Motion passed 3 -1 -0,1 abstain. New Business 1. Traffic Matrix #96 - Roper -19610 Three Oaks Way (Follow up from meeting on 6/9/05) Issue: Speeding and unsafe conditions on Three Oaks Way. Action: Report from Traffic Engineer, TSC will make recommendation MOTION: 2 speed bumps to be placed on Three Oaks per Traffic Engineers recommendation for location, and double yellow lines with reflectors to be placed on the road where it crosses the creek area. Motion passed 4 -0. 2. Traffic Matrix Item #97 &r #103 - Snow &t Craig (Follow up from meeting on 6/9/05) Issue: Traffic on Titus and Prospect, speeding and unsafe crossing Action: Report from Traffic Engineer, TSC will make recommendation MOTION: Accept the Traffic Engineers interim and long range plan for this area. Motion passed 4 -0. (Interim plan - enhance signage, repaint crosswalk, and prohibit parking along street. Long range plan - curb extensions to narrow crossing distance, create refuge in middle of street, improve pedestrian path.) 3. Traffic Matrix # 101 - Miller &r Kumar (Follow up from meeting on 6/9/05) Issue: Residents want permanent radar sign on Cox Avenue Action: TSC will make recommendation MOTION: Request John Cherbone to purchase an additional speed trailer. Motion passed 4 -0 4. Traffic Matrix #102 - Lin -12750 Glen Arbor Court Issue: Wants mirror to increase site distance coming out of Glen Arbor onto Cox Action: TSC will make recommendation ACTION: City will request that neighbor cut the last part of hedge that blocks sight distance. 5. Traffic Matrix #106 - Steve Allen, 18710 Aspesi Drive Issue: Speed bumps on Aspesi- Residents willing to pay for these Action: TSC will make recommendation MOTION: Direct Traffic Engineer to do traffic study on Aspesi and report at the next meeting. Motion passed 4 -0. 6. Traffic Matrix #107 - John Greenleaf Issue: Lack of barriers on Parker Ranch Action: Report from Traffic Engineer, TSC will make recommendation MOTION: To accept Mr. Aochi's July 7, and July 12 reports, implement his recommendations (signage and striping) and notify resident. Motion approved 4 -0. 7. Traffic Matrix #111 - Julie Daniel, 12881 Pierce Road Issue: Speeding and excessive volume on Pierce Road Action: TSC will make recommendation MOTION: Investigate the price of bolt down speed bumps and to install 2 sets between Comer and Saratoga - Sunnyvale, work with Emergency Agencies to determine spacing for emergency vehicles, and to report at the next meeting. Motion passed 4 -0. 8. Traffic Matrix #112 -joy Tsai, 19225 Allendale Issue: Lack of site distance when coming out of residence on Allendale Action: TSC will make recommendation ACTION: City will contact neighbors to get bushes trimmed and to determine if bushes are in the City right -of way. If this is not effective, the City will consider additional action - possible berms. 9. Traffic Matrix #113 - Kiran Malhotra,13750 Surrey Lane Issue: Request for stop sign at Surrey &r Saraview, lack of site distance Action: TSC will make recommendation MOTION: Based on recommendation from Traffic Engineer, stop sign is not warranted. Motion approved 4 -0. 10. Traffic Matrix #115 - Eric Bracher Issue: Wants 25 mph speed sign on Cox, difficult to turn out of Quito Market Action: TSC will make recommendation MOTION: To place a 25 mph knock down sign in crosswalk on Cox Avenue adjacent to the bank. Motion passed 3 -1. ACTION: Public Works will investigate complaint that speed limit sign is blocked by trees. 11. Traffic Matrix Item #117 - Guidotti Issue: Wants sign at Foothill school designating pick up /drop off times Action: TSC will make recommendation No Action on this item - not under the Traffic Safety Commission purview. 12. Traffic Matrix #104 Susan Zucca,13911 Loquat Ct. Issue: Wants Community Signs Action: TSC will make a policy recommendation to Public Works ACTION: TSC recommended that Community Signs be determined on a case by case basis. Not recommended at this location. 13. Traffic Matrix Item #99 &r #110 -Webb &z Chun Issue: Post Office will not deliver mail if there is a car parked in front of mailbox Action: TSC will make a policy recommendation to Public Works MOTION: Direct John Cherbone to move forward with his sign proposal to the City Council. The main route through our area is via Via Roncole which makes a right angle turn at a T intersection in front of our house. The other arm of the T is Ritanna Court, a short dead -end road. Vehicles heading north on ViaRoncole from the T intersection have to go either left or straight ahead and the yellow lines lead them to go straight ahead. However vehicles unfamiliar with this corner often fail to see the NOT A THROUGH STREET sign on Ritanna Court and continue to go straight ahead directly on to Ritanna Court, often at high speed and thus put the children on the Court at risk. I am pleased to say that the short length of Ritanna Court boasts a heavy population of new families with small children and has come to life with bicycles, doll carriages and groups of children walking from house to house. There are no sidewalks. It is an idyllic family situation. We are a poster case for why one would choose to raise their family in Saratoga. There must be some way of alerting drivers coming along Via Roncole in the direction of Ritanna that a left turn is necessary in order to keep on the main route. Perhaps the yellow lines marking the center of the road could be modified slightly. Currently someone not familiar with these roads and coming down Via Roncole in the direction of Ritanna would tend to follow the yellow line that directs them straight ahead onto Ritanna Court. They would naturally fail to see the yellow line on the the other arm of Via Roncole which is way off to their left. If the yellow line were continued in an arc joining the two arms of Via Roncole it probably would help a great deal. 11/1/2005 Page 2 of 2 Another suggestion that was made during a neighborhood discussion was to move the NOT A THROUGH STREET sign to a more prominent position or an EXIT ARROW pointing down Via Roncole In a two hour period on Labor Day during a neighborhood get together we watched two cars come down the Court at high speed oblivious of the children in the area. I seldom work in my garden without seeing at least one car and usually several bicyclists going down Ritanna Court in error. and within minutes coming back out. Weekends are by far the worst time for confused traffic and coincide with the time that the children are at home and playing. Perhaps your traffic specialists have a better solution. Solving this problem will help many motorists and bicyclists and, more importantly, possibly save a child's life. Thank you for your kind assistance with this important matter. Cars sometimes park on the right side and there is not enough room to pass so traffic goes on the left side of the island into oncoming traffic. Wants red curbs or no parking signs here Another issue is on Via de Marcos. The road is S shaped and because of that traffic often veers into your lane creating near head on collisions Traffic is often speeding and does not stay in lane. . DIAGRAM IF NEEDED: 6. I am writing to voice my support of any methods which will make it easier to walk to town from our side of the highway such as: * creating a safe walking path to town on our side of the highway, *clearing the pedestrian footpath which used to go through to the end of Horseshoe Dr. (now called Horseshoe Ct). Does a pedestrian footpath now go through someone's driveway on Horseshoe Ct and can the public use it? *making the Horseshoe Crosswalk safer And I would like to make two further suggestions - -Aloha should not have any cars turning especially left on to highway 9. There have been numerous accidents there. Secondly i work down at Village Preschool at Saratoga Federated Church and I drive there since it is not easy to walk there safely. Since last year I have not been able to turn right on to Park Place although that is my destination. Consequently I add to the congestion going into town. Couldn't Park Place allow right turns in the am if they are destination traffic? Thank you for your consideration of these safety issues. I would really appreciate it if someone could let me know what happened to the pedestrian footpath that used to be at the end of Horseshoe Ct. SYVERTSON 1 Traffic Matrix #125, October 26. 2005 Ms Kristin Borel Public Works - Traffic Control City of Saratoga 13777 Fruitvale Ave Saratoga, CA 95070 Dear Ms Borel: I believe there is a significant problem with the street markings at the intersection of Saratoga Avenue (or Big Basin Way) and Highway 9. On Saratoga the left lane is marked for left turn onto Saratoga Los Gatos Road. Similarly. on Big Basin the left lane is marked for left turn onto Saratoga Sunnyvale Road. On several occasions, twice on Saratoga Avenue we were in the right lane proceeding into the business district and once on Big Basin when we were again in the right lane proceeding out of the business district down Saratoga Avenue, the cars in the left lane did not turn left but went straight through the intersection. We were able to avoid the errant drivers twice but the third time the driver proceeding wrongly swerved abruptly to the right and sideswiped our car doing over $800 in damage. I am sure there are others who have had similar experiences. We believe that the left turn lanes should be marked more clearly probably painted or with overhead signs that state "LEFT TURN ONLY ". As a fifty -year resident of Saratoga, I would appreciate hearing what if any action is taken to resolve this problem. Sincerely, C. A.
