Discuss National Registry & Saratoga Landmark Plaques — Item Discussed. Senior Planner Christopher Riordan said that the presentation of the plaques should continue again since it has been awhile since one was presented. Commissioner Koepernik said that Marily Marchetti had been writing articles about the historical plaques. Chair Kellond said that he would recommend that the plaques be presented to all of the recipients during the same Council meeting. B. Discuss Heritage Orchard Signage — Item Discussed. Chair Kellond said that he was moving forward with the sign and that he had asked Public Works to include funding for the Orchard Sign in the CIP budget. Commissioner Koepernik said that there was still a need to discuss the sign with the library. C. Discuss Historic Incentives — Item Discussed. Chair Kellond said that there was a need to pick up the discussion of designating Oak Street as a Heritage Lane and said that there is a need to educate Oak Street neighbors about what it means to have the designation as a Heritage Lane. Vice Chair Marra said that there was a need to have the school sign the agreement to the Oak Street designation. Chair Kellond said that members of the community have asked him about the Oak Street historical designation and that he remembered that the application was complex when it was reviewed and that he would follow up on it. D. Discuss Sign for McWilliams House — Not Discussed E. Discuss Orchard Pathway — Item Discussed. Senior Engineer Harvancik described the status of the Orchard Pathway and informed the Board that the work on the trail had begun the previous day and that the work is being performed by Donald Hays Trail Construction, Incorporated and that the cost was $18,563. The contractor has been clearing brush and bushes from the path location and is going to install a string to along the location of the path. Chair Kellond asked about the composition of the trails surface and Senior Engineer Iveta Harvancik said that it would be made of compacted dirt with a header board. Commissioner Koepernik expressed his concern that the header board could be in conflict with Matt Ivancovich maintenance of the orchard and that a more viable solution to identify the pathway would be to mound up the dirt. Commissioner Koepernik also stated that the trail contractor should coordinate his construction activities with Matt Ivancovich. Chair Kellond asked if the existing Pathway through the orchard was part of the work and Senior Enginner Harvancik said that the existing pathway was going to remain. Chair Kellond asked if there was going to be signage and Senior Engineer Harvancik replied that markers would be placed at both ends of the trail. Chair Kellond asked how the public was going to be informed about the existence of the pathway and Senior Engineer Harvancik suggested that it could be identified on the City's website. Commissioner Koepernik wanted clarification on whether it was going to be called a trail or a pathway. Chair Kellond requested that the HPC be notified when the pathway layout was going to be marked by string and then get Matt and Don together to discuss the layout. F. Discuss Orchard Maintenance - Not Discussed 3. New Business A. Proposed relocation of an Oak tree from the Heritage Orchard to a site at West Valley College. — Item Discussed. Senior Planner Christopher Riordan gave background on the tree relocation. Commissioner Koepernik said that he would like West Valley College to move the existing main water line and to pay for new trees for the Heritage Orchard. Commissioner Sorden suggested that West Valley College install a plaque near the tree to identify where it was moved from and to identify the City as the donor. 4. Pending Items A. The property is undergoing redevelopment, and the current property owner, Mahammad Estahbanaty, is proposing to construct a new residence that will require the demolition of this older structure. St. Charles St. is a narrow two -lane connector between Oak and Sixth Streets in Saratoga Village. It was established as a public street as a part of the recording of the first plat of the Village of McCartysville in the early 1860s, although no apparent development occurred that was accessed from this street until the subject property was developed in the late nineteenth or early-twentieth century. Today, residential properties are accessed from the north side of this street, where condominiums have been constructed in recent times. The proposal for demolition of this structure was reviewed by the Saratoga Heritage Preservation Commission in January of 2008, at which time they unanimously voted to recommend that the future replacement structure for this property be reviewed by them for compatibility with the neighborhood. They also requested that a "historical report be prepared documenting the house." Commissioners indicated that it was believed that the extant house on this property had some historical significance to the church that once had existed on the adjacent property- -at the corner of Sixth and St. Charles Streets. This report provides the historical background requested by the Commission, and includes a technical development history and architectural description of the property within the context of Saratoga's history and development. The property lies within Saratoga Village, the City's historic downtown, and was likely built or relocated to this site in the late 1890s or early twentieth century-- during a period that Saratoga was an unincorporated community within greater Santa Clara County. The lumber industry that had dominated the economy in the local area had declined by the end of the nineteenth century, but Saratoga had by then begun to evolve as a suburban place associated with the rise of the horticultural industries in Santa Clara Valley. SUMMARY OF FINDINGS The property lies within the 1863 recorded plat of the Town of McCartysville, an early pioneer village that became known as Saratoga by the mid- 1860s. The property was initially sold in 1895 when Daniel McCarthy, the son of Martin McCarty who had originally had the town surveyed in 1852, sold the property to Julia A. and Silas McLean. The McLeans may have constructed the house on the property, but it was more likely built by two brothers, Hermann and Emil Henris, carpenters by trade, who acquired the western half of the McLean property in early 1898. It is not documented who may have lived on the property over the next four decades, but at least during a portion of this time it may have been the residence of one of the Henris brothers. In 1908, the brothers split the property, and Emil apparently continued to own the property until it was sold to Jessie and Albert Hayes sometime in the mid - teens. The Hayes built the neighboring Craftsman Bungalow currently located at 14739 Oak St., and sold the north portion of the lot facing St. Charles St. (the subject property) in 1938 to Manlio and Ines Filipello. In the 1950s, the Filipellos constructed a concrete foundation for the house and expanded it to the rear, enclosing the rear porch. The adjacent property to the west, located at the southeast corner of Sixth and St. Charles Streets, was the site of the Saratoga Episcopal Church from about 1896 to 1919. The church was later converted into a house, and then demolished in recent times when it was replaced by the house that exists today. ARCHIVES 6 ARCHITECTURE Historical Report 20731 St. Charles St., Saratoga, CA HISTORICAL BACKGROUND Page 6 Most of Saratoga is on land that was once part of Quito Rancho, a land grant that was established during California's Mexican period. In 1841, the Mexican governor of Alta California, Juan B. Alvarado, granted three - square leagues of land (over 13,000 acres) known as Quito Rancho to Jose Noriega and his father -in -law Jose Zenon Fernandez. By 1858, the Arguello family owned much of the rancho and began to subdivide it for ranch use during the early years of the valley's period of horticultural expansion. In 1847, William Campbell, a pioneer who arrived in California in late 1846 as a leader of the Campbell /Aram sub -group of the Russell/Boggs Wagon Train, built a lumber mill on the banks of the Arroyo Quito (now Saratoga Creek) which became the nucleus of a community called Campbell's Gap. Following California statehood in 1850, this early pioneer town was surveyed in 1852 and became McCartysville, named for another early settler, Martin McCarty. During the 1850s and 1860s, McCartysville, renamed Saratoga in the mid- 1860s, established itself as an active lumber town, located at the base of the Santa Cruz Mountains, where harvesting of the redwood forests on the eastern slope of the mountain range took place over the next half century. By 1895, the available timber used for commercial purposes on the eastern slope had been depleted, and the mills were moved to a location about five miles below the summit on the ocean side of the mountains. By then, the expansion of horticultural industries in Santa Clara Valley was well under way, and the environs around the Village of Saratoga had begun to be developed with orchards. Saratoga served as one of the centers of the booming horticultural industry until the second half of the twentieth century, when the industrialization and suburbanization of the valley brought the "Valley of Heart's Delight" to a close. The natural beauty of Saratoga drew both vacationers and new residents during the first part of the twentieth century, due to new mobility brought by electrified rail and the automobile. With the development of the San Jose -Los Gatos Interurban Railroad (later the Peninsular Railway Co.) which opened in 1904, much residential growth occurred in Saratoga during the early part of the twentieth century. The Interurban ran along the current route of Saratoga -Los Gatos Road until 1933 when the rail route was replaced by buses. After World War I1, the town began to grow as a suburban community and incorporated in 1956, largely as a reaction to the expansive growth policies of the City of San Jose to the east. DEVELOPMENT ON ST. CHARLES STREET The subject house located at 20731 St. Charles St. was likely constructed on or relocated to the site sometime between 1898 and 1908 or later by Herman and/or Emil Henris. Although it has been noted by members of Saratoga's Heritage Preservation Commission that the residence might be historically connected to St. John's Episcopal Church, which had once existed on the property to the west of the subject property, no connection between owners, renters or the church has surfaced while researching this property. The only known reference to any potential association with the church is a small notation in the 1918 and 1930 Sanborn Fire insurance maps for Saratoga which notes "Episcopal Church at corner" near the subject property. No evidence that this building served as a rectory or parsonage for the church has been located. The following history defines the owners and context for the subject parcel and includes a short history of St. John's Episcopal Church. ARCHIVES & ARCH:ITECTURE Historical Report 20731 St. Charles St., Saratoga, CA 20731 St. Charles St. Page 7 The triangular block between Sixth, Oak, and St. Charles Streets remained unsubdivided until the mid - 1890s. This land had been a portion of Block A of the original Town of McCattysville. On December 10, 1895, Daniel M. McCarthy (then a resident of San Benito County), the son of Martin and Hannah McCarty who founded McCartysville, sold two parcels on this triangular block. The first was a square parcel at the southeast corner of Sixth and St. Charles St. which he sold to John G. Gasmann (Deeds 186:44). This parcel would later be the site of the St. John's Episcopal Church. A second, larger parcel to the east and wrapping around the south of the future church site was sold to Julia and Silas A. McLean. The McLeans then parceled off the subject parcel by deed a little over two years later, creating a one -acre L- shaped lot, and selling it to Emil and Herman Henris on January 25, 1898 (Deeds 205:316). The subject property is a portion of this larger one -acre lot. Emil and Herman (Hermann) Henris were the sons of John Henris, a German farmer who immigrated to the United States in 1860 and was widowed by 1880 and living in Iowa. By 1900, John Henris had relocated to Saratoga with Emil who worked as a farm laborer. Their relocation to Saratoga coincides with the date of purchase of property by John's two sons. By 1910 Emil and his wife Nellie lived on Saratoga Avenue where Emil worked as a house carpenter. They continued to live in Saratoga until the 1920s. Herman Henris was born in Illinois in 1864 and also had moved to Saratoga by 1900 with his father and brother. However, in the early 1900s he lived in San Jose working as a carpenter and in 1907 he married his wife Edith. They had four children and lived in Saratoga during the 1910s, but not likely at the subject property, as at that time it only consisted of two small rooms. He continued to work as a house carpenter during the teens, and in the 1920s moved to San Jose where he was listed in City directories as general building carpenter. He continued to work as a carpenter into the 1930s, dying in San Mateo on March 10, 1940. On May 29, 1908, Emil, and Herman and his wife Edith (Edythe) split the property. Emil received the portion at the corner of Sixth and Oak Streets and probably built the house that is extant on that site today, at 14753 Oak St., while Herman received the subject parcel that at that time extended through to Oak Street. The subject house may have been constructed sometime during the 10 years after the brothers had purchased the property. By 1917, the property, then extending from St. Charles to Oak Streets, was apparently sold to Albert C. and Jessie Hayes. Albert Hayes was born in Missouri in 1866 and moved to California by 1903. His wife Jessie, was born in New York in 1866 and was of Scottish descent. They had three children. Albert C. Hayes was the president of Cambers Hayes Furniture and Carpet Store in San Jose and lived on Reed Street in the early 1900s. In 1916, Albert and Jessie sold their large Victorian mansion at the northwest corner of East Reed and South Seventh Streets in San Jose, and appear to have built the Craftsman Bungalow located at 14739 Oak St. in Saratoga. By 1920, Hayes is identified in the federal census as owning a residence on Oak Street near Sixth Street. He worked as a real estate agent during this time. He continued to live on Oak Street until at least the late 1930s. On August 15, 1938, Albert C. and Jessie Hayes split their property by deed, selling the portion along St. Charles St. (the subject property) to Manlio and Ines Filipello (OR 890 -359). The Filipellos lived in the residence until at least 1958. Manlio and Ines were from Italy, immigrating to the United States in 1913. By 1920, Manlio and his family lived in Oakland where he worked as a shoe salesman. They lived in Oakland until moving to Saratoga around 1938. Based on physical evidence, it is clear that the Filipellos constructed the concrete foundation and expanded the house to the rear, enclosing the rear porch as well as building a new elevated front porch. Later residents include Hamidul and Zarada Moulay, who lived in the residence by 1962. Hamidul worked as a writer. They only lived there a few years, and in 1965, John L. and Hortensia Caveness were ARCHIVES & ARCHITECTURE Historical Report 20731 St. Charles St., Saratoga, CA Page 8 the house occupants. John Caveness was a quarryman. By 1974, Dennis Kuehn, a student, was living in the residence. Other contemporary residents were not documented as a part of this report. St. John's Episcopal Church On December 10, 1895, Daniel M. McCarthy created by deed the parcel at Sixth and St. Charles St. and sold it John G. Gasmann (Deeds 186:44) who, a year later, would build St. John's Episcopal Church on this corner site. Gassman lived in Cupertino and worked as a minister in Alameda, San Jose and Santa Clara before helping found St. John's Episcopal Church. Gassman had assistance from H.W. and I.W. Postlewaites and other members of the local community in establishing the church in Saratoga. During the late 1890s, as the population of Saratoga grew, other churches were also established, including the Roman Catholic Church and the Methodist Episcopal Church. Before construction of the simple board and batten church at the corner of Sixth and St. Charles Streets, members met in Cloud's Hall and later in the Methodist Church. St. John's Episcopal Church was established in 1896 and was under the jurisdiction of St. Luke's Episcopal of Los Gatos, functioning as a satellite church of St. Luke's. Dr. John Gassman became the first Rector of the church in 1896, officiating its first service on September 20, 1896. Other ongoing activities at the church included periodic services by Bishop William Ford Nichols in the early 1910s. It appears that the church was closed for some time in the early 1910s, but in 1912 services was resumed. Later rectors include Rev. L.H. Tracey, Rev. John Collins and Rev. Gilmore. Gilmore and Collins were both from St. Luke's of Los Gatos. In 1919 the church building was sold, but Episcopal services continued into the late 1930s and early 1940s. Services were held in the Federated Church when the Saratoga Episcopal members merged with St. Luke's of Los Gatos in the 1940s. When the church was sold, money from the sale was placed in the Bishop's fund, and was used later in 1957 when establishing the current Episcopal Church of St. Andrew's on Saratoga Avenue in Saratoga. By the 1940s, the church property was owned by Emilio Costa and later Lena L. Wyrsch, and by the 1960s, the church building had been remodeled into a private residence. It was recently demolished and a new residence constructed on the site. ARCHIVES & ARCHITECTURE Historical Report 20731 St. Charles St., Saratoga, CA PROPERTY DESCRIPTION Page 9 Sanborn maps show a one -story frame house on this site by 1918. The house was shown with a narrow rectangular footprint, parallel with St. Charles Street, and a full -width rear porch. The current building clearly incorporates these original house and porch components, but it has been altered over time. The vernacular nature of the design, along with the changes to the house's form and materials, make it difficult to determine the age of the original building. View of front elevation from St. Charles St. Some of the interior wall finishes have been removed, so original stud framing is visible. The studs are rough timber, not nominal, and have been covered with more than one interior wall finish in their history, as evidenced by plaster - and -lath stains and multiple nails and nail holes on their faces. Physical evidence shows that the gabled roof is in its original form, so the rear porch was originally recessed and was enclosed to make living space at a later date. Dropping from the rafters are I x struts. Some of these rest on an area of the ceiling that was at one time supported by a bearing wall. This wall was removed at some point, but its location is known from a change in floor finishes, the line of the foundation wall, and seams in the exterior siding, in addition to the rafter framing. The rafters are spaced widely (approximately 32 "o.c.). The exposed and separate rafter tails are kicked up with wedge - shaped trim, so the roof has subtly bell -cast eaves. The roof is currently covered in composition shingles, but the roof was originally covered with wood shingles, still visible under the current finish. The eaves have added metal gutters. The current front (facing St. Charles Street approximately north) and both sides are clad with horizontal wood siding in a channel rustic pattern. Representative of the late nineteenth century, this siding is ARCHIVES 6 ARCHITECTURE Historical Report Page 10 20731 St. Charles St., Saratoga, CA generally associated with wood construction from the late 1860s through late 1880s in the South Bay area, although appears as a salvage material in later construction. The rear wall, rear addition, front porch pony walls and interior walls are all V- groove. The dimensions of this siding are indicative of circa -1950s construction. The concrete foundation is also associated with the mid - twentieth century, as the interior surface of the main house foundation was clearly formed of V- groove siding. In addition to the V- groove siding, the rear ell contains nominal lumber, interior drywall, a slab floor, and exterior trim that correspond with this age of construction. The apparently 1950s full -width front porch serves as a roof deck above an expanded walk -out basement and garage. The garage doors swing outward. It is unexplained why the east wall has continuous finishes the full width of the side, as it is probable that the rear portion of this wall would have been open originally, as the side of a porch. The west side has a seam in the siding that shows precisely where the recessed porch wall has been enclosed. View of rear at southeast corner The windows in the main house are primarily casements. The sash are one -lite, approximately square in proportion. Some are set individually; some are set in paired units. The windows are unusual for the nineteenth century—snore typical would be double -hung windows —but they appear original to the framing (i.e., there are no scabbed -in studs or headers surrounding at the exposed window frames). The rear window is 1/1 double hung in a wide proportion, more typical of the nineteenth century and the rear addition has a variety of multi -lite windows, apparently salvaged. ARCHIVES & ARCHITECTURE Historical Report 20731 St. Charles St., Saratoga, CA Page l l A centered door opens onto the roof deck facing St. Charles Street. It is not clear if this is in an original doorway, but it is not likely, as the two -panel door is not old, and its location does not correspond to an original porch or staircase. The current main entry door faces to the east, under a gabled projecting roof. The roof is cantilevered with knee- braces. This door has a single viewing window and three panels. Its location is at one of the original rear corners, so it may not be in an original location, either. There is no physical evidence of an earlier doorway from the original rear porch. The interior walls are currently clad almost entirely with horizontal V -groove siding. The finish is not original, as the exposed studs have horizontal marks that indicate former interior plaster -on -lath finish. The ceilings are beaded board with a false center bead, likely original to the house, as shown by the paint lines where walls have been added and removed. This type of paneling is typical of the late 1880s and 1890s and later. The interior plan of the main building includes two rooms and a bathroom in the southwest corner, occupying part of the former porch. The main rooms are connected by an unusual open pass - through. The rear addition is currently a single space; however, its finishes have been gutted, and earlier walls may have been removed. Much of the floors are covered with carpeting, but there are exposed areas of painted softwood floorboards, indicating that this was the original floor finish. The board width changes at the rear of the house along its width— illustrating the seam between the original house and porch. The porch boards slope slightly to the rear. Other interior finishes include kitchen cabinets of an unknown age, and modern bathroom fixtures and finishes, likely from the mid -to late twentieth century. Rear elevation showing addition, viewed facing northeast ARCHIVES & ARCHITECTURE Historical Report 20731 St. Charles St., Saratoga, CA STATEMENT OF FINDINGS Page 12 The property lies within the 1863 recorded plat of the Town of McCartysville, which became known as Saratoga by the mid- 1860s. It was initially sold in 1895 when Daniel McCarthy, the son of Martin McCarthy who had originally had the town surveyed in 1852, sold the property to Julia A. and Silas McLean. The McLean's may have constructed the house on the property, but it was more likely built by two brothers, Hermann and Emil Henris, carpenters by trade, who acquired the western half of the McLean property in early 1898. It is not clear who may have lived on the property over the next two decades, but may have been occupied by one or both of the brothers during their ownership, or their father, who appears to have lived in Saratoga as of 1900. In 1908 the Henris families split the property, and Herman apparently continued to own the property until it was sold to Jessie and Albert Hayes sometime in the mid- teens. The Hayes built the Craftsman Bungalow currently located at 14739 Oak St., and sold the north portion of the lot facing St. Charles St. in 1938 to Manlio and Ines Filipello. In the 1950s, the Filipellos constructed a concrete foundation for the house and expanded it to the rear, enclosing the rear porch. The building itself reflects a nineteenth -century vernacular cottage, originally constructed with two rooms with a rear outdoor porch. The building shape, rough wood framing, attic bracing technique, use of channel rustic siding, and interior beveled ceiling boards are indicative of a building constructed sometime between 1880 and 1900. It is possible that the cottage was salvaged from one of the company lumber camps that had existed on the eastern slopes of the Santa Cruz Mountains prior to 1895. That year the lumber mills were relocated to the ocean side of the range, and the worker housing would have become surplus at that time. Salvage and re-use of buildings and their components was fairly common during this period, and would have provided a ready -made residence for the Henris family members who had just moved into the area. Early verification of the existence of the original building on this property remains elusive, and the 1918 Sanborn Fire Insurance map provides the earliest concrete evidence of a building existing on this site. The adjacent property to the west, located at the southeast corner of Sixth and St. Charles Streets, was the site of the Saratoga Episcopal Church from about 1896 to 1919, and services continued at the site for a number of years later, until the original church building was converted into a residence. The residence was demolished in recent times when it was replaced by a new house. The church has no known connection to the subject property at 20731 St. Charles St. . The existing residence has evidence of termite activity within the substructure and inaccessible areas. An accompanying termite report (ATTACHMENT 2) recommends fumigating the entire structure for complete eradication of all drywood termite infestations. Prior to demolition, the staff and the applicant request a determination from the Historical Preservation Commission- (HPC) on -the historical significance of the existing residence. The determination to allow the demolition would be based on the recommendation from the HPC. Historic Evaluation The property is not currently listed on the City's Historic Resources Inventory. Access into the property comes from a private road connected to Saratoga Avenue. Portions of Saratoga Avenue are considered a heritage lane and protected under guidelines established in Chapter 13 of the Saratoga Municipal Code (SMC).. The private road accessing 13840 Saratoga connects to the portion of road known as a heritage lane. The residence is located approximately 1 /10th of a mile away from the lane and placed significantly out of view from the public right -of -way. Staff has determined that the home could be classified as being most indicative of a ranch style residence. These features include single -story, low pitched gable roof, deep -set eaves, L- shape,- and -attached - garages. —The - applicant - has -submitted -a - site plan- and - photographs of the existing structure. Per City records, the residence was built in 1956. Decision by HPC The applicant is requesting a determination of the HPC regarding the historical significance of the structure. The following are options available to the Commission in reviewing this proposal: 1.
