Planning and Building Department Counter Hours:
7:30am – Noon; Monday – Thursday; closed every Friday
The following items shall be provided for Over-the-Counter Review for the Planning
Department. Plans must be ready to submit to the Building Department the same day.
Please check with the Building Department for separate submittal requirements and fees.
1. Fee of $500.00, payable by:
a. Check payable to “City of Saratoga” (separate check for Building Dept fees)
b. MasterCard or American Express credit cards. Includes 3% convenience fee.
c. Cash.
2. Four (4) sets of plan sheets 24-inches by 36-inches in size consisting of the
below. Details regarding required contents are contained within this handout.
Additional items may be required depending on project scope.

d. Arborist Report and Tree Removal Permit (if applicable)
e. Site Plan (1/4-inch or 1/8-inch scale)

b. BOUNDARY SURVEY - Any application that proposes new construction three feet or
closer to a required setback area shall include a boundary survey. The 24” x 36” survey
must be labeled “Boundary Survey” and stamped and signed by a licensed land surveyor
or registered civil engineer qualified to do property line surveys. Such surveys shall
verify the location of all structures, all existing property lines, easements, rights-of-way,
trails, public utilities, utility poles, and all protected trees including location of tree
trunks and an accurate depiction of tree canopies/drip line.
c. TOPOGRAPHIC SURVEY (required when the project is within one (1) foot of maximum
allowable height, within one (1) foot of the threshold for Planning Commission design
review, or for lots with a slope greater than 10%). The topographic survey shall show
existing and proposed topography at contour intervals of not more than 5 feet; provide
spot elevations for existing grade and existing ridgelines of structures; include elevation
benchmark (such as a street utility box cover); show faults, watercourses, existing and
proposed culverts, flood zones and slide areas; include significant topographic features
within 100 feet of the property; and identify the designation of the property based on
the City’s Ground Movement Potential Map (available at the Planning Counter).
d. ARBORIST REPORT AND TREE REMOVAL PERMIT (required when the project encroaches
upon the canopy/dripline of one or more protected trees). The arborist report and the
Tree Removal Permit shall be incorporated in full into the building plan set prior to
submittal. A Tree Removal Permit is required if any protected trees are proposed for
removal. There is a separate form and fee for the Permit ($100). You may submit the
Tree Removal Permit form at the Information Window at the Community Development
Department. Please note that prior to issuance of permits:
1. A tree bond shall be posted with the Community Development Department (amount
specified in arborist report). A separate form (available at Counter) will need to be
taken to and signed by the financial institution/bond company of your choice.
2. Tree fencing shall be installed, inspected, and approved by the City Arborist in
accordance with the arborist report.
e. SITE PLAN – The following shall be included:
1. Setback Verification Note – “Prior to foundation inspection by the City, the LLS of
record shall provide a written certification that all building setbacks are per the
approved plans.”
2. Adjacent Streets - Show existing and proposed streets adjacent to the property.
3. Trees – Identify species, common name, size (dbh), condition, and accurate
dripline/canopy of all existing trees. Indicate trees proposed for removal/relocation.
4. Property Lines / Setbacks – Show all property lines. Illustrate all required setbacks
with a dashed line. Show distances between existing and proposed structures to
property lines. Setbacks are measured from the exterior wall, not the foundation.
5. Structures – show all existing and proposed structures (sheds, pools, pool
equipment, etc.) Include their outside dimensions.
6. Fencing – show the location, height and materials of all existing and proposed
fences, gates, and pilasters. Indicate any fencing, gates, or pilasters that will be
removed or replaced.
7. Parking – Include dimensions of all driveways, parking, and maneuvering areas.
8. HVAC – Show location. HVAC shall not be in any setback
9. Generator – Show location of generator
10. Solar Panels – Show location of solar panels. Include on elevations if roof mounted.
11. Back Flow Preventer and/or Fire Department Connections – Show location and
provide a detail drawing of the dimensions included width and height.

f. EXISTING AND PROPOSED BUILDING ELEVATIONS – The following shall be included:
1. Elevation drawings for each façade indicating direction (north, west, east, south)
2. A line that is eighteen (18) feet above and parallel to the average height line
3. Call out exterior colors and materials. Include manufacturer information for all
materials including paint, roof, windows, doors, and trimwork.
4. Indicate finished and natural grades.
5. Show existing as well as proposed roof lines.
6. Include small-scale roof plan beneath each elevation with arrow indicating plan view.
7. Please illustrate finished and natural grade, average elevation point of the lot at the
buildings edge, and the elevation point at the highest point of the house.
8. Show the distance between all existing and proposed structures to property lines.
g. FLOOR PLANS – The floor plan shall include all of the following information:
1. Show distinction between new walls, walls to be demolished, and existing walls to
remain. Include a legend indicating which walls are illustrated.
2. Include a floor plan for each floor/story/level (e.g., 1st floor, 2nd floor, garage, attic,
cellar, basement, accessory structures, etc.). Show dimensions measured from the
outer walls.
3. Show type of all fireplaces (e.g., gas or wood burning)
4. Include dimensions of outer walls and the area square footage for each floor plan.
Floor area includes any space enclosed on three or more sides and a solid roof.
Furthermore, any space with an interior floor to ceiling height of 15 feet or greater
shall be double counted in area.
h. ROOF PLAN – Provide a separate roof plan that articulates all roofline intersections.
Show the distance between roof overhang and property lines.
i. CROSS SECTION DRAWINGS – Include a minimum of two cross sections that include:
1. Clearly indicate the highest point(s) of the structure and interior room heights.
2. Show both natural and finished grades.
3. For basements, show the vertical distance from lowest grade to the finished floor
above. Indicate where such vertical distance is equal to forty-two inches. For hillside
lots, show where at least 80% of the basement is below the forty-two inch limit.
