A. Traffic Matrix Item #94 - Todd -18629 Clemson Avenue: Request for speed control on Clemson (see
attached map and letter) MOTION: Motion made to approve the request for a 25 mph sign to be
placed on Clemson. Motion passed 4 -0. MOTION: Motion made to approve a stop sign on
Clemson at Villanova. Motion denied 2-2-0,2 abstain.
B. Traffic Matrix Item #95 - Vickroy -18843 Casa Blanca: Request for speed bumps and street lights on
Casa Blanca, pedestrian crossing signal at Dagmar is slow to respond. Recommendation to Staff to
notify this person about operation of signal and Saratoga street light policy.
C. Traffic Matrix #96 - Roeper -19610 Three Oaks Way: Request for remedy to many traffic concerns
(see attached letter) MOTION: Motion made to direct Staff and Traffic Engineer to obtain data
that encompasses a holistic perspective of the street, and report back with a reasonable and
appropriate recommendation to eliminate speeding, with a motion to amend to include Farwell
Avenue. Motion passed 4 -0.
D. Traffic Matrix Item #97 - Snow: Request for better crosswalk markings at Titus and Prospect (see
attached letter) No action taken at this time. Staff and Traffic Engineer have a meeting with San
Jose Staff about this intersection. Staff will report back at next meeting.
E. Traffic Matrix Item #101- Miller -19401 Shubert Drive: Request for speed reduction on Cox, speed
bumps on DeHavdland, and reduce number of crosswalks on Cox at Miller from two to one. (see
attached maps and letter) Direction given for Traffic Engineer to gather data and report back at the
next meeting.

Attached is a letter I mailed to, the Traffic Safety Commission in July 2001. The information
contained in this letter still applies to the horrific traffic driving behaviors that exist on Three
Oaks Way. Nothing became of my letter. In'fact, the unsafe driving and speeding has
increased on Three Oaks due in part to the lack of a presence by the Saratoga Sheriff in this
area. I call the traffic reporting line on a routine basis to report speeders, hill hoppers and scary
pedestrian near misses.
I plan to make my concerns heard.at a much more public level in the future and to get more
Saratoga citizens involved on my street and in the community to improve the safety condition of
Three Oaks Way.

Dear Traffic Safety Commission Members,
The purpose of this letter is to communicate traffic safety observations on Three Oaks Way in
Saratoga. I wrote a letter similar to this approximately two years ago and also met with the,
traffic safety commission at that time. As a solution to the traffic safety issues observed during
..............
that time frame and, as a result of our meeting, a stop ahead symbol sign was placed on the
street and tree branches were'cleared to make the speed limit and reflector signs more visible.,
While I think the sign may have helped to the increase awareness of an approaching stop sign
(at the Fruitvale end) I think it did little to reduce the lionshare of more serious traffic safety,
issues that continue to exist. f
Residents on Three Oaks Way continue to observe motorist speeding, we have seen an
increase, in the volume of cars (observed primarily throughout the school year) and, the "hill
hopping" or trying to get a car airborne by gathering speed before the top of the hill in front of
my home continues.
As your traffic safety engineer may have observed, the road on Three Oaks Way is narrow.
The road has no shoulder and land surfaces at the side of the road drop off in few places.
Year round, on most days, many joggers, bicyclists and residents walking pets can be
observed. Many are using the street as a cut through to get to the jogging path on Fruitvale
Avenue or to the track at West Valley. In fact, since Three Oaks Way is the shortest direct route
or cut through from Saratoga -Los Gatos Road to Fruitvale we get a lot of the Grade /Middle
School and West Valley College traffic. Patrons for events at Villa Montalvo and recently the
Montalvo shuttle buses have driven down the street some at speeds higher than the posted 25-
mph speed limit.
The following numbered line items document factual observations and safety concerns.
1. Three Oaks way is the shortest and fastest route to cut from Fruitvale to Saratoga -Los
Gatos road and vice versa — cars speed on this road routinely.
2. Traffic from 8:00 am until 9:00 am during the school year is the heaviest. Traffic again picks .
up about 2:15 p.m. until about 3:30 p.m. and, then can stay busy until about 6:30 p.m.
3. Youth in vehicles accelerate just prior to the top of the hill and to get their vehicles airborne.
Hill hopping (or whatever term young people are currently using to depict this unsafe
behavior) is prevalent mostly on weekends. This is the most dangerous observation I have
experienced.
4. Youth continually drive "donuts" on the property that is to the right of Best View Court (the
only private road on the left off of Three Oaks Way) if you are headed from Fruitvale Avenue
direction. If the young person loses control during the fast circles they may hit a car on
Three Oaks Way, hit a tree or even flip over. Neighbors on Best View Court have observed
this and I have also observed this from my daughter's bedroom window.
5. Joggers and residents walking down the street have commented that they have had to get
out of the way of speeding cars. They have also stated that when two cars are passing by
each other from opposite directions they "take over the entire road ". Sometimes there is
space to get out of the way and depending on where they are on the road the space can be
quite minimal on either side — making getting out of the way quite difficult.
6. Workers putting in our landscaping from January to April 2001 continually commented on
the speed of cars travelling down the street and the volume of cars. They also noted they
observed "many" cars driving off the road and almost getting really close to them as they
worked on landscaping along the side of the road. The most telling comment was when
they said "we have worked on a lot of streets and Three Oaks Way is pretty much the
scariest ".
7. Pacific Bell workers climbing up the utility pole to add some phone lines commented that the
pole was really tall; however, more than having to stretch to get going on such a tall pole
they were concerned about being hit while getting ready to climb up and when getting down.
8. Saratoga Public Works crew when trimming tree limbs to make the posted signs and
reflector signs more visible commented that "cars sure zoom down that hill at fast rates"
"we had to jump out of the way ".
9. Residents drive down the middle of the street at narrow portions of the road.
10. When two large SUVs pass each other from opposite traffic lanes more often than not one
will have to stop to let the other pass (to avoid passing without side swiping side mirrors).
11. Taking out the trash cans or retrieving mail can be a dreadful endeavor. On more than one
occasion cars have brushed my backside with their vehicles, I have felt the back of my
blouse blow up due to the closeness of their cars and have to yield to the cars just to open
my mailbox. When placing out our trash receptacles and recycling 1 have also had a few
near miss situations where I had to jump out of the way of speeding cars when the driver
was in a compromised situation (tending to children or talking on a cell phone).
12. Pulling out of the driveway can be tricky when cars headed down from Saratoga Los Gatos
Road have gathered speed before the hill. One minute you can't see a car and the next it is
right there.
13. 1 have had to wait for 16 cars to pass before exiting my driveway (during the month of May
2001).
14. You can take your foot of the gas pedal when turning onto Three Oaks Way from Saratoga'
Los Gatos Road (headed from the Saratoga Village direction) and "coast" down the street at
greater than the 25 mph the posted limit without touching the pedal again until just before
the stop sign at Fruitvale.
15. Cars gather speed to get up the hill on Three Oaks Way (from the Fruitvale direction) and
never slow down again
16. Young children cannot ride a bike or even think of walking down the Three Oaks Way road
to get to Branaga Court or Best View Court without adult supervision.
17. The street is poorly lit.
18. Speed trailers posted on the street to measure car speed do not have a wide enough berth
or space to be parked — especially in a logical place to measure speed at the point when
cars have picked up their maximum speed. Vehicles have to slow down to avoid side
swiping the trailer or another vehicle if it is passing at the same time or just prior to
approaching the trailer.
I have thought deeply on numerous occasions about how to improve traffic safety and have
documented possible recommendations to improve the situation on Three Oaks Way. I am sure
many of my recommendations would be acceptable to other residents — especially those with
children.
Possible Solutions and Improvement Recommendations:
• Post signs to increase the awareness of playing children.
• Add two more speed limit signs or move the existing signs to be more visible. I would
suggest to post these closer to Saratoga -Los Gatos Road end in both directions or where it
is more obvious without making the street look cluttered with signs.
• Limit traffic to residents on Three Oaks Way and adjacent streets during peak traffic hours
(similar to what the City of Cupertino has done in multiple locations).
• Put in emergency vehicle friendly speed bumps (similar to Austin Avenue in Monte Sereno).
Austin Avenue is serviced by the same Fire Station as Three Oaks. It appears that the

emergency vehicles have successfully used Austin Avenue to get down to Quito as quickly .
as possible — even with their speed bumps.
• Patrol the street on a frequent basis and cite speed violators —do this for at least a year to
make sure the awareness sticks.
Position the speed trailer to gather data once per month or at minimum quarterly to increase .
awareness of speed limits. Place the trailer in' a manner to capture true data not skewed
data — by this I mean in a location that does not require cars to slow down to avoid hitting
the trailer.
Figure out a way to add shoulder space and /or slightly widen the road (without taking more
easement land away from residents).
Post symbol signs. For example:
➢ Symbol sign for bicycle or pedestrian at Saratoga -Los Gatos End of Street
• Post gentle reminder or narrative signs. For example:
➢ "Slow Down Children are Present"
➢ "The Road is Narrow Here — Mind Your Speed for Your Safety"
➢ "Do You Know How Fast You Are Driving ?"
➢ "Share the Road with Joggers and Bicycles
➢ "Hill Hopping Is Very Dangerous, Even Fatal"
➢ "Telephone Poles Don't Get Out of the Way"
It may be difficult to post these type signs on a public road; however, data gathered from a
corporate traffic safety committee I led indicated that people do read and have modified their
behavior due to innovative, more eye catching gentle reminder /people friendly signs.
I understand from both Sandy Thorp (Farwell Ave resident) and Paula Reeve (City of Saratoga)
that Farwell and Three. Oaks Way residents are meeting with the Traffic Safety Commission on
July 12, 2001 at 6:30 p.m. It would have been my preference to attend this meeting to physically
voice the facts, present some of my observations and lastly to be part of a solution. I am unable
------- .- . ---- -- 4o -make- the, meeting -,- es- my- family-will -be- out- of-town- on -a-- vacation- we-pl'anned back -in October
2000. 1 am dedicated to making sure the traffic safety on both these two streets improves and
would love to hear more about the outcome from this meeting. I would also like to participate in
any future meetings on this topic.
In closing my biggest fear is for the safety of my children. I am fearful every time they play in
the driveway or in our field adjacent to Three Oaks Way. Cars have pulled into my drive way to
turn around and have almost hit my children while they were playing. I am also very fearful for
the youth that speed down Three Oaks Way and also "hill hop ". I have posted my own
"Children at Play" sign to help in awareness. Increasing the awareness of unsafe acts
and behavior and the ramification of that unsafe behavior is a very effective way to improve
safety. Three Oaks Way will remain an unsafe cut through street unless the City of Saratoga
takes some action to help modify the behavior of residents who inadvertently disobey speed
signs and drive unsafely on this narrow road.

Hi Gary.:
Can you help the parents at Christa McAuliffe School? We
are an energetic committed group and will do whatever you
tell us to do to solve our problem. We need to make the
corner at Titus and Prospect Road safer for pedestrian and
bike traffic. I'd settle for a marked crosswalk with a big
multicolored standard like I've seen outside other elementary
school crosswalks (there's one at the elementary school on
Blaney in Cupertino) so there is a visual cue to drivers to
look for pedestrians.
After I wrote my e -mail (see below) to our- school e -list
about my kids' near death experience trying to cross the
street, I heard from many McAuliffe elementary parents
saying that they have been trying for years to do something
about that corner. Larry Magee sums up the sad sorry history
best.
People turn right from Prospect on to Titus, they turn right
from Titus onto Prospect, they turn left from Prospect to
Titus and turn left from Titus on to Prospect and no one
looks for the children trying to cross. By my count that's four
ways a kid could get flattened trying to cross at the corner of
Titus to get to the other side of the street. Everyone seems to
be going 40 miles an hour on Prospect, too.. Can you review
the rules of the school zone, especially along a busy,
multilane street like Prospect which. has not only an
elementary school but a high school along it as well. Most

people seem to think that the only time they need to go 25
mph is in the slow lane and only at 8 and 3:30 pm.

Good luck in your quest. This message is to let you know
that people
have been trying to get this changed/fixed for years and have
all given
up. One part of the problem is jurisdictional -- one side of
Prospect
is San Jose and the other is Saratoga. Doing anything would
involve
both cities and neither one particulaly wants to get involved.

my recollection is that Saratoga has been a bit more
receptive in the
past than San Jose (figures -- big city vs small city). Those in
power
who have listened have said they couldn't possibly put a
light at Titus
because there is already one at Johnson, just 100 yards away.
The best
I have heard is they couldn't possibly put a crossing guard at
the
crosswalk because it is too dangerous!!!! I think the other
thing is
that few people actually brave crossing there on foot. Andy
and Becky
and I are the few who regularly do it. Most of the others
have tried it
and given up. Anyway, good luck.

My kids cross Titus at the corner of Prospect and Titus on
their way to
and from the bus stop at Johnson and Prospect.

Apparently they were almost hit on Tuesday by a vehicle
turning right on
to Titus from Prospect without stopping or slowing. Please
remember
that kids and parents are walking across that corner and there
is an
implied crosswalk any time two streets intersect at right
angles.

Pedestrians have the right of way when they are in the
crosswalk and you
shouldn't turn in front or in back of pedestrians when the
crosswalk is
occupied. There is a school zone that extends approximately
100 yards
on either side of Titus on Prospect. This means that the
speed limit
when school is in session is 25 mph, whether you can see
kids or not.
Please be very careful, especially if you drive a very tall
SUV and
PLEASE do not be on the cell phone while you are driving.
I am going to be researching what it would take to get a
painted
crosswalk or a crossing guard at that corner.

Hi Paul and Rishi,
I am still waiting for the report from our Traffic Engineer regarding the stop sign and speed limit. He is performing
an analysis of the area: We will get a report back by the September Traffic Safety Meeting. The permanent speed
sign, if approved by the Traffic Safety Commission, will need to get funded via the City Council as w&do not have
funds budgeted for these improvements. If they approve the sign then it will need to go to City Council for
approval. The truck limit sign, completion of the eradication of the second crosswalk, and the City limits sign at
Miller will be implemented. The signs and other materials needed to complete these items are on order and as
soon as they arrive we will complete them.
My apologies for these issues taking so much time and we will do our best to complete them as soon as possible.

Hi John,
I'm wondering what is happening with the "Cox - DeHavilland" traffic safety improvement effort.
It looks like they eradicated most of the mid -block yellow cross -walk and repainted the STOP
on the pavement on Miller and DeHavilland, but now things have ground to a halt.
We had hoped that we'd be seeing either 1) a stop sign, 2) a reduction in the speed limit and /or 3) ,
a
permanent "Your Speed Is..." flashing light (coupled with a little more Sheriffs patrol). Are any of
those options in process at this time? Also, I'm wondering if the committee or city council is willing
to at least limit truck size on Cox to no greater than is permitted on Hiway 85; that doesn't seem
like
to big a stretch.
We understand a traffic study was done for the intersection. Has any conclusion been made as to
how to proceed?
Please advise.

I receive your letter today regarding NTMP's funding being cut from the budget.
Traffic Matrix ,#105
The neighborhood association of Aspesi Drive is interested in pursuing the installation of speed humps
regardless of public funding. We would like to consider doing this with private funds provided by the people
who will benefit from it.
The issue we are trying to solve is reducing speeding traffic, much of which is "cut through" traffic driving from
Quito Road to access Saratoga Avenue and Hwy 85. There are many children in our neighborhood who enjoy
playing outdoors.
Please let me know how I(we) can facilitate the installation of Speed humps on Aspesi Drive,with private

Mr. John Greenleaf had some suggestions concerning the installation of guardrails in the
neighborhood. During our drive through the neighborhood he pointed out the locations he felt
needed guardrails. He was concerned that vehicles traveling too fast or drivers not familiar with
the area would drive off the road. He felt the guardrails would help keep them on the road. I feel
we should address the problem of vehicles traveling too fast for conditions and providing clearer
traffic controls to help inform the drivers. Installing guardrails in a residential neighborhood should
be the last choice. Attached is a location map that shows the locations Mr. Greenleaf pointed out
as areas he felt should have guardrails. A description of each location with my comments is
presented below. We should check the accident data base for this neighborhood to see if there
has been any history of vehicles driving off the road. I will need to get addition field
measurements to see if a guardrail can be properly installed without intruding in the roadway
area. I was unable to take all of the field measurements and photographs for these locations
when l met with Mr. Greenleaf in April.
1. Parker Ranch Road at Vista Arroyo Court — Vista Arroyo Court ends at Parker Ranch
Road forming a T- intersection. The three approaches are Stop sign controlled. Vehicles,
approaching the intersection are coming downhill through an S- curve: A guardrail was
suggested along the west side of Parker Ranch Road opposite Vista Arroyo Court to
keep cars that are traveling too fast and unable to stop in time from going off the road
and into a private yard. The problem that should be addressed is slowing down the
vehicles before they get too close to the intersection. The approaching sight distance is
very good and the Stop sign can be seen from a reasonable distance from the
intersection. Does this location have a past history of vehicles going off the road?
2. Parker Ranch Road south of Vista Arroyo — There is a vertical drop off along the west
side of Parker Ranch Road. A guard rail would provide a barrier preventing vehicles from
going over the edge of the road. I will need to take some additional measurements of this
location.
3. Parker Ranch Court south of Parker Ranch Road — There is a vertical drop off .along the
west side of the road on the outside of a curve. I will need to take additional
measurements of this location.
4. Continental Circle — There is a vertical drop off that is obscured by trees and shrubs
along the north side of the road north of #21463. This section is on the outside of a curve.

A guardrail would provide a barrier preventing vehicles from going over the edge of the
road. Continental Circle is a one -way street and vehicles are traveling uphill at this
location. The trees and shrubs should be cut back to expose the concrete curb and gutter
along this section of the road providing a visual line of the edge of roadway.
Parker Ranch Court north of Continental Circle — There is a vertical drop -off along the
west side of the road. Vehicles traveling southbound are going uphill approaching
Continental Circle. This is not a curved section. There is a concrete curb and gutter along
the edge of the road and I've recommended adding a double yellow center stripe on this
section of the road to help highlight the intersection. Both the concrete curb and the
center stripe should help provide adequate visual guides to drivers traveling on this
section of Parker Ranch Court.
6. Parker Ranch Court at Continental Circle — Continental Circle ends at Parker Ranch
Court forming a T- intersection. The Continental Circle approach is Stop sign controlled. A
guardrail would provide a barrier preventing vehicles unable to stop at the Stop sign from
going over the edge of the road. The Stop sign is hidden from view by a tree and shrub
and the Stop legend is faded. The tree and shrub should be trimmed back and the legend
repainted so they can be easily seen when approaching the intersection.
7. Star Ridge Court east of Picea Court — There is a vertical drop -off along the south side of
the road on the outside of a curve. I need to get additional measurements for this
location.
8. Comer Drive — Eastbound vehicles are traveling downhill and apparently as a result are
traveling well above the speed limit. There is a curve in the road near #21245. A guardrail
at this location would provide a barrier to keep vehicles on the road. There is an existing
double yellow center stripe and a concrete curb and gutter on outside of the curve at this
location. There is also deer warning sign and mature trees along the outside of the curve.
The sight distance is very good for vehicles approaching the curve. Additional
measurements are needed.
At some of the locations the problem appears to be vehicles traveling too fast for conditions. The
guardrail would help keep them on the road if they were to lose control of their vehicles. The
guardrail could also redirect the out of control vehicle into the path of another vehicle. The focus
of the traffic control should address the problem of drivers going too fast for this neighborhood or,
lose sight of the road. Where conditions are hazardous the guardrail can be of use. These sights
should be further reviewed to be sure that adding a guardrail does not create a different hazard.
I will follow up this memo after I've completed my field measurements and have taken additional
photos of these sights.

I met with Mr. John Greenleaf at his residence on Farr Ranch Court in April and he had some
concerns about traffic safety in his neighborhood. He drove me around and pointed out the,
locations he felt needed some additional traffic control. The problems he presented were cars
traveling too fast, drivers getting lost and confused, and teens parking and loitering at the top of
the hill. He mentioned that at one time a driver drove off of the hill. He felt the neighborhood
needed additional Stop signs, Speed Limit signs, and guard rails. I pointed out that we would .
need to identify what is causing the problems before we can address it. After our meeting I drove
through the neighborhood again and surveyed the existing conditions and developed some
recommendations. Listed below by location are my comments. A location map and photographs
nurnbered.by location are attached.
1. Burnett Drive - Repaint the double yellow center stripe. The existing stripe is faded and is
difficult to see.
2. Parker Ranch Road north of Vista Arroyo — The Stop Sign Ahead warning sign facing
southbound traffic is blocked from view by trees and bushes. Trim the trees and bushes
back to remove the sight obstruction.
3. South end of Farr Ranch Road — Install a Type N reflective marker sign panel at the end
of the street. The existing wooden barrier at the end of the street is painted a dark color
and is difficult to see at night..
4. Parker Ranch Road and Parker Ranch Court Intersection — Install Type K reflective
marker signs on the noses of the island to improve visibility when dark.
5. Continental Circle at Parker Ranch Court — The Stop sign for Continental traffic is
blocked from view by trees and bushes. Trim the tree and bushes to remove the sight
obstruction. Repaint the Stop legend, limit line, and double yellow center stripe.
6. Continental Circle and Parker Ranch Court Intersection — Install a Type N reflective
marker sign on the west side of Parker Ranch Court opposite Continental Circle. The
Continental Circle approach is downhill and curved and there is no street light at the
intersection. The end of the road is not obvious to someone who is not familiar with the
street, especially at night.

7. Parker Ranch Court at Continental Circle - Install 50 feet of double yellow center stripe,on
Parker Ranch Court on either side of Continental Circle to help highlight the intersection.
Continental Circle is not visible to southbound drivers due to the vertical curve.
8. Picea Court at Star Ridge Court - Install a No Outlet sign at the entrance of Picea Court.
The street is too narrow to make a U -turn. I did not take a photograph of this street.
9. South end of Chiquita Court = Install Type N reflective marker sign panel of the end'of the
street. The existing wooden barrier at the end of the street is painted a dark color. The
street is curved and the end is not easily seen after entering the street, especially at
night.
In general the existing striping needs to be restriped and the home. owners need to maintain their
landscaping along the street. The above comments are to help enhance the existing traffic
controls in the neighborhood. The nature of the streets in this neighborhood in itself provides a
traffic calming affect. The streets are 24 feet wide with no formal sidewalks and wind through the
hills.

Thank you for adding me to the agenda for the next Public Safety Commission meeting.
As a long time resident of Pierce Road I have grown very concerned with the speed of traffic. I Five at
12881 Pierce Road, which is located on the lower section of the street near Saratoga = Sunnyvale Road':. I
am concerned that the cars and trucks driving at excessive speeds puts our residents, their..children, pets
and guests at undue risk.
The posted speed limit is 30 miles an hour, however this speed can be easily reached in a very short
distance and many drivers continue to accelerate beyond that.
Taking into consideration that when walking up the street with a child or dog or riding a bike, a car
traveling at 35 miles per hour feels fast and unsafe let alone a car or truck traveling at 40'+ miles per hour.
I started this endevor two years ago only to discover that many of my•neighbors had been to the Public
Safety Commission in the past. The Commission did make some change to the road at the bend, which is
very dangerous when cars and trucks are speeding. I would like to further address the speed issues that
would impact the straight away as well as the at the bend, the two go hand in hand.
Please help me make this a safe stretch of Pierce Road to live on:

Warrants for Stop Signs 1025 -446 -1
Fehr & Peers has reviewed the reported accident data and traffic counts as part of the preliminary
evaluation of traffic operations on Pierce Road. This evaluation was initiated at the request of Pierce
Road residents and will be included with other data and observations to identify appropriate
measures for consideration in this corridor as part of a Neighborhood Traffic Management Program
(NTMP) process. Some residents have requested that stop signs be installed -on Pierce Road to
slow traffic. This memorandum presents some background information on the study segment and
summarizes our review of the accident data and current volumes as they both relate to stop sign
warrants.
Background
Pierce Road is designated a collector street in the City's General Plan as it serves traffic to and from
the hillside areas located in the western portion of Saratoga. The road does not include vertical and
curb and gutter along most of the study segment (i.e., north of Surrey Lane) and in many places
vehicles park on the shoulders or open areas next to the road. Measurements taken at several
locations show that the combined traveled lane width is approximately 22 feet. In some areas, a
paved shoulder of several feet is also provided.
During the recent Citywide speed survey update, the speed limit on the section of Pierce Road from
Surrey Lane to Mt. Eden Road was reduced from 30 miles per hour (mph) to 25 mph due to the
changes in vertical (hills) and; horizontal (curves) alignment on this section.. The section between
Surrey Lane and Saratoga - Sunnyvale Road was maintained at 30 mph.
Residents have indicated that some vehicles continue to travel at excessive speeds on the study
segment of Pierce Road that is posted for 30 mph. Several residents have reported incidents Where
speeding vehicles have crashed into fences and trees because they couldn't negotiate a curve in
the road, or where it was difficult to cross the street to get to a mailbox because of speeding traffic.
Recent speed surveys conducted on Pierce Road indicate 85th percentile speeds of 37 to 40 miles
per hour along the study segment, where the 85th percentile speed is the speed at and below which
85 percent of vehicles are traveling. This measure is a standard engineering threshold.
Previous and current requests have included the installation of stop signs on Pierce Road at Comer
Drive and Paramount Court in an effort to slow vehicles. As noted in the October 9, 2003 Public
Safety Commission meeting, stop signs are not recommended speed control devices since their
purpose is to designate right -of -way (Source: Manual on Uniform Traffic Control Devices (MUTCD),
Millennium Edition, Page 26 -8). Stop signs are appropriate where vehicles on the side street need
an adequate gap in traffic or in cases where visibility of approaching traffic is severely limited. In
both cases, accident data can be helpful in identifying operational problems where stop signs may
provide an appropriate solution. The review of reported accident data is presented below followed

by an evaluation of volume warrant criteria for all -way or multi -way stop signs (i.e., stop signs on all
intersection approaches).
Accident Data
Accident data over a three -year period is typically reviewed to provide an illustration of potential
safety issues and patterns of operational problems. For this study, accident data from the Santa
Clara County Sheriff's office between January 1999 and October 2003 or nearly a five -year period
was reviewed. A summary of the accident data on Pierce Road is shown below by location and date
in Table 1.

As shown in Table 1, the location on Pierce Road with the most prevalent accident problem is the
intersection of Saratoga - Sunnyvale Road. This location has already been identified as a problem
location because of the intersection design and abrupt changes in grade. However, reconstruction '
of this intersection is a major infrastructure project that will be undertaken when funds are available.
All but one of the remaining locations has one reported accident over the last five years. Three
accidents have occurred at or in the vicinity of Bella Vina during this period. From a traffic
engineering perspective, none of these locations (excluding the Saratoga - Sunnyvale Road
intersection) are considered to have an "accident problem." This conclusion is based on the MUTCD
warrant for all -way stop control that addresses accidents, which requires a minimum of five (5)
accidents in a 12 -month period that are "susceptible to correction by a multiway stop installation."
Volume Warrants for Multiway Stop Control
The MUTCD warrants for multiway stop sign installation also require a volume of at least 300
vehicles per hour (vph) in both directions on the major street (Pierce Road) and at least 200
combined vehicles, bicyclists and pedestrians per hour on the minor street for any 8 hours of an
average day. Minor streets would include Paramount Court and Comer Drive.
The traffic counts conducted in October 2003 show that the two -way volume on Pierce Road only
exceeds 300 vph during two to six hours during the day depending on the segment. Although
detailed counts have not been conducted on Paramount Court and Comer Drive, these streets are
not expected to have a combined vehicle, bicycle and pedestrian volume of 200 per hour for 8 hours
based on the number of residences and other traffic generators.
Conclusions and Recommendations
The results of the reported accident data for the last 5 years show that the only location on Pierce
Road with a consistent operational problem is the intersection at Saratoga - Sunnyvale Road. Of the
six public street intersections west of this location to Surrey Lane, all but one location have only one

reported accident in the five -year period. Three accidents were reported at or near Bella Vina, but
no year had more than one accident. These rates do not meet the criteria for multi -way stop sign
installation at any location. In addition, traffic volumes Pierce Road and all of the, side street
approaches (including bicyclists and pedestrians) do not meet the minimum criteria for the
installation of stop signs on Pierce Road.
Measures other than stop signs on Pierce Road should be considered for reducing travel speeds
since since: 1) stop signs are not warranted on Pierce Road from, a volume or accident standpoint,
and 2) they are not recommended as speed control devices: Other traffic control measures will be
developed and discussed as part of the NTMP process.

Location 1 — Keep Right sign:
Sign faces eastbound traffic and is clearly visible. Sign can be misleading since it is normally used
to instruct drivers to stay right of a median island, but there's a pork chop island used at this location.
The roadway actually curves to the right and intersects with Saratoga - Sunnyvale Road. The pork
chop island separates the southbound right turn into Pierce from the eastbound lane. We
recommend replacement of the "Keep Right" signs with a chevron sign (Caltrans W81) pointing to
the right. In addition, a W5 sign should be installed approximately 200 feet west of the curve for
eastbound traffic.
Location 2 — 30 MPH Speed Limit sign:
Sign faces westbound traffic and is minimum size. Sign is clearly visible to traffic. No pavement
legend is used with sign. No change needed.
Location 3 — Curve Warning 20 MPH sign:
Sign faces westbound traffic and is minimum size. Sign panel is wrong shape for warning signs. It
is rotated 45 degrees to form a square sign rather than typical diamond shape used for warning
signs. Sign is clearly visible but is too far in advance of curve. Combination W5 and W6 signs
should replace the existing sign.
Location 4 — Curve Warning 20 MPH sign and Chevrons:
There are two curve - warning signs. One faces westbound traffic and the other northbound traffic.
both are wrong shapes. sign and chevrons are clearly visible to westbound and northbound traffic.
Foothill Lane tees with Pierce Road at this location. Combination W5 and W6 signs should replace
the existing signs.
Location 5 — Deer Warning sign:
Sign is clearly visible to southbound traffic. No change needed.
Location 6 — Curve Warning 20 MPH sign:
Sign faces northbound traffic and is minimum size. Sign panel is wrong shape. Sign is in the
shadow of a nearby tree during the day but is visible to traffic. Combination W5 and W6 signs should
replace the existing sign.
Location 7 — 30 MPH Speed Limit sign:
Sign faces southbound traffic and is minimum size. Sign is partially blocked by tree limbs. Need to
trim nearby tree and bushes. No pavement legend used with sign. Pruning tree is recommended.
Location 8 — Curve Warning sign:
Sign faces eastbound traffic and is correct shape. The sign is clearly visible. Construction activity
next to the sign may have caused it to lean to one side. Sign post should be reset.
Location 9 — 30 MPH Speed Limit sign:
Sign faces eastbound traffic and is minimum size. Sign is clearly visible to traffic but bushes are
growing around the post. No pavement legend used with sign. Bushes should be trimmed to
prevent sign from being blocked by future growth.

It was a great news that our issue is now on. September 8th Traffic Safety Committee Annual Meeting agenda. I
will be speaking at this meeting.
I thought following information could be helpful for the Committee:
Our difficulty in coming out of our driveway nowadays is two folds:
With the circular driveway and additional paved parking spot by their mailbox area, our view is blocked by the
parked cars, as well as by the overgrown bushes.
I contacted the City back in early '94 when the current owner Mr.
.tul Bhatnagar redid his front yard and the bushes started to block our view. After unsuccessful attempts with
Mr. B, we called the City for assistance. A City person., by the name of Greg, came out and suggested to obtain a
"court order ". We then informed Mr. B about the City's suggestion.
But we never pursue into this option. When Mr. B added his circular driveway in 2000, and added a paved
parking spot by his mail box, this matter has now forced us to pursue the same issue.
Attached please find an Assessor's parcel map of this area (Their
parcel is 389 -31 -010, ours -011). I will bring in an aerial view photo. on September Sth.

Thank you for adding me to the agenda for the next Public Safety Commission meeting.
As a long time resident of Pierce Road I have grown very concerned with the speed of ,traffic. I live at
12881 Pierce Road, which is located on the lower section of the street near Saratoga - Sunnyvale Road. I
am concerned that the cars and trucks driving at excessive speeds puts our residents, their children, pets
and guests at undue risk.
The posted speed limit is 30 miles an hour, however this speed can be easily reached in a very short
distance and many drivers continue to accelerate beyond that.
Taking into consideration that when walking up the street with a child or dog or riding a bike, a car
traveling at 35 miles per hour feels fast and unsafe let alone,a car or truck traveling at 40 T miles per hour.
I started this endevor two years ago only to discover that many of my neighbors had been to the Public
Safety Commission in the past. The Commission did make some change to the road at the bend, which is
very dangerous when cars and trucks are speeding. I would like to further address the speed issues that
would impact the straight away as well as the at the bend, the.two go hand in hand.
Please help me make this a safe stretch of Pierce Road, to live on.

Thank you for getting back to me. I appreciate your assistance in all matters.
The problem with us using the nice new pathways on Sobey and Marshall Lane, is that they
still require the kids to cross a dangerous intersection at Marshall Lane.
Drivers going northbound on Quito often drive fast and zoom around the corner and could
easily hit a child trying to cross there. I'm not comfortable taking my kids that route. I'd
much rather go down Ravenwood, turning left onto Marilyn Lane. But without sidewalks
and with the parked cars blocking the street it's dangerous as well.
I don't want to be annoying, but if the new lot "added" parking then why are there lots of
cars parking on Marilyn Lane..in front of residences & right up on their yards? Cars
also used to park Marshall Lane Street but now they can't because of the sidewalk. One
family who lives on the corner pf Marshall Lane and Marilyn Lane added about 50 yards of
sharp rocks to deter people from parking there.

I' suppose you can only really know the situation if you were to go there in the morning at
8:15am. The situation truly discourages people from Ravenwood & our neighborhood from
walking or riding our bikes. I'd be happy to escort you sometime to show- you what I mean.

Commission to the need for a "children crossing" type of sign.

I will have the pathways looked at along Quito to see what we can do. The new Traffic
Safety Commission will be looking into types of signage which alert motorists to
pedestrians and if appropriate we will install one in your area.
The drop off area on Sobey was eliminated because of the same safety issues mentioned in

Last week we completed pathways on both Sobey and Marshall to increase safety for

Hi,
My name is Susan Zucca and we live at 13911 Loquat Court in Saratoga (corner of
Allendale, near Quito). We have been walking our kids to Marshall Lane school for 5
years now-but I finally stopped this,year because of the safety issues.
Ever since they re -built the parking lot and put up the parking barriers on Sobey Road
there hasn't been enough parking for the parents at the school. Many parents park and
walk their kids to class-mingle with other parents, attend morning PTA meetings, ,
etc. What's happened is that they are now parking on Marilyn Lane. So when we try
to walk-there is no sidewalk and we end up dodging car doors opening and trying to
avoid getting hit by cars driving by. Twice I had to grab my daughter and pull her
aside to get her away from an oncoming car. There was nowhere for her to go.
Also, the sidewalk from Allendale to Ravenwood is atrocious. The pine tree roots
have pushed up the asphalt make it impossible to walk without looking down and
navigating your steps. It's dangerous for bicyclists as well.
Finally, is there a way I can request a "Slow, Children crossing" or "Slow, Children at
play" sign for Allendale? My kids play ball and sometimes need to cross Allendale to
get it. It is frightening as the speed limit is 25 but many cars ignore it and race by.
Especially college students (maybe late for class) who seem oblivious of the speed
limit. My kids also have friends on Allendale and I am very afraid they will get hit
trying to cross the street to go play with them.
Please let me know if there are plans to remedy these situations. I can be reached by

Your message arrived while I was composing that reply if I use the time stamp on it. .I did not receive it from my
mail account until after I had sent out the reply.
It seemed clear cut tome that the reply I received from the City Clerk on 31 August indicates that there has been
no recorded official approval for other than red curbs at one residence on Herriman and that the painting next
door and across the street have been done without recorded approval.
I'm sorry to move out of the "chain of command" but I fear that the financial difficulties we've increasingly
encountered over the past 6 or 8 years have made this the type of issue that has nowhere,to go. Had I received
your reply before replying to Mr. Torres and to the Mayor and City Manager, I would certainly have waited to see
what help you can be.
I certainly don't expect instant action or response that the City was able to give 10 or 15 years ago but in this case
think I have been stuck in what turns out to be an endless loop and thus decided to break out of it by contacting
the Mayor and the City Manager.
My apologies if this creates a problem for you for I understand it is not your doing but a sign of the times with the
very sparse staffing that we must live with in the city.

I was under the impression that Code Enforcement was handling this issue and I was not aware I
was to respond to you.
I did do some research on this and I did find some maintenance records on the intersection in
question. The red curbs were installed in August of 1992 in this location and I believe if I have a
maintenance record for those red curbs I have no reason to believe that they are illegal . I only
receive request to install or remove this type of traffic control. Code Enforcement has had some
problems with the resident at the corner of Herriman and Saratoga Vista painting his curb around his
driveway in the past, Which I saw on my site visit that he reinstalled. Unfortunately, Our Public .
Safety Officer has accepted a new job at another city and I do not have the authority to pursue
this. As you know the city is going through some financial difficulties and we have been experiencing
some short fall in man power to complete small project like this one. Please accept my apologies
for this inconvenience, but this is the best I can do for you. If I could be any further assistance to you

1 have noticed that cars
park there ANYWAY
even with the red and
I've yet to see any
indication of
enforcement or
ticketing by law
enforcement. It always
annoys me when
people who don't pay
attention to the law take
advantage of the lack of
enforcement and do
what they please while
those who try to obey
the law aren't able to
take advantage of
parking which might be
more convenient for
them.
My questions are:
• Is this authorized
painting?
• If it's authorized,
what is the
process that one
uses to get curbs
painted red?
• Why is that area
red when there
are other areas
along Hernman
that seem to me
anyway to be the
same and they
aren't red.
• If this is
authorized, why
isn't the red zone
being enforced?

I had a request from Marcia Kearns to make two changes to the traffic control elements at Blue Hills:
1. move the "no left turn" sign currently posted on the right as cars exit the parking lot from its current location to the
dirt area between the sidewalk and the street. With its current placement, some drivers pull up past it and don't see it
(or are ignoring it....).
2. could we install a break away sign in the middle of the crosswalk on Knollwood like we've done elsewhere? Since
the crossing guard has been eliminated, she is asking for help in alerting drivers.

I called yesterday about the possibility of getting a Yield to Pedestrians sign (like at the intersection of Oak St.
and Hywy. 9) for school crosswalks. I realize they are probably a maintenance issue, but I think they are very
visible to drivers and make them think twice before rushing through the crosswalk.
