"
regarding a race to be held in the City on Saturday, March 14, 1982. The race is to begin
at 9:00 a.m. and there will be approximately 300 runners.
The race requires no public street closure, therefore, there will be no expense to the City.
The race will begin and end at West Valley Junior College. The City will contact the County
Sheriff and Fire Departments so they are aware of the race.
Attached is a copy of the race request and route. I recommend approval.

SUBJECT: Fourth Annual KEZR Fools Parade Race
Issue Summary
The City has again been contacted by the easy rock radio station KEZR to have its fourth
annual "KEZR Fools Parade Race ". Attached is the request letter and race route. The race
is to be held on Saturday, March 27, 1982. The race sponsors have requested five reserve
deputy sheriffs to traffic control, for the race. Attached is an assignment sheet for the
reserve sheriffs. The sponsors realize they are responsible for payment of the reserves.
Recommendation
No City streets will be closed and there will'be adequate traffic control. This will be
the fourth time this race will be hald over the same route and without a problem. Therefore,
I recommend approval.
Fiscal Impacts
None, the sponsors of the race will reimburse the City for reserve sheriff traffic control.

This is a request for permission to stage the fourth annual Fools
Parade Race in Saratoga. Following are specifics fo the race:

General Comments- Last year we started the race at an earlier hour,
9:00 A.M., on Saturday instead of Sunday, to elim-
inate inconveniences to Saratoga residents, spec-
ifically Sunday Church - goers. To our knowledge,
there were no complaints, and we will follow the
same format this year.

City practice has been to publish ordinances within 15 days after adoption.
Government Code 36933 permits cities to publish summaries of ordinances rather
than the full text. If this is done, summaries must be published once five
days prior to scheduled adoption and again 15 days after passage. 'Summaries
are to be prepared by an official designated by City Council. Official has
discretion to determine that an adequate sunnory.is not feasible and full
text should be published. In any case, full text is available in office
of City Clerk.
Recommendation
Designate City Clerk as official authorized to prepare summaries of ordinances.
Fiscal Impacts
In the case of lengthy ordinances, such as the 23 -page Heritage Conservation
Ordinance, a savings of several hundred dollars could be made by publishing
summaries twice rather than the full text once. Heritage Conservation Ordinance
publication cost was $685.40 ; cost of summary, depending on length, would have
been $30 -$100 for each publication.

The Elections Code allows the legislative body to fix a filing fee not to exceed
$25.00. Such a fee would discourage frivolous filings. No filing fee was
apparently charged at the 1980 election.

Candidate Statement - Advance Payment
Each candidate may submit a statement regarding his education and qualifications
for the office he is seeking, to be filed with the nominaticnImpers. Under new
law, the local agency may either bill each candidate availing himself of this
opportunity the cost of printing and handling or require advance payment of the
estimated cost. (The City may also absorb the costs itself.) The candidate's
statement is mailed to each voter in the voter's pa vhlet and published in the
Saratoga News. The City billed candidates at the 1980 election.

Candidate Statement - Permitted Length
The Council is authorized to provide for an increase in.the length of the statement
from 200 to 400 words. A candidate may choose not to file a statement, but if he
does so, the number of words must be between 50 and the specified limit. The
City retained the 200 -word limit for the 1980 election.

Rebuttal Arguments
This may be moot, as I do not know of any initiatives, referenda, or general
measures for this election, but in any case the Council should determine in
advance whether it intends to accept rebuttal arguments. Each such measure, of
course, would be submitted to the voters along with an argument for and an argument:
against, and rebuttal arguments would be in response to the basic arguments. Tha
City accepted rebuttal arguments for the 1980 election.
