A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SARATOGA
IMPLEMENTING A NO PARKING OR STOPPING RESTRICTION
ON SPRINGER AVENUE
The City Council of the City of Saratoga hereby resolves as follows:
I. Based upon an engineering and traffic study, the following parking
restrictions shall be designated on Springer Avenue in the location specified
below:

II. All prior resolutions and other enactments imposing a parking restriction at the
location specified above are hereby repealed to the extent of their inconsistency
with the restriction specified above.
III. This resolution shall become effective at such time as the signs and /or
markings are installed.
The above and foregoing resolution was passed and adopted by the City Council of the
City of Saratoga at a regular meeting held on the 1st day of February, 2012, by the
following vote:

Subject: Review of On- Street Parking on Springer Avenue Near 4 Street, Saratoga,
California

Fehr Peers has completed an evaluation of parking concerns on Springer Avenue just west of
the 4th Street intersection in Saratoga, California. Residents brought this item to the attention of
the Saratoga Traffic Safety Commission (TSC) at the September 1, 2011 meeting. After review of
the item and input from the public and Fehr Peers, the TSC recommended prohibiting parking
on Springer Avenue for 100 feet west of the 4th Street intersection. This memorandum
summarizes the parking concerns and details the recommendation for parking restriction on
Springer Avenue.
BACKGROUND
Springer Avenue is an east -west, two -lane local roadway extending from Congress Springs Road
(SR 9) at the west end through residential neighborhoods to east of 4th Street. The Springer
Avenue /4th Street /Paul Avenue intersection is an all -way stop controlled intersection with five
legs, where Springer Avenue is the east -west roadway, 4th Street the north -south roadway, and
Paul Avenue represents the north /east leg. West of the Springer Avenue /4th Street intersection,
Springer Avenue serves approximately 360 daily vehicles and has a posted speed limit of 25 miles
per hour (mph), though 85 percentile speeds were observed to be around 22 mph. Near the
intersection, the roadway width ranges from 20 to 26 feet wide. Currently, the west leg of
Springer Avenue has a 60 -foot long, double yellow line extending from the stop bar at the
intersection. Based on the California Vehicle Code (CVC 21460), vehicles are not allowed to park
on the side of the roadway where there is a double yellow line if the parked vehicle forces the
moving vehicles to cross the double yellow line due to lane width restrictions.
ANALYSIS
Due to the relatively narrow roadway, when vehicles park on the west leg of Springer Avenue they
essentially block though vehicles, which are then required to cross the centerline to pass the
parked vehicles. Given the relatively low traffic volumes on Springer Avenue and good visibility,
this generally does not present an issue. However, right at the 4th Street intersection, which is a
decision point for drivers, the visibility and maneuverability of traveling vehicles is limited. To
address the parking issue near the intersection and to allow vehicles to stay in their respective

lane at the intersection, the TSC recommended extending the double yellow line from 60 to 100
feet. However, after consultation with the Santa Clara County Sheriff department, the City was
informed that parked vehicles violating this particular vehicle code must be towed and citations
cannot be issued in this case (assuming no other traffic control devices or parking prohibition
notification is provided). In response to this input from the Sheriff's office, we recommend that
red curb and /or No Parking signs be installed on Springer Avenue for the first 100 feet west of the
4th Street intersection. With this configuration, vehicles can be cited as is normal practice and
vehicle towing can be avoided.
