SUBJECT: Sixth Annual Western Federal Great Race
Issue Summa
The City has been contacted by Western Federal Savings for permission to hold its
"Sixth Annual Great Race ". The race is to be held on Sunday, January 9, 1983 beginning
at 9:00 a.m. The route of the race will be Blaney Plaza in Saratoga along State
Highway 9 into Los Gatos. There will also be runners coming into Saratoga from Los Gatos
along the same route. There will be no street closures.
Western Federal Savings will be responsible for payment of the reserve duputies that
are necessary to work traffic control.
This race has developed into a very popular race for Saratoga residents. There have
been no past problems with interference with other resident activities such as going
to church, etc. In an effort to make this a small, hometown race, the runners are
being limited to residents of Los Gatos, Monte Sereno and Saratoga.
Recommendation
Authorize Western Federal Savings to conduct the Sixth Annual Great Race on Sunday,
January 9, 1983, at 9:00 a.m. with the stipulation that the race promoters will
be responsible for payment of the required reserve deputies and will provide the
City with of Certificate of Insurance naming the City as an additional insured.

We would like to request your approval for the 6th Annual
Great Race. The race is scheduled for January 9, 1983, a
Sunday, at 9:00 a.m.
The Saratoga portion of the route will be the same as last
year -- from the corner of Big Basin Way and Highway 9 along
Saratoga -Los Gatos Road.
We will work with you and the Sheriff's Department to
determine how many officers you feel we should have in 1983.
What is the rate for the reserve officers this year?
We are again limiting our advertising and publicity to the
Los Gatos Times Observer and the Saratoga News. We have
always wanted to make this a small hometown race. We also
want to cut down on the number of runners so we are again
limiting the runners to only those persons who live or work
in either Los Gatos, Monte Sereno or Saratoga.
Our insurance is still with the Road Runner's Clubs of
America. The coverage is for $10,000,000 as it was last
year.
I would appreciate it if you would bring this matter up at
your next council meeting so I can proceed with the coordina-
tion of the race.

Upon receiving numerous phone calls, and letters, including a petition
requesting that the City establish Herriman Avenue and Beaumont Avenue
a three -way stop intersection (Beaumont Avenue already stops at Herriman),
and reduce the advisory speed limits at the approach to the bridge and
curves from 25 MPH to 20 MPH, we have collected data and prepared a
warrant sheet making the following recommendation as well as a work
order modifying the advisory speeds:
Recornnendation
A. Reduce the advisory speeds at both approaches to the bridge and the
curves from 25 MPH to 20 MPH (a work order has already been prepared and
given to Maintenance).
B. Do not establish a three -way stop at Herriman Avenue and Beaumont
Avenue (See attached warrant sheet,'data sheets and memo).
C. Increase the enforcement (Particularly at nights).
Fiscal Imnacts
The cost of replacing the advisory speed signs and the installation of
additional advisory signs amounts to $275.•00.

This letter should be considered as an addition to the letter
to which the signatures of the local residents were in support.
I am writing with a very solid enthusiasm for what we hope to
accomplish -- I met with overwhelming support for these changes.
There were many residents who had actually experienced honest -
to- goodness terror under the present situation. Many had sug-
gestions for more restrictive changes, however, I still feel
40 that the most realistic corrections are still those proposed:
Make the intersection of Beaumont and Herriman Avenue a 3 -wav
stop AND reduce the speed limit on the curve (bridge) to not
exceed 20 mph.
I will look forward to hearing from the council. Should any
member of the council require any additional information, please
do not hesitate to contact me. Also, many residents inquired
as to whether or not their presence would be needed at a council
meeting (to insure these corrections be made) and they all add-
ed that they would be very willing to attend. Please let me know
if they should be contacted. We are in desperate need of a safe
street -- especially with'the schools opening. Thank you.

We have on Herriman Avenue an extremely dangerous situation.
As many of you probably know, Herriman Avenue has a rather
sharp curve on the bridge over the Saratoga Creek, at the
present, the posted speed limit for this curve is 25 mph. The
other posted speeds for this street are located near the High
School, they are also 25 mph.
This street is heavily traveled as it is a "cut across" for
the traffic wishing to reach Saratoga Avenue from Saratoga -
Sunnyvale Road and vice versa. It is also a "collector" street
for Jerries Drive, Lannoy Court, Beaumont, Saratoga Vista,
Camino Rico, Lexington Court and many branch streets that
these just- mentioned streets support. Most important to note
is the fact that it is also heavily traveled by pedestrians
(the majority of whom are students going to and from Argonaut
Elementary, Redwood Junior High, Saratoga High, Sacred Heart,
St. Andrew's, etc.)it is also a main route for those using
bicycles for transportation to and from school. With all of
this activity, it is also frequently abused by wreckless,
speeding car traffic. Last Spring a youngster returning home
from school was forced off the bike path on the curve and
after colliding with the bridge rail he required several
stitches on the head (as well as other minor bruises and
abrasions). At almost anytime of night or day some violation
(excessive speed, careless driving, improper use of lanes,
etc.) is taking place.
I have noted that even "off" ramps from our busy expressways
have speed limits posted of 20 mph! So I feel a change is
needed for Herriman. Consider this letter a proposal to change
the posted speed limit to no more than 20 mph AND the addition
of stop signs on Beaumont. If the curve is no more than 20 mph
and Beaumont and Herriman is made a 3 way stop it should really
help reduce the potential for a possibly fatal accident.
Other residents share this concern and have agreed to sign this
letter to indicate their support for this change.

So often there is criticism of our elected officials and
when one reads of these issues in the local paper, we ask
ourselves it the officials realized the importance of their
decisions in those particular situations( ?) This is one
"issue" that I feel will prove that our council members do
sincerely care and certainly do recognize the importance of
their decisions. Enclosed is a copy of my letter(s) to the
Saratoga City Council expressing to them the need for traffic
corrections on Herriman Avenue, I say corrections, because
presently there are posted speed limits, but they are danger-
ously less than effective. ItJs my hope that we will have
approval.in this matter as soon as possible, since the
support for tnese corrections is definitely overwhelming,
(Note the many signatures of local residents that support
these changes).
So from the beginning of the process the Saratoga News can
print the presentation of a serious problem to the council
right up to the hopefully fast solution. This way we can
all get to sleep at night, knowing that government works
best when supplied with the information as well as the
knowledge that the majority are in support. Thank you.

SUBJECT: Herriman Avenue Traffic

Responding to the letters requesting traffic control measures on
Herriman Avenue in the area of Beaumont Avenue, Saratoga Creek
Bridge and the related curves, the following has been accomplished:
1) A work order was prepared on October 28, 1982, to place
20 MPH advisory signs at both approaches to the curve
and bridge (replacing the 25 MPH ones at the eastbound
approach and adding new ones at the westbound approach)
2) The traffic volumes, speed.survey, and accident history
data was reviewed and it is obvious that none-of the warrants
for a three -way (4 -way stop) are met.
The placement of stop signs on Herriman Avenue at Beaumont Avenue
would actually be creating a hazardous situation, resulting in an
increase of accidents (rear- enders) as well as being ignored by
most drivers using Herriman Avenue on a regular basis.
In summary, I feel that at the present time the

SUBJECT: RECOMMENDATION FROM PLANNING COMMISSION TO MODIFY SUBDIVISION
ORDINANCE TO ROUND DOWN FOR NUMBERS OF DWELLING UNITS.
Issue SLrmary
The Planning Commission has discovered with recent lot split applications
that the parcels being split under the slope density-provisions-of the
Subdivision Ordinance are allowed to "round up" the number of units
allowed. This is inconsistent with the slope density provisions of
the HCRD.& NHR zoning districts and with the original Subdivision
Ordinance amendment of 1973 (which was later modified in 1976).
Reccmnendation
The Commission recommends that Section 13.9 -3(b) be modified to require
"rounding down to the next whole number ".

Modification of Section 13.9 -3 of the Subdivision Ordinance,
Requiring Rounding Down for Numbers of Dwelling Units
The Planning Commission has discovered with recent lot split applications that
the slope density formula used in the R -1- 40,000 district allows for "rounding
up" of the number of dwelling units which is inconsistent with the City's present
practice in the NHR and HCRD zoning districts and a change to the ordinance as
Cit was amended in 1973.
The City's subdivision ordinance, Section 13.9.3, states that:
The maximum number of dwelling units permitted in a subdivision
or minor land division shall be determined by dividing the net
land area of the parcel being subdivided by the required mini-
mum average land area per dwelling unit, rounding up to the next
whole number to occur at .5 and above. No parcel or portion thereof
which can independently be divided or subdivided shall be included
in the net area used to determine the maximum number of units permitted.
This section applies to all residential lots except those zoned NHR and HCRD.
On May 26, 1982, the Commission gave tentative approval to split a 2.21 acre
(net) site with an average slope of 22.26% into two lots since the slope density
calculation allows 1.53 lots (SDE -1504 E1 Camino Sende). Also, the Council
granted approval to split a 1.9 acre parcel with an average slope of 15.48% into
two lots since the density calculation allows 1.56 dwelling units (SDR -1523,
Sobey Road). If the number of dwelling units were rounded down, as in the NHR
and HCRD zoning districts, neither one of these lots could have been split.
Additionally, when the subject slope density formula was first put into the
Subdivision Ordinance in 1973, the number of dwelling units was determined by
"rounding down to (the) next whole number" (NS- 5.22).
In order to be consistent with the hillside zoning division districts and meet
the intent of hillside regulations, the Planning Commission recommends that the
City Council modify Section 13.9 -3, subparagraph (b) to read:

of not more than five feet; a grading plan showing increments, color coded, of
all proposed cuts and fills; and a slope classification map showing, again color
coded, all lands which hav less than ten percent slope, all land which has a
slope between ten and twent percent, all land which has a slope between twenty
and thirty percent, all land ich has a slope between thirty and forty percent,
and all land which has a slope in excess of forty percent.

Sec. 13.9 -3.. Standards of hillside development Unless the site or
the portion of real property in question is located in a zoning district in the city
which has more restrictive regulations than hereinafter set forth, each site de-
velopment plan shall be in accord with the hereinafter set forth development
standards. In the event that the zoning district as above noted in which the site
lies shall have provisions more restrictive than as hereafter set forth, then the
more restrictive provisions of such zoning district shall take precedence.

Subject to the foregoing, the development standards for hillside subdivi-
sions are as follows:

ling unit, rounding up to the next whole number to occur at .5 and above. No
parcel or portion thereof which can independently be divided or subdivided shall
be included in the net area used to determine the maximum number of units per-
mitted.
(c) No site shall be approved which bears a slope of over forty percent
at the area on which any structure is to be built. Except in a planned community
zone, no hillside lot shall be less than forty square feet in area.
The above standards are subject to the exception provisions of section
15 hereof. (Ord. No. NS -60.3, § 1; Ord. No. 60.4, § 3.)
Sec. 13.9-4. roval of site development plan. Where a site devel-
opment plan is required to be filed in accord with this section, no tentative site .
approval nor tentative s division map approval shall be granted by the advi-
sory agency until tentativ approval thereby of the site development plan, which
approval may be prior to or simultaneously with the approval of the tentative
map. At or prior to the fili g of the final map with the city for approval, a fin-
al site development plan sh 11 be prepared and filed with the building official,
substantially in accord with the approved tentative site development plan, and
containing thereon all of the ata required by section 7006(d) and, insofar as
may be applicable, any data a required under the provisions of section 7006
(e) and (f), of the then current dition of the Uniform Building Code. Where a
site development plan is requir d to be filed in accord with this section, no
final site approval nor final sub ivision map approval shall be granted by the
city council unless and until the fi al site development plan is submitted to the
building official and approved by im in such a manner that he is ready ono re
quest to issue a grading permit for id lot, site or subdivision.
Notwithstanding the foregoing, 'f in the opinion of the advisory agency it
would be preferable to postpone that p rtion of the site development plan which
would consist of the final grading plan t the location of each building site, the
same may be postponed so long as a not ion of the same is placed upon the face

AN ORDINANCE OF THE CITY OF SARATOGA AMENDING
ORDINANCE NS -60, THE SUBDIVISION ORDINANCE OF
THE CITY OF SARATOGA, BY PROVIDING FOR "ROUNDING
DOWN" FOR NUMBERS OF DWELLING UNITS IN THE SLOPE
DENSITY FORMULA
The City Council of the City of Saratoga does hereby or
as follows:
Section 1: Section 13.9 -3(b) of Ordinance NS -60 of the City
of Saratoga, contained Article Two thereof, is hereby amended by
revising thereto the following paragraph:
The maximum number of dwelling units permitted in
a subdivision or minor land division shall be determined
by dividing the net land area of the parcel being subdivided
by the required minimum average land area per dwelling
unit, rounding down to the next whole number. No parcel
or portion thereof which can independently be divided or
subdivided shall be included in the net area used to
determine the maximum number of units permitted.
Section 2: If any section, subsection, sentence, clause
or phrase of this ordinance is for any reason held by a court of
competent jurisdiction to be invalid, such decision shall not
affect the validity of the remaining portions of this ordinance.
The City Council of the City of Saratoga hereby declares that it
would have passed this ordinance and each section, subsection,
sentence, clause and phrase thereof, irrespective of the fact
that any one or more sections, subsections, clauses or phrases
be held invalid or unconstitutional.
. Section 3: This ordinance shall take effect and be
in full force and effect thirty (30) days after its passage
and adoption.
This ordinance was regularly introduced and after the
waiting time required by law was thereafter passed and adopted
at a regular meeting of the City Council held on the day
of 1982, by the following vote:

SUBJECT: Seventh Annual Christmas Relays
Issue Summa
The City has received a request to allow the West Valley Joggers and Striders to
sponsor their Seventh Annual Christmas Relays on Saratoga streets. The run is a
relay race with five runners per team. Each runner will run one complete lay of the
course with a maximum of 30 teams. No more than 30 runners will be on the course
at any given time.
Recommendation
Authorize the Seventh Annual Christmas Relays to be conducted by the West Valley
Joggers and Striders on Sunday, December 12, 1982 between 9:00 a.m. and 12:00 noon
with the Maintenance Department to oversee that the proper authorities are notified.

hold the subject relay on December 12, 1982.

The Saratoga City Council, at their meeting on November 17th, approved
the Seventh Annual Christmas Relays with the stipulation that you will
provide the City will a Certificate of Insurance naming the City as an
additional insured.
We will notify the proper local authorities and understand that you have
already received permission from West Valley College.
