HomeMy WebLinkAbout101-Staff Report.pdf Page 1 of 2 SARATOGA CITY COUNCIL MEETING DATE: August 17, 2011 AGENDA ITEM: DEPARTMENT: Public Works CITY MANAGER: Dave Anderson PREPARED BY: Kristin Borel DIRECTOR: John Cherbone Public Works Analyst SUBJECT: Motor Vehicle (MV) Resolution Restricting Parking on Melinda Circle RECOMMENDED ACTION: Move to adopt MV Resolution restricting parking on a portion of Melinda Circle. REPORT SUMMARY: The City was contacted by Christy McAulliff Elementary School concerned with pedestrian safety for children entering and exiting the school property. The main concern is at the back gate where the emergency access ramp exits directly onto Melinda Circle. During the peak drop off and pick up periods at the school, parents park on both sides of Melinda Circle, including immediately adjacent to and in front of the emergency vehicle access driveway. Students who use the emergency access driveway need to walk through and around the parked vehicles to access and exit the school. Due to the congestion around the driveway, the visibility of the students by the drivers is blocked by the parked vehicles. To improve visibility of students walking and bicycling at the emergency vehicle access driveway, staff recommends that No Parking or Stopping Anytime be implemented for ten feet on either side of the driveway and across the driveway itself. In order to enforce a new No Parking restriction, it is necessary that the attached Motor Vehicle Resolution be adopted by City Council. FISCAL IMPACTS: Approximately $250 in labor and materials is required for the City to post the sign. These improvements are paid through the CIP which has a fund devoted to Traffic Safety. CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION(S): The MV Resolution would not be adopted and traffic conditions would continue as is. Page 2 of 2 ALTERNATIVE ACTION (S): None in addition to the above. FOLLOW UP ACTION(S): The sign will be installed and the Sheriff’s Department will be notified of the new restriction.
