SUBJECT: Authorization for the Japan Bamboo Society of Saratoga to use a Portion of Hakone Garden Issue Summary co P— �.e1, The Japan Bamboo Society of Saratoga is requesting to be allowed to use a portion of the undeveloped area of Hakone Garden to foster the program of their non - profit organization. The Parks and Recreation Commission, has reviewed-the proposals and recommends approval. The proposal would allow the Bamboo Society to accomplish their purpose to "cultivate, propagate and desplay in the natural setting, many varieties of bamboo ". Recommendation Approve the request of The Bamboo Society to use a portion of the undeveloped area of Hakone Garden and authorize Director of Community Services to designate the area., coordinate the use and prepare an agreement between the City and the Society. Fiscal Impact In exchange for bamboo and professional services offered by the Society, the City will provide necessary water from the well at Hakone, no-.-cost will be incurred. SE1R9�O U � ,W F®g REPORT TO MAYOR AND CITY COUNCIL DATE: July 1, 1981 COUNCIL MEETING: July 15, 1981 SUBJECT: Request of Japan Bamboo Society of Saratoga Background Previous Japanese Garden Specialist, Tanso Ishihara, had worked toward organizing a Bamboo Society in Saratoga. Original formation of the group.was begun prior to Tanso's death and with the guidance of interested persons, the .Society has now become an official non - profit organization., certified by the Secretary of State, comprised of individuals having a ,.great interest in Hakone Garden, Japanese culture and bamboo. The purpose of the Society is to implement a bamboo grove garden to grow various species of bamboo, to display same in a natural setting, to use the unique qualities of bamboo which add spiritual, aesthetic and utilitarian value to the Garden. The Soceity intends to offer bamboo to be.used by the City at Hakone, to sell excess bamboo and products made from bamboo, and such proceeds shall be used to further develop the bamboo garden, organize appropriate Japanese activities utilizing bamboo. implements or design elements and promote appreciation of Hakone_Garden, Japanese culture and bamboo. It is the responsibility.of the Society to design,.implement and maintain the proposed bamboo grove garden. All expenses of such a garden would be borne by the Society with the exception of well water, which would be'provided by the City of Saratoga. Initially, the garden would occupy a small area, perhaps one quarter acre, .planted with a limited number of bamboo species. It is the intention of the Society to specialize in the bamboo of Southeast Asia, especially Japan, and within that catagory, principally the large timber bamboo called Mosso. These bamboos are rather slow growing and would take many years to occupy even a quarter of an acre-. It is also the intention of the Society that there would be walkways through the Garden with signs containing botani.cal information about the particular stand of bamboo in question. The scope, design and other pertinent matter relevant to will have to be approved by the Director of Community Services and the Park and Landscape Supervisor. The Commission has toured the Garden to determine the potential area to be used and has approved the area above the camellia hill, which has an available supply of water, the ideal southeastern exposure and will be accessible to the public from the new pathway which has been installed above the camellia hill. The Commission has also reviewed a film on the types and species of bamboo, growth patterns and uses and are confident that the bamboo grove would be an asset to Hakone Garden and Saratoga. The Parks and Recreation Commission was concerned regarding what would occur if the Society were to disolve and the proposal made by the Society includes a dissolution :clause..which - states that all funds of the Society and all bamboo would become property of the City of Saratoga.if" dissolution occurred. The Parks and Recreation Commission and staff are recommending approval of the proposal. Barbara Sampson, Director Community Services Department /ms • PROPOSAL OF THE JAPAN BAMBOO SOCIETY OF SARATOGA TO THE CITY OF SARATOGA FOR THE CREATION OF A BAMBOO GROVE GARDEN AT HAKONE GARDENS, SARATOGA, CALIFORNIA IDENTIFICATION The.Japan Bamboo Society of Saratoga, Inc. is a non- profit corporation organized by and composed of persons having a great interest in Hakone Gardens, Japanese culture, and bamboo. PURPOSE OF THE SOCIETY The Japan Bamboo Society of Saratoga is dedicated to the memory of Tanso !shihara and organized according to the principles, and for the purposes., which he had envisioned. For several years prior to his death, Tanso had longed for the formation of a Bamboo Society in.Saratoga. He expressed this longing by exhorting several of his friends to form a-group for the purpose of designing and implementing a bamboo -grove garden in the hillside above Hakone Gardens. He saw this garden serving several interrelated . functions: provide a missing design element at Hakone, inform the public • of the marvels of bamboo, create a vehicle for the proper presentation of of important aspects of Japanese culture. We had proceeded past the discussion stage into the formative stage of the Society when Tanso travelled. _to.Japan where he died. Our purpose in continuing with plans for the Society is to implement his legacy to us, and in so doing contribute to the enrichment of Hakone Gardens and of citizens of Saratoga and the entire South Bay area. 'BAMBOO GROVE GARDEN The Bamboo Grove Garden is planned for the northeast slope of .upper Hakone Gardens. The exact location has yet to be determined through discussion with the Supervisor of Parks and other appropriate parties. The area above the Camellias is, however, a very good place for the garden since it does level off some up above, and has some southeastern exposure. This would be desirable horticulturally and functionally as-the garden is to incorpor- ate meandering paths throughout. Initially the garden will occupy a small area, perhaps 4 acre, planted with a limited number of bamboo species. IMPLEMENTATION /MAINTENANCE It is the responsibility of the Societ the proposed Bamboo Grove Garden. All borne by the Society with the exceptic by the City of Saratoga. In fact, if water were withheld from the plants through one season the plants would die. This is due to the invariably dry, hot summer in California, in contrast to the continuous rainfall in Japan. Bamboo requires no maintenance except water and selective pruning for the health of the stand and desira- bility of looking through a stand of bamboo. In addition to the obvious aesthetic virtues of bamboo, it'provides. excellent,-erosion.-and-even seismic control of the covered ground. BAMBOO AND'BAMB00 fi RODUCTS FROM PROPOSED GARDEN The Society intends to sell excess - bamboo from the Bamboo Garden, and products made from such bamboo, which proceeds shall inure to the benefit of the Society. Such funds will be used to further develop the Bamboo Garden, organize appropriate Japanese activities utilizing bamboo imple^:c:^ts or design elements, and-jpromote appreciation of-Hakone Gardens, Japanese culture, and bamboo. --------------------- • i Bamboo Society Proposal Page three CONTINGENCY UPON DISSOLUTION OF THE SOCIETY In the event that the Society should, in the future, disband, or for some reason be incapable, or unwilling, to fulfill its maintenance or other responsibilities, all funds on account to the Society and all bamboo in the garden become the property of the City of Saratoga. It is, however, the express duty of the Society to remove, to the satisfaction of the Supervisor of Parks, should he so desire, all bamboo in such bamboo grove garden should the Society become unable or unwilling to discharge its responsibility of maintenance, etc. GENERAL PROPOSITION It is the intention of the Society to create an asset to the City of Saratoga, and its citizens, to provide an activity at Hakone Gardens in which all interested parties can actively participate (through working or viewing), to display a plant form which has great functional, aesthetic, and spiritual importance to a large number of people throughout the world, • and to further appreciation of the beauty of Japanese culture. -... _.... _._..._.- -...- : ... - - ............ ....... ...- . C. -., C. •�i� r SUBJECT: FINAL MAP APPROVAL FOR TRACT 6665 (PARNAS) AND SDR 1426 (GASPAR) Issue SuiIIna The Developer has requested that we bring Tr. 6665 and SDR 1426 to the Council for Final Map Approval. All bonds, fees and agreements have been submitted to the City. Several items have not been received as of this date. Most of these are clearance letters from other agencies that we have verbal approval from. The main items we do not have at this time are Cupertino Sanitary Dist. appro- val (District Board to approved 7 /15 /81).and the-State Encroachment Permit for street intersection with Congress Springs. An up -to -date accounting will be presented on Wednesday night. Recommendation Consider if items submitted are sufficient to grant Conditional Final Map Approval. Fiscal Impacts These developments have been considered in the analysis of Measure "A" and the Specific Plan for the area. Resolution No. 1426 -02 Council Action 7/15• Mallory /Clevenger moved to adopt Res. 1373 -02 and 1426 -02, contingent upon Cupertino Sanitary District Approval and State Encroachment Permit being received, and also receipt of final review by City Geologist, with the condition that the 3 -year maintenance period would be reduced to the necessary requirement of a maintenance bond at the end of the first year; the value to be set by Staff. Passed 4 -1 (Jensen dissenting). AGENDA BILL NO. DATE: July 9, 1981 DEpARTM=: Code Enforcement CITY OF SARATOGA Initial: Dept. Hd. SUBJECT: 16th Annual Fall - Festival Parade and Race C. Atty. C. Mgr. Issue Summary The City has been contacted by the Saratoga Chamber of Commerce requesting permission to hold the 16th Annual Fall Festival Parade and Race on September 20, 1981. This will involve closing Big Basin Way to through traffic from Saratoga Avenue to Sixth Street. The morning race is scheduled to start at 9:00 a.m. and end at 10:00 a.m. It will cause the closure of Big Basin Way momentarily at the start of the race and again from 1:30 p.m. to approximately 3 :30 p.m. for the parade. Big Basin Way is State Highway #9, therefore, to close it for the parade, permission must be granted by the State. This requires a resolution from the City Council and written approval from the California Highway Patrol. Recommendation Approve resolution declaring the 1981 Fall Festival Parade /Race and the temporary closure of Big Basin Way on September 20, 1981. Fiscal Impacts None. The Saratoga Chamber of Commerce will cover all changes for additional reserve deputies to handle traffic control.
