HomeMy WebLinkAbout11-12-02 packetCity of Saratoga HERITAGE PRESERVATION COMMISSION MINUTES Date: Tuesday, October 8 and 18, 2002 8:30 a.m. Place: Warner Hutton House, 13777 Fruitvale Avenue Type: Regular Meeting The following minutes represent the meeting held on October 8 and continued to October 18, 2002. I. Routine Organization A. Roll Call: PRESENT - Bailey, Ballingall, Conrado, Grens, Koepernik, Lowdermilk, Peck. ABSENT - None, GUESTS - Jill Hunter, Iveta Harvancik, Representatives from the Town of Los Gatos and City of Campbell, Beth Wyman, April Halberstadt, Ann Waltonsmith, Dave Anderson, John Cherbone. B. Approval of minutes from 9/10/02. Approved 7 -0 with minor changes. C. Posting of the Agenda - Pursuant to Government Code Section 54954.2, the agenda was posted on Thursday September 5, 2002 and October 3, 2002 for the continued meeting. D. Oral Communications - Commissioner Peck gave an update on the Library project. E. Written Communications - None J �� II. Old Business A. Historic calendar - Update on ber sold and discussion on making additional copies. - Commi oner Ballingall volunteered to �°� of the calendar sales. T Commission decided to go ahead and spend the HPC funds to ne the calendar with the money from the sales going into the City General Fund, based on the HPC account being reimbursed by the City at the mid year budget review. B. Blaney Plaza - Update by Commissioners on the Subcommittee - Commissioners Lowdermilk and Peck updated the Commission on the progress of the proposed plaza design. III. New Business A. Training on reviewing Historic Structures - Received training on State forms and reviewing historic structures. B. Heritage Orchard update by Iveta Harvancik - Reviewed costs associated with the well and replacement trees. The Commission recommended that a well be installed and replace the dead trees in the first three rows around the orchard perimeter. The Public Works Director also said that a public information sign would be placed in the orchard explaining the work that will be taking place. C. Confirm Mustard Walk dates and Arts Commission co- sponsorship - The Commission approved the Arts Commission request to co- sponsor in the Mustard Walk. The Mustard Walk date was set for February 9, 2003. The Commission also directed staff to look into getting a banner for the Mustard Walk. IV. Items Initiated by the Commission None V. Adjournment 9:00 a.m. Tuesday November 12, 2002 - Warner Hutton House City of Saratoga Community Development Department MEMORANDUM TO: HERITAGE PRESERVATION COMMISSION FROM: Lata Vasudevan, Assistant Planner DATE: November 12, 2002 /✓ RE: Review of Application #02 -192: Design Review Application for a two -story building addition at 14495 Big Basin Way (Saratoga Cleaners) The applicant, Mr. Gin Lee, has submitted an application for Design Review to construct a ground floor addition of 1,495 square feet and a second floor addition of 1,476 square feet to a two -story building at 14495 Big Basin Way. The structure is presently occupied by Saratoga Cleaners with two apartment units at the second floor. The proposal consists of expansion of the laundry area at the rear of the Cleaners, construction of an attached enclosed three car garage, addition of another commercial tenant space next to the Cleaners, and addition of another apartment unit at the second floor level. This structure was originally built in 1884 and is listed in Saratoga's Historic Resources Inventory as the Hutchinson Building. At Staff's request, Mr. Warren Heid, AIA, a consulting architect for the applicant, has provided a letter discussing the building's historical significance and describing the major modifications that have occurred since the structure was initially built. A major remodel of the structure occurred in the 1950's, which drastically changed the appearance of the original structure. The building as it stands has not changed much in appearance since the remodeling in the 1950's. As explained in Mr. Heid's letter, the Historic Preservation Commission felt that the building should be included in the Heritage Inventory not because of the 50's style architecture, but because the original walls of the ground floor were constructed of local limestone. These walls have since been covered with cement plaster (stucco). The plans for the addition show that a significant portion of the existing walls would remain. Mr. Heid's letter explains that because the structure has been altered over the years, the proposed addition, which mirrors the appearance of the existing structure, would not further affect the historical integrity of the building. Staff concurs with Mr. Heid's comments in his letter. Staff recommends that the Historic Preservation Commission approve the proposed addition. Complete plans of the proposal will be brought to the meeting on November 12, 2002. CA 95070 NOV S ZOOZ CITY OF SARATOGA Re: Addition to Commercial Building ")MMUNI7YDEVFI_Opmr* 14495 Big Basin Way, Saratoga, CA Design Review Application No. 02 -192 Dear Mr. Sullivan, This letter is in response to your conversation with Mr. Gin Lee this week regarding the CEQA requirement for an historic architect to review of the subject building. Mr. Lee asked that I write to you since you agreed that my having served on the original Heritage Preservation Commission would qualify to meet this requirement requested in the letter from Lata Vasudevan dated September 23, 2002. In 1856 John C. Hutchinson purchased 160 acres of land about one (1) mile south of the Village. There was a limestone quarry on this land and lime was being produced from its lime kiln. After several years of operations, he sold his land in 1884 and moved to the Village where he started a mercantile business. Because of this business Mr. Hutchinson built a store building that year on his Village property. It was a two (2) story building with the first floor exterior walls of thick limestone and the second floor of wood frame construction. The front fagade at the second floor had three (3) arched windows and a steep wood frame roof. Enclosed is a copy of a photo from the Saratoga Museum file of the original store building There were some modifications to this building through the years but a major remodeling occurred in the early 1950s. This remodeling was with the approval with the building department of Santa Clara County as the City of Saratoga was not incorporated until 1956. This remodeling consisted of a wood frame extension to the rear of the first and the second floors with commercial on the first floor and two (2) apartments at the second floor with stairs to them at the east side. Garages were added at the top of the Saratoga Creek bank. The building was modernized in appearance to have a flat roof with all exterior walls being a parapet in lieu of the sloping roof. The store front was changed to have modern store front windows with glazed tile under them. The entire building, including the limestone walls, was covered with cement plaster stucco. Except for minor change including the carport, made mainly when Parking District No. 3 was created, the building remains the same as this early 1950's remodeling. This structure was included in the Saratoga Heritage Inventory, first published in 1993, only because the commission felt it should be included since the original part of the first floor was constructed of local limestone, but not because of the modern appearance. In conclusion, the historical quality of the building was so changed with the remodeling in the early 1950s, and with subsequent remodelings, that the addition will not change the historical significance. It is my opinion that the only elements pertaining to historical integrity are the original first floor limestone walls, which have been painted, plastered over, and covered with a previous addition to the rear.
