Routine Organization A. Roll Call: PRESENT - Koepernik, Ballingall, Grens, Peck ABSENT -None GUESTS -Tom Lowdermilk, Patricia A. Bailey, Jill Hunter, Danielle Surdin B. Approval of minutes from 5/14/02- Approved 4 -0 C. Posting of the Agenda - Pursuant to Government Code Section 54954.2, the agenda was posted on Thursday June 6, 2002 D. Oral Communications- Willys Peck asked staff for clarification on the moving of the Senior Center to its new site. Danielle Surdin gave a brief update on the project. Jill Hunter asked about the status of some of the downtown historic structures that are deteriorating. Danielle Surdin gave a brief update on some of the potential projects she has had contact with concerning the various sites. Tom Lowdermilk discussed the possibility of updating the Web site on historic structures. E. Written Communications II. Old Business A. Update on the Orchard adopt a tree kiosk -Norm Koepernik updated the HPC on the progress and noted that he is currently working on the cost estimates for the project. B. Heritage Tours - Continue discussion - Danielle Surdin is working on the Historic Walking Tour. C. Create calendar of old historic photos -Work is continuing on the calendar. Danielle Surdin gave a short presentation on the various price options and materials available for the calendar. D. Austin Way- Heritage Lane designation -Staff gave a brief update on the project. E. Heritage Orchard updates and discussion -Staff explained what happened at the City Council meeting and gave a brief update on the project. III. New Business A. Review plans for a new 590 sq. ft. detached two -car garage at 21120 Wardell Road. The property is listed as a local Heritage Resource. Staff will provide plans and a presentation at the meeting. Project Approved 4 -0 IV. Items Initiated by the Commission Review Heritage Preservation Ordinance V. Items Initiated by the Secretary July and August meetings will need to be in the Planning Department' s meeting room due to Kids Camp in the Warner Hutton House. VI. Heritage Orchard update and discussion - During the HPC discussion of the Heritage Orchard, members Koepernik, Grens and Peck made the following statement "Intent of the removal of the Oak trees was to preserve and maintain a working orchard and not an Oak tree park." Phylis Ballingall made the following statement" The Oak trees should only be removed at the recommendation of the Orchardist, Matt Novackovich." B. Hall 19201 Bountiful Acres Saratoga, CA 95070 May 9, 2002 Heritage Preservation Commission City of Saratoga 13777 Fruitvale Avenue Saratoga, CA 95070 RE: Designation of Austin Way as a Heritage Lane Members of the Heritage Preservation Commission: I received the enclosed letter from the City of Saratoga recently and am writing to object to the proposal to designate Austin Way as a Heritage Lane. The reasons for my objections are both because I am a property owner that may be affected and because I am a taxpayer and resident of Saratoga. As a property owner, I do not believe the Ordinance should include our property at all. To begin with, our property fronts on Bountiful Acres and has a Bountiful Acres address. Only the Northwest side or our property is on Austin Way. Secondly, our home was built in or around 1975, hardly a "heritage" house by anyone's definition. To cause this house to fall under that designation seems totally inappropriate. Although that portion of Austin Way that is bricked may have historical significance, the homes on or near it almost certainly do not. Wouldn't it be easier and less onerous to simply designate the brick portion of Austin Way a Heritage Lane? -- I am also very concerned about the additional governmental review and approval process this will present to homeowners affected by this act. We currently have a very diligent Planning Commission in Saratoga and adding another review body to this would cost a property owner more time and more money and take a bit more of his discretion as a property owner away from him. We are long -time residents of Saratoga (1979). We have raised our four children here and have enjoyed its beauty and unique rural charm. We have also enjoyed Saratoga for its quietness, lack of restrictions and freedom to do as we wish as property owners and residents. Let's make sure we preserve those values as well. Briefly describe the present physical appearance of the site or structure and describe any major alterations from its original condition: This is a large residence featuring a main single -story living area with attic above and full basement below. The walls are clad in wood shingle, with overlap siding under the porch; they are flared at the base and jut over the basement wall. The hip roof is of composition shingle and comes to a pyramid at the center of the hip; the pyramid has ventilation slits at its base. A large concrete chimney abuts the pyramid on the north side. Two shed dormers, perhaps later additions, project from the attic on the east and south sides. The entrance to the residence is through a roomy columned porch; the stairway to the porch consists of concrete slabs over a rock face. The stairway itself is lined by a rock wall which extends along the front elevation; there is also a rock -lined fish pond. The front windows are large, single - panes and others are double -hung. There is a bay window at the rear. A small porch projects from the north side of the house with a wooden stairway to the ground. Briefly state historical and /or architectural importance (include dates, events, and persons associated with the site). The original owner of this house was Anna Bee, a native of Eden, Maine, who purchased 25 acres of land from a Mr. McGraw in 1902. The house was built shortly after. In 1921 the property was sold by C.A. O'Connor to Clara Wooster, realtor and wife of Charles B. Wooster, a prominent attorney. The house remained in the Wooster family for 44 years until 1965 when the Wooster's son, David, sold it and two acres to Lui and Marcelle Venator. Mrs. Venator, a well known skier, is noted as being one of the first women sportscasters. After her death in 1983, the house was vacant until sold to the present owners in 1987- The sturdily built barn, dating from 1905, lies downhill from the house to the northeast; it was sold in 1969 with 2.7 acres by David Wooster to Charles Guichard, who converted it to a residence. Much of the property was put into wine grapes and Mr. Guichard carries on a small wine - making operation in the basement of the original barn. 20. The main structure on the property is a multi -story "Princess Anne- style" home built c. 1902. A 1,595 square foot two -story building addition to the home was reviewed and approved by the Historic Preservation Commission in 1989. The proposed two -car garage will have a height of 16 feet at its front elevation facing Wardell Road and will be situated approximately 12 feet from the rear facade of the home. The colors and materials will match the poolhouse on the site, which has wood siding and white trim. The style of the garage doors will be similar to the existing garage doors at the house. Plans of the proposal and photos of the existing site will be brought to the meeting on June 11, 2002. Staff finds that the proposed garage will be compatible in appearance with the existing home.
