Pancreatic Cancer Awareness Month Proclamation Recommended action: Read and present the proclamation declaring November 2011 as Pancreatic Cancer Awareness Month in the City of Saratoga. 2. Appointment of Library Commissioner and Oath of Office Recommended action: Adopt the attached resolution appointing one (1) member to the Saratoga Library Commission and direct the City Clerk to administer the Oath of Office. Request to Change Saratoga Library Commission Meeting Schedule Recommended action: Adopt resolution approving the request to change the meeting schedule of the Saratoga Library Commission. Annexation of Unincorporated Islands and Adjustments to the Urban Service Area (USA) Recommended action: Direct staff to take the following actions within the next year to reduce the number of unincorporated islands: , 1. Complete an application for LAFCO approval to modify the boundaries of the USA to include the recently acquired Quarry Property and to remove Saratoga Unincorporated Island No. 4 (STG04) in the vicinity of On Orbit Drive and the Orchard Meadow Subdivision (portion of STGO1). 2. Start the preparations to initiate annexation of the following areas: a. The remaining portion of STGO1 b. STG02 and the adjacent Quarry Property c. STG06 and STG07 3. Gather additional information in the interest of annexing STG05 in the future. 9. Prop. 13 created significant problems for cities with low property tax rates at the time. These cities could not raise property tax rates to meet their community needs. Property tax share was frozen by the Legislature in the distribution formula from AB 8, passed in 1979. In Santa Clara County, four cities were significantly below the average tax rate: Los Altos Hills, Cupertino, Saratoga and Monte Sereno. In 1989 legislation was passed to correct this situation, giving cities what is referred to as Tax Equity Allocation (TEA). The tax equity allocation for these four cities was .07. Unfortunately, for a variety of reasons, these four cities did not receive their full share of TEA funds. Subsequent legislation by Assembly Member Vasconcellos, changed the four Santa Clara cities' ERAF frorn .07 down to .04 share. During the ERAF shifts these cities lost. their proportionate share based on what they received in property tax at that time. The shift was only in the 2" d year of the TEA Formula. While AB 117 made significant improvements, the four cities are still being treated inequitably in that no other cities are subject to the same ERAF diversions. AB _ will finally resolve three decades of inequality for these four cities by treating them like every other city in the state. Specifically: Beginning in 2014- in years when Test 1 (Prop 98 Test) is not in use - and for 5 consecutive years thereafter the ERAF reduction would be reduced by 20% annually and after 5 years 100% reduction would be completed.
