Routine Organization A. Roll Call PRESENT - Koepernik, King, Peck, Ballingall, Grens, Wyman, Peepari Guests: Ann Waltonsmith, Danielle Surdin B. Approval of minutes from 10/9/01- Approved 7 -0 C. Posting of the Agenda - Pursuant to Government Code Section 54954.2, the agenda was posted on Thursday November 8, 2001 D. Oral Communications -Norm Koepernik prepared a thank you letter to the Saratoga News. All members were in favor of the letter. The letter was sent 11/29. Danielle Surdin gave an update on the lighting ceremony downtown. E. Written Communications II. Old Business A. Design Signage for the Orchard adopt a tree kiosk — Review two options. Coordinate the final design with the Library Development Committee. B. Establish a Mission Statement. The Mission Statement was reviewed and approved. C. Heritage Tours — Continue discussion. III. New Business A. Orchard events and ideas. Work with Park and Rec. on ideas. B. Start planning for the Mustard Flower Walk. The Mustard Weed Walk was discussed and February or March will be the most likely dates for the walk. IV. Items Initiated by the Commission A. Create calendar of old historic photos. Still in progress. B. Austin Way - Potential Heritage lane designation. The HPC walked Austin Way and then returned to the Warner Hutton House. A unanimous vote was then taken to start the process to designate Austin Way as a Heritage Lane. It was also suggested that there could be various events that could take place on the roadway to bring attention to the unique brick road. Some of the suggestions were a street fair, antique show, and a car show. V Items Initiated by the Secretary A. Removal of Oak trees in the Heritage Orchard. Ann Waltonsnuth discussed the various options on how to deal with the trees. Phylis Ballingall inquired about whether or not an arborist has looked at the trees. There was a consensus by the HPC to continue looking into options concerning the trees. B. New street name for the project at14221 Terrace Court was selected based on the located there called The Terrace. VI. Adjournment Saratoga - Sunnyvale Road. Livingstone, Associate Planner DATE: November 13, 2001 RE: REMOVING OAK TREES IN THE HERITAGE ORCHARD BACKGROUND At the October 9, 2001 HPC meeting City Council person Ann Waltonsmith made a presentation to the HPC concerning the possibility of transplanting the large Oak trees located in the Heritage Orchard. The large canopies and root systems of the Oak trees inhibit orchard trees from growing. In an effort to save the orchard trees, it was asked that the possibility of moving the Oak trees be researched. DISCUSSION After contacting three tree transplant companies I received quotes ranging from $10,000 to $15,000 dollars to transplant a tree. Some of the variables in price included where the tree is going, the height and size of the tree, and route' of travel. I was advised by one of the companies that typically developers would not purchase a tree unless it has survived in a box for at least one year. I was also advised that depending on the size of tree that the cost of transplanting it would exceed the price that it could be sold for since there are companies that grow large trees specifically for that purpose. There is also no guarantee that the transplanted trees will survive. Finally, one of the professional tree movers I talked to who was familiar with the Heritage Orchard said that it would require a large path for the equipment to access the tree to be removed and that a fair number of orchard trees would need to be removed surrounding each Oak for equipment. Ann Waltonsmith talked to one company that is willing to look at the trees and see if they can market the trees and transplant them for the City. ALTERNATIVES 1. See if the one company interested in the trees would remove them at no cost to the City and possibly move one or more of the trees into the median on Fruitvale Avenue. The advantage of this is that the trees could be saved at little or no cost to the City except for the replacement of the orchard trees. 2. Remove only a few trees closest to the edge of the orchard and transplant them in the median along Fruitvale Avenue. The advantage of this is it would reduce the number of Planning Commission Memo RE: HERITAGE ORCHARD November 13, 2001 Paget orchard trees lost. The disadvantage is that there is no guarantee the transplanted tree would survive and there is no cost recovery. 3. Transplant all of the Oak trees and leave them on site for one year and then try to sell theirs. The advantage of this is the chance for some cost recovery. The disadvantage of this is the initial funding, chance of the trees dying, cost of the additional orchard trees, and the problem of selling the trees. 4. Cut down the Oak trees. The advantage of this is that it would not cause any additional damage to the nearby orchard trees and the cost of the removal could probably be covered by allowing the tree removal company to take the wood. 5. Any other alternatives or combination of alternatives stated above. I called Barry Coates for referral to companies that move big trees. I got two names and have talked to reps from each company. The next step is for them to come over to evaluate the trees and talk in detail. As I am understanding it, there are businesses, residents, golf courses, and Standford Un that are in line for "signature" trees. "There is a big market for these signature trees ". So perhaps this will be no cost to us or we may make some money? I did not discuss this part since they have not seen the trees. There are 8 or 9 of them in the Heritage Orchard. If we decide to keep some of the trees for remodeling the median in Fruitvale, perhaps giving some trees to the companies for resale will be payment to move the others. Next step is to have a City representative, Commission rep, and a Novakavich member meet Norm Koepernik to give him a heads up. Will City to call Novakovich? The two companies are: Trees of Calif.
