Non -Profit organizations advertising Saratoga -based community events or
organizations advertising Saratoga -based non -profit events may hang baruiers in
Blaney Plaza. Groups may be asked to show proof of non -profit status.
2. In June of each, year, community groups will be asked to submit their requests for
preferred dates from July 1°` to June 30 to hang a banner at Blaney Plaza, The City
will consider all requests and finalize the schedule for the coming fiscal year. Dates
open after the calendar is established can be filled throughout the year.
3. Requests will be given the following priority: 1) City of Saratoga sponsored activities,
2) groups who've previously hung banners, and 3) new groups.
4. Groups may be allowed the use of Blaney Plaza no� more than two (2) times in a
twelve month period.
5. A banner may be hung seven (7) days per usage, from Monday through .Monday. If
there are no other requests, the seven day time period may be extended to a .m.aximum
of fourteen (14) days.
6. All banners will be haA.d.led by the City's Maintenance Department. Banners .must be
submitted to the City's Maintenance Corporation Yard (19700 Allendale Ave., 868-
1245, Monday - .Friday from 7:30 a.m, - 4:00 p.m.) at Least a week in advance of the
allotted schedule.
7. Groups will be charged a fee of $150 per week. Please make checks payable to the
City of Saratoga. Checks are due when the schedule request is confirmed.
8. Banners must be claimed within five (5) working days from the date of its removal.
Please claim banners at the City's Maintenance Corporation Yard. Banners not
claimed may be disposed of at the discretion of the Maintenance Department,
9. To ensure that your banners be highly effective and properly placed at Blaney Plaza,

d) One -half (1/2) inch inside diameter metal grommets must be placed at least every
thirty -two (32) inches along the top edge of the banner.
e) Half moon air holes must be cut into the banner every five (5) feet of length in
order to avoid tearing or ripping. Depending on type and weight of banner .fabric,
it is recommended the half moon cuts be sewn to avoid tearing and/or ripping,

or injury that may result from the placement of banners at Blaney Plaza.

Hi John,
Lee was in touch with Phyllis and she is coming to our meeting on Monday. (See agenda on website.)
The info on the banner is: AdverSigns, 17251 Wedgewood Ave., Los Gatos, CA ph. 378 -5816. 1 don't know
if they are still in business but they were great. We did a red 10 oz. enamel coated, 4 1/2 ' X 35', grommeted
1/2 inch dia. every 32" across top, rope hem top and bottom with 6" loop at each corner, and half moon air
holes throughout. Rope is needed to hang but parks may supply that. These specs came from the banner info
we got from parks. It may have changed since then. Good luck.

These are some notes-) made after my meeting with'the Arts - Commission: ,.
Arts Commission will contact artists and arrange their set -up, etc. theme of Heritage
Orchard. orchards, mustard, agriculture, Warner Hutton House, etc. They will contact artists
as they. did.for. `'Art.in the Park'.( except-for crafts jewelry;.etc., not really applicable.)
Last year Saratoga Community of Painters painted in orchard and outside of Warner
Hutton House and showed. thosepaintings. Also, Mary Wyatt,, art. teacher at'senior center
group showed. She would like for her students to show.this year'. (Class- meets Tuesdays
10 -12. Can contact through Marilyn White 867 -9417) 1 asked the three photographers I
knew: Rabideaus, Felicia. Pollock, and David. Smoler. Definitely should ask Rabideaus and
Felicia again. Kay Duffy painted during the day's activities Which. was a: very nice touch.

Danielle put together a recipe leaflet of mustard recipes from Butter Paddle, French's

Publicity: last year great front page photo week AFTER event. = try to get advance

Former mayor Stutzman wrote a very nice poem about orchard - find it and display it.
Also, many citizens wrote letters to City Council re retaining the orchard-some were quite
beautif ul ... perhaps display some of those?
City Council's resolution to keep in perpetuity... get copy and display PROMINENTLY.

RE: Ordinance and Survey update
The HPC is scheduled for a joint meeting with the City Council January 21, at 7:00 pm. This is
an excellent opportunity to get direction from the Council on various issues. One of the more
important topics is the Heritage Resource Inventory update that we are currently working on.
The following are some issues related to the process that the HPC may want to discuss at the
next meeting and then bring forward to the Council for direction.
1. There are approximately 1,747 homes that were built prior to 1952, which is the 50 -year
time period. At 1945 the number of structures are reduced to 494. Is 1945 a good cut off
for a survey? The current list we our working on is based on 1925. The State Office of
Historic Preservation prefers the list encompass as many parcels as possible built prior to
1952. (The City's new Geo Media software program has been installed and maps the
properties automatically.)
I have been advised by the State Office of Historic Preservation that as a Certified Local
Government that we could qualify for grant money to hire professional consulting firms
to assist with the survey and ordinance. Last year approximately 20 cities applied and 9
received grants. The largest amount was 25K. The City needs to match the amount by
40% with either staff time or money.
The State also said that they would be more than happy to come to Saratoga and speak
to the Commission on the topic and provide us with some direction on the survey and
Ordinance, but we need to read the National Register Bulletin first. I looked it up and it
does look like good information. I have enclosed the contents with the web address.
Please put this on your things to read list.
3. Making the designation of a historic property from the survey on a non - volunteer basis.
4. Any other topics.

The meeting will start at 8:30 to allow additional time for two site visits.
The first site visit will be at 14495 Big Basin Way; the second site visit will be
the Hayfield House. Please meet in front of the Warner Hutton House and I will
drive everyone to the site visits.

II. Old Business
A. Historic calendar - Phylis Ballingall gave update.
B. Heritage Orchard update by Iveta Harvancik - Dennis Leong will be the
project manager for the Public Works Department orchard
improvements. Dennis gave an update to the HPC on the orchard
improvements. The HPC approved the following 4 -0: The HPC
approved the approximate location of the proposed orchard irrigation
pump and asked that the enclosure around the pump be made of wood
and look old. The HPC approved the use of Peach trees to replace dead
Cherry trees. The Cherry trees have not been doing well in the orchard.
A non -till system was also approved for the orchard.
III. New Business
A. Addition to the existing cleaners at 14495 Big Basin Way - The proposed
project was approved 4-0 with the condition that the stone be exposed on
the west side of the first floor and that the metal "S" brackets be
maintained to match the neighboring building. The condition allows the
mortar to be re- pointed. The condition also requires that the applicant
come back to the HPC with a proposal for a plaque to be placed on the
house stating the year.built along with some historic information.
B. Completion of the remodel to the Hayfield House - The final remodel of
the house was reviewed and approved 4 -0.
IV. Items Initiated by the Commission
Design of the Heritage Orchard Renovation sign - Item was continued to the
next meeting.
V. Items Initiated by the Secretary
A. Design of the Austin Way Sign designated the new Heritage Lane -
