SUBJECT: Resolution Adopting Pay Schedule for Temporary Employees
RECOMMENDED MOTION:
Approve Resolution No. Adopting Pay Schedule for Part -time
Temporary Employees. The ranges for Recreation Leaders I, II, and
III, and Facility Attendant and Recreation Specialist will change
April 1, 1996. Effective July 1, 1996 all other positions will
change.
REPORT SUMMARY:
The pay schedule for part -time temporary employees was last
increased almost four years ago on July 1, 1992. Because of the
low pay scale, the Recreation Department has had a very difficult
time filling some positions. Currently there are two unfilled jobs
in the area of teen programming and these positions have been
advertised since September, 1995. The department is anxious to
hire recreation leaders because the new Saturday night program at
the Warner Hutton House was staffed utilizing one of our basketball
scorekeepers and two his friends. They agreed to help us out on a
temporary basis but they have other jobs and are not interested in
working every Saturday night. The other opening in the department
is the position of facility attendant. In the evenings and
weekends, while classes and private rentals are held, this person
supervises the Community Center and performs clerical duties. The
starting pay rate is so low that no one has been attracted to this
position. Staff completed a salary survey of neighboring cities
and found Saratoga ranges lower than the average in all
classifications.
Last year many of the top candidates for the summer camp leader
position ended up taking similar jobs in other cities that pay
more. The Recreation Department entrusts these leaders with a
group of young children at camps that are located at Saratoga park
sites and not under the watchful eye of the full time staff at the
Community Center. It is the desire of the staff to hire the most
qualified, experienced, responsible, enthusiastic and mature
recreation leaders. Next week recruitment will begin for summer
day camp leaders and, if the salary scale is going to be increased,
staff would like to state the new ranges on the job announcements.
FISCAL IMPACTS:
If approved, there will be no impact to this year's budget. In
fiscal year 1996 -97, there will be a $5,029 increase in the
Recreation Services part -time temporary budget and an increase of
$1,860 in Youth Services.
FOLLOW UP ACTION:
If approved, the positions of Recreation Leader I, II, and III,
Facility Attendant and Recreation Specialist will increase April 1,
1996. For all other positions the ranges will change July 1, 1996.

THE POSITION:
The Facility Coordinator, working.under the general supervision of
the Recreation Director, administers the marketing, scheduling, and
coordination of the rental of city facilities and parks.
EXAMPLES OF DUTIES:
o Books requests for rental of city facilities and parks.
o Hires, trains, schedules and supervises facility attendants.
o Markets and promotes the use of city facilities and parks to
groups and individuals.
o Calculates and receives rental fees, executes rental agreements,
reconciles and deposits funds.
o Responds to inquiries from the public regarding city facilities
and parks
o Assists with other Recreation Department activities and events as
needed.
QUALIFICATIONS:
Knowledge of: Basic concepts of marketing and sales; office
practices and procedures including proper telephone and reception
techniques; basic records retention systems.,
Ability to: Work effectively with a wide variety of people and
provide excellent customer service; organize activities and work
independently; input, process, compute and reconcile financial
data; operate a variety of office equipment including calculators,
computers and related software.
Education and Experience: Sufficient education and experience to
satisfactorily perform the duties of this classification. A
typical qualifying background would be graduation from high school
and three years of administrative support experience. Experience
in sales and marketing highly desirable.

A POSITION IS OPEN FOR
RECREATION PROGRAM ASSISTANT
Part -lime, Temporary - $9.00 per hour

The Position:
Under direction of the Recreation Supervisor, the Recreation Program Assistant will plan
and conduct a variety of teen programs for the Recreation Department and the Saratoga
Youth Commission. The assistant will assure that City policies and rules are maintained,
and will supervise subordinates. The assistant will also perform oth6r duties as assigned.
This position is temporary, part -time with a maximum ol' 44 weeks per year, 20 hours per
week.
Examples of Duties:
Will assist the Saratoga Youth Commission with planning, implementing and evaluating
special events, trips and classes including the annual Music Fest, Togapalooza Concert
Series, Ski Saratoga, Middle School Dances and Virtual Summer. Assures supplies and
equipment are in order, maintains accurate records and reports, stays within budgeted time
and money for projects, maintains communication with participants, their parents, school
administration, parent - teacher associations and student body officers, and merchants.
Qualifications:
Knowledge o(:
Teenage and pre -teen development stages and social needs, age- appropriate recreation
programs, organizational methods, the objectives of municipal recreation programs.
Aills:
Macintosh computer and graphic design skills; specifically ClarisDraw, Typestyler and
MacDraw II
Ability to:
Plan, organize and implement recreation programs; facilitate communication between
diverse groups, establish and maintain working relationships; represent the City in a
positive manner; and interpret department policies and programs
Training & Experience:
Any education, training and experience which would provide the requisite knowledge and
abilities. A typical way to obtain these would be a minimum of two years experience
conducting municipal recreation programs, (teen recreation programs highly desirable); and
two years of college course work in recreation and leisure studies or related field.

and crafts, creative dramatics, puppetry, storytelling and more. Assists in planning and organizing daily activities;
supervises camp participants; attends staff meetings.
Recreation Leader II - Plans and conducts a diversified recreation program for children ages 3.5 -11 including nature
activities, nature studies, games, songs, arts and crafts, creative dramatics, puppetry, storytelling and more. Plans
and organizes daily activities; supervises camp participants; maintains communication with parents of participants;
attends staff meetings.
Recreation Leader III - Organizes; plans and conducts a diversified recreation program for children ages 3.5 -14
including nature activities, naturf studies, games, songs, arts and crafts, creative dramatics, puppetry, storytelling
and more. Plans and organizes drily activities; assures that supplies and equipment are in order; maintains
accurate reports and records; supervises camp participants; maintains communication with parents of participants;
attends staff meetings.
QUALIFICATIONS: (All levels;
Knowledee o£ Methods of organiz: ng, conducting and supervising recreational programs; the objectives of municipal
recreation programs.
Ability to: Plan, organize and conc..uct recreation programs; establish and maintain effective working relationships;
represent the City in a positive m;.,nner; interpret department programs and policies.
Training and Experience: Any education, training and experience which would provide the requisite knowledge and
abilities. A typical way to obtain :these for each classification would be:
Recreation Leader I:16 years o: age or older and direct experience in leadership, volunteerism or participation in
recreational activities is desirable.
Recreation Leader II: Six monfas paid or volunteer experience working with children in outdoor education, sports
and/or crafts. High school diploma or GED equivalency is required.
Recreation Leader III: Minimum one year college course work in field relating to recreation. Minimum of 12
months experience conducting recreation or outdoor education programs.
