HomeMy WebLinkAboutResolution MV 12-009 RESOLUTION NO. MV 12 -009 RESOLUTION AUTHORIZING A STOP SIGN ON MARSHALL LANE The City Council of the City of Saratoga hereby resolves as follows: I. Based upon an engineering and traffic study, the following parking restrictions shall be designated on Marshall Lane in the location specified below: NAME OF LOCATION RESTRICTION STREET Marshall Lane A Stop sign be placed at the Complete Stop for north east corner of Marshall vehicle traffic at Lane where it intersects with intersection Marilyn Lane II. All prior resolutions and other enactments imposing a parking restriction at the location specified above are hereby repealed to the extent of their inconsistency with the restriction specified above. III. This resolution shall become effective at such time as the signs and/or markings are installed. FEH R k' PEERS MEMORANDUM Date: February 6, 2012 To: John Cherbone, Public Works Director, City of Saratoga From: Franziska Church /Sohrab Rashid Subject: Stop Sign Installation at the Marshall Lane /Marilyn Lane intersection, Saratoga, California 1025 446 1 Fehr Peers has reviewed the evaluation of traffic concerns at the Marshall Lane /Marilyn Lane intersection near Marshall Lane Elementary School in Saratoga, California. A resident requested a stop sign at this location during the January 5, 2012, Saratoga Traffic Safety Commission (TSC). After review of the item, the TSC recommended no action on this item. However, after further consideration, Fehr Peers recommends the installation of a stop sign on Marshall Lane. This memorandum summarizes the traffic concerns and our recommendation for the sign installation. BACKGROUN D The Marshall Lane /Marilyn Lane intersection is a "T" intersection located about 200 feet north of the main entrance to Marshall Lane Elementary School. Marshall Lane is an east -west, two -lane local roadway linking Quito Road to Marilyn Lane. Marilyn Lane is a north south, two -lane local roadway linking the elementary school to Ravenswood Drive. Marshall Lane is the east leg of the "T" intersection and Marilyn lane represents the north and south legs. A crosswalk is striped across Marshall Lane at the intersection that provides pedestrian connectivity to /from the sidewalk along the east side of Marilyn Lane. The crosswalk is marked with ladder striping in yellow paint to indicate that it is near a school. During the school's peak drop -off and pick -up periods, Marshall Lane and Marilyn Lane are heavily used in both directions by parents traveling to and from the school. Unless indicated otherwise through appropriate traffic control signs, the California Vehicle Code (CVC 21800 (b)) requires motorist on the T -leg (in this case Marshall Lane) to yield to motorists on the through roadway (in this case Marilyn Lane). Currently, no yield signs or stop signs are provided at this intersection. TRAFFIC CONCERN The concern raised at the January 2012 TSC meeting is that vehicles traveling westbound on Marshall Lane do not stop for pedestrians at the crosswalk during school drop- off /pick -up times. If vehicles do stop, many enter the crosswalk before pedestrians have crossed halfway across the street. The resident requested the presence of a crossing guard, but realized that funding could restrict this option. As an alternative, the resident requested installation of a stop sign to delineate 160 West Santa Clara Street, Suite 675, San Jose CA 95113 (408) 278 -1700 Fax (408) 278 -1717 www.fehrandpeers.com John Cherbone FEHR PEERS February 6, 2012 Page 2 of 2 clearly the right -of -way at the Marshall Lane /Marilyn Lane intersection to require vehicles to legally come to a complete stop. Field observations by Fehr Peers confirm the concern raised during the January 2012 TSC meeting. As drivers are navigating the busy intersection, they frequently do not yield to pedestrians at the crosswalk and some move relatively aggressively by entering the crosswalk as soon as the pedestrian has cleared the vehicle's path of travel. However, due to the congestion at the intersection during the school's peak times vehicles travel at slow speeds. In some cases, with low traffic and pedestrian volumes, it is not necessary to control the single leg of a T- intersection. Driver judgment is often sufficient to provide adequate traffic operations. However, in highly congested conditions, even for short peak periods near a school, it is more appropriate to require all vehicles to stop prior to entering the intersection. RECOMMENDATION Fehr Peers recommends the installation of a stop sign at Marshall Lane to delineate clearly the right of way at the Marshall Lane /Marilyn Lane intersection. Along with the installation of a stop sign, the City should install a stop bar four (4) feet in front of the crosswalk, as required by the 2012 California Manual of Uniform Traffic Control Devices (Section 3B.16). Vehicles stopped at the stop bar will have full visibility of pedestrians near the crosswalk; however they will have limited visibility of vehicles traveling northbound on Marilyn Lane. Thus, vehicles will be required to stop at Marshall Lane, yield to pedestrians, and then slowly move forward to observe conflicting vehicles traveling northbound on Marilyn Lane, before turning left or right onto Marilyn Lane.
