SUBJECT: Montalvo Center for the Arts - "The Great Montalvo Griffin Chase"
Issue Summary
The City has been contacted by Montalvo Center for the Arts for permission to hold a
10 K Race in Saratoga on October 30, 1983 at 9:30 a.m. The race course is on City
streets with the exception of a small loop which lies in an incorporated area. The race
sponsors are expecting approximately 300 participants.
Recommendation
Authorize race to be held on October 30th with the stipulation that the sponsors of the
race will provide the City with proof of liability insurance naming the City as an
additional insured, will coordinate reserve officers if needed at their own expense and
will be responsible for clean -up of all race related debris along the entire race course.

SUBJECT:
Award of Contract - Quito Area Storm Drain Project
Issue Summary
The Quito Area Storm Drain Project is an approved Capital -Improvement
activity for FY 1983 -84 funded with HCDA monies. On Aug. 19, 1983 the
City received 5 bids for the project. The apparent low bidder is
Earnes.tPestana, Inc. of San Jose with a bid of $86,714.00.
The project will add underground storm water systems to five locations
within the Quito Area of the City.
The Engineer's estimate for the work was $83;165.
Recommendation
Award the contract for Quito Area Storm Drain Project to Ear.nest'7Pestana,
Inc. of San Jose for the bid amount of $86,714.00.
Fiscal Impacts
This project was approved in the FY198.3 -84 Capital Improvement Budget
utilizing HCDA funds and can be accomplished within that amount budgeted.

SUBJECT: Quito Area Storm Drain(s) Project
The City Council approved the inclusion of the Quito Area Storm
Drain Project within the HCDA Community Development Plan for
1982 -83 and subsequently the Fiscal Year 1983 -84,.. Capital
Improvement Budget.
This HCDA Funded activity will provide new storm drain systems
and connections adjacent to existing systems at five locations
within the Quito Area:
1) Paseo Presada (Devon to Paseo Lado)
2) Paseo Presada (McFarland to Devon)
3) McCoy (Carrick to Berwick)
4) McFarland (Montrose to Devon)
5) Devon (McFarland to Quito Road)
Project costs on this activity have been kept low by completing
project design in house. The City Engineering Technician II,
Erman Dorsey completed all design and plan work. Construction
inspection will also be done by the City Staff.
The low bidder Ernest Pestana, Inc. of San Jose, submitted a
bid of $86,714. This amount exceeds this Engineers' Estimate
by $3,549. (4.2%) and is therefore recommended for approval.

SUBJECT: Community Footrace and Eighteenth Annual Fall Parade
Issue Summary
The City has been contacted by the Saratoga Chamber of Commerce and Pacific Valley Bank,
(sponsors of the Footrace) requesting permission to hold the Eighteenth Annual Fall Parade
and Community Footrace on Sunday, September 18, 1983. The Footrace will be held between
9:00 and 10:00 a.m. and will involve a temporary closing of Big Basin Way at the start
of the race. The Parade will be held between 2:00 and 3:00 p.m. and will cause the
closure of Big Basin Way and the closure of Big Basin Way and Saratoga - Sunnyvale Road
intersection while the Parade passes through. The City Council has the authority to close
City streets for the Parade but must request permission from the State of California
Transportation Department and the California Highway Patrol to close Big Basin Way (State
Highway 9) and the intersection of Big Basin Way with State Highway 85.
Recommendation
1. Authorize the closure of Allendale Avenue, Fruitvale Avenue and Saratoga Avenue
as necessary for the Parade route between 2:00 and 3:00 p.m.
2. Approve the route of the Footrace.
3. Approve Resolution No. requesting the State Department of Transportation to allow
closure of State Highway 9 temporarily between 9:00 and 10:00 a.m. for the Community
Footrace and between 2:00 and 3:00 p.m. for the Parade as well as the closure of
the intersection of Highway 9 and Highway 85 for the Parade to pass through.
Staff will follow through to notify the California Highway Patrol, Caltrans, Sheriff's
Department and the Fire Department.
Fiscal Impact
None. The Saratoga Chamber of Commerce and Pacific Valley Bank will cover all charges
for additional reserve deputies to handle the traffic control.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA
REQUESTING PERMISSION FOR TEMPORARY CLOSURE OF STATE HIGHWAY ON SEPTEMBER 18, 1983
WHEREAS, the Saratoga Festival and Parade Committee has yearly sponsored
the Annual Fall Community Race and Parade in the City of Saratoga, and
WHEREAS, the Community Footrace has been scheduled for Sunday, September 18, 1983
between 9:00 and 10:00 a.m., and,
WHEREAS, the Eighteenth Annual Fall Parade has been scheduled for Sunday,
September 18, 1983 between 2:00 and 3:00 p.m., and.
WHEREAS, the Santa Clara County Sheriff's Office has been advised of the
race and parade route and is planning to take the proper traffic control measures
to insure the safety and expeditious movement to the traffic and oversee the safety
of the participants in the Parade, and
WHEREAS, the City Council has annually endorsed the Fall Footrace and Parade
and is aware of the precautionary measures that have been undertaken and does sanction
the Eighteenth Annual Fall Footrace and Parade;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Saratoga
does hereby request permission of the State Department of Transportation to allow
Big Basin Way (State Highway 9) to be closed and traffic to be detoured on
September 18; 1983 as needed between 9:00 and 10:00 a.m. and again between 2:00
and 3:00 p.m. between the junction of Highway 85 and Fourth Street and to permit
closure of Highway 85 at Highway 9 as the Parade passes through this intersection.
The above and foregoing resolution was passed and adopted by the ,City
Council of the City of Saratoga at a regular meeting held on day of

Annual Fall Parade is on September 18, 1983.
The parade starts at 2 p.m. from Saratoga and Fruitvale
avenues. It goes down Saratoga Avenue to Big Basin Way
to 6th Street.
You'll need to get permission to close the roads while
the parade is in motion.
