Commissioner Marra, on behalf of Chair Kellond, suggested to the Commission that the Sam Cloud building should be rededicated. The Commission thought it may be prudent to provide the owners with application materials regarding making the structure a designated landmark and encouraging the Mills Act. Commissioner Marra reminded the Commission about the Orchard Trail Loop opening to take place on August 26t`' and commented that Chair Kellond should be involved in the opening. Commissioner Marra also reminded the Commission that a recognition dinner will take place on September 23rd to recognize the contributions of City Commissions. Commissioner Marra informed the Commission that the signs for Whalen Way are presently being constructed. Mr. Willis Peck commented that some signs on Marion Avenue read `Ave" and others read "Road" and that they should read `Avenue." Mr. Peck also inquired about the status of Oak Street as a heritage lane application. Director Livingstone informed him that the application had been closed due to inactivity. E. Oral Communications — Historic Preservation Commission direction to Staff — Instruction to staff regarding actions on current Oral Communications. — The Commission directed staff to send an electronic copy of the Historic Resources Inventory to Commissioner Tai. 2. Commissioner Koepernik commented that the incentives should be monetary (i.e. reduction of permit fees), as that will encourage applicants to come forward and submit for HPC review. He suggested that this be one of the talking points with City Council during the Joint Meeting on September 3, 2008. D. Discuss Sign for McWilliams House — Item not discussed. 3. New Business A. Updating the Historic Resources Inventory — Item discussed. Director Livingstone suggested that the Commission first focus on refining the existing Inventory and getting it updated. Commissioner Marra suggested that the existing inventory be organized by areas of the City. Commissioner Koepernik suggested that the Commission drive to the sites together in a van to ascertain the current condition and significance of the structure. Commissioner Tai commented that the Inventory should be reviewed on an annual basis so that it doesn't get as out of date as it currently is and also volunteered to convert the existing Inventory to Excel format. The Commission motioned to adjourn the meeting to a special meeting on August 26, 2008 at 8:30 am to discuss the process to updating the resource list and to prepare for the City Council Joint meeting on September 3, 2008. Community Development Department City of Saratoga 13777 Fruitvale Avenue Saratoga, California 95070 M E M O R A N D U M DATE: September 9, 2008 TO: Heritage Preservation Commission FROM: Christopher Riordan, Senior Planner SUBJECT: Determination of whether or not the existing home located at 13514 Hammons Avenue is historically significant. Property Location: 13514 Hammons Avenue, Saratoga, California Property APN: 393 -34 -009 Project Applicants: Cindy Brozicevic — InnerHouse Design Property Owners: Kyung -Mo Shin Project Summary The subject property is a one story single - family home located at 13514 Hammons Avenue. According to the applicant, the home was constructed in 1951. The residence was originally constructed using adobe bricks. An addition was added in 1977 that used conventional wood framing with a smooth stucco exterior that does not match the exterior of the original adobe home. The applicant does not plan on adding any square footage to the existing residence. Modifications would include updating the existing windows as well as relocating some of the exterior openings. The existing roofline and roof tiles are to remain. The primary exterior change would consist of coating the existing adobe bricks with smooth stucco so that both the original house and the addition would have the same exterior finish. Prior to applying stucco over the existing adobe bricks, the staff and the applicant request a determination from the Historical Preservation Commission (HPC) on the historical significance of the existing residence. The determination to allow the project to continue would be based on the recommendation from the HPC. Historic Evaluation The property is not currently listed on the City's Historic Resources Inventory. Decision by HPC The applicant is requesting a determination of the HPC regarding the historical significance of the structure. The following are options available to the Commission in reviewing this proposal: 1. Determine that the structure is not historically significant: If the Commission determines that the structure is not historically significant, the property would not be listed on the Historic Resources Inventory. Proposed demolition and /or future alterations would not be subject to HPC review. Determine that the property /structure is historically significant and direct staff to place the structure on the historical list: If the Commission determines that the property /structure is historically significant: ■ At least one (1) of the seven (7) criteria listed in the City code must be selected to reflect the reasons why the structure is significant. ■ The HPC would need to determine that the proposed project either meets or does not meet the Secretary of Interior Standards (Standards) for historic properties. Suggestions to ensure compliance with the Standards may be provided. • Staff would place the property on the Historic Resources Inventory and proposed future alterations to the structures would require HPC review and would be required to meet Standards for historic properties. The seven Criteria are as follows (City Code §13- 15.010): (a) It exemplifies or reflects special elements of the cultural, social, economic, political, aesthetic, engineering or architectural history of the City, the County, the State or the nation; or (b) It is identified with persons or events significant in local, county, state or national history; or (c) It embodies distinctive characteristics of a style, type, period or method of construction, or is a valuable example of the use of indigenous materials; or (d) It is representative of the notable design or craft of a builder, designer, or architect; or (e) It embodies or contributes to unique physical characteristics representing an established and familiar visual feature of a neighborhood or district within the City; or (f) It represents a significant concentration or continuity of site, buildings, structures or objects, unified by past events or aesthetically by plan or physical or natural development; or (g) It embodies or contributes to a unique natural setting or environment constituting a distinct area or district within the City having special character or special historical, architectural or aesthetic interest or value. This property was purchased in 2007 with the intent to update the interior amenities. This adobe structure was originally constructed in 1951, and had a major addition in 1977 which consists of a 2 car garage, office, laundry room and Master Bedroom Suite. The addition was constructed using conventional wood framing and does not match the existing adobe structure. Attached please find photographs and a floor plan depicting the existing conditions. Scope of Work: The remodel we are planning will not add any square footage to the structure, and the majority of the work will remain on the interior. The exterior modifications desired by the client are to update the windows, and relocate a few of the exterior openings. The proposed changes to the windows will allow for a better functioning floor plan, as well as allow for more energy efficient units to be installed. The existing roofline and roof tiles are to remain. This is not the original roof, but rather a roof that was replaced in 2001. The other exterior change we would propose is to recoat the exterior with smooth stucco. This would allow us to make changes to the window placement without trying to match the pattern of the exposed adobe. The addition in 1977 is a stucco finish, and does not match the adobe brick pattern. The stucco proposed would cover the entire exterior wall surface, so the original structure and the 1977 addition would be consistent. Saratoga Avenue was designated a Heritage Lane between Fruitvale Avenue and the Village in August 1991. Because the application is being processed for staff review and the project fronts onto Saratoga Avenue, staff is forwarding this application to the Heritage Preservation Commission for a determination whether this project will impact the historic and rural character of this Heritage Lane. Saint Andrew's Episcopal Church currently locates their emergency supply distribution container on the church site. During an emergency, the inhabitants of the school are instructed to congregate on the playfields. The playfields are located adjacent to Crestbrook Drive. To provide easier access to the emergency supplies, the Church is proposing to relocate the existing metal storage container from the Church site to the playfield. The playfields are located on the portion of Saratoga Avenue that has been designated as a Heritage Lane. Historic Evaluation The property is not currently listed on the City's Historic Resources Inventory. Recommendation: Staff recommends that the Historic Preservation Commission review the proposed relocation of the storage container to assess whether or not it will impact the historic and rural character of Saratoga Avenue.
