Powers & Associates for NEPA and CEQA environmental documents for the Quito Road Bridge Replacements for the amount of $135,195.00. REPORT SUMMARY: The City is working with the Town of Los Gatos and the Santa Clara Valley Water District in seeking to replace two bridges on Quito Road with wider span structures that will allow a 100-year design flow with funding through the Federal Highway Bridge Replacement and Rehabilitation (HBRR) Program. The HBRR Program would reimburse 80% of the consulting services. Staff expects the remaining 20% local match to be shared by Saratoga, Los Gatos and the District pursuant to a cooperative agreement to be brought to the City Council in October. In July of this year, City staff met with Caltrans environmental staff to discuss the required NEPA documents that will need to be completed for HBRR approval. The City’s eligibility for HBRR funding depends in part on prompt contracting for necessary environmental review. The David J. Powers & Associates contract will provide the required environmental documents for both NEPA and CEQA approval. FISCAL IMPACTS: Staff expects that the HBRR Program will reimburse 80% of the consulting services and the remaining 20% local match will be shared equally between Saratoga, Los Gatos, and the District. The contract may be terminated if funding is not forthcoming as anticipated. CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The project cannot move forward until the NEPA and CEQA environmental documents are approved. Final design of the bridges cannot be completed until NEPA environmental documents are approved. ALTERNATIVE ACTION: N/A Page 2 of 2 FOLLOW UP ACTION: The contract will be executed and the consultant will be issued a Notice to Proceed. Work will begin as soon as possible.
