Morgan,
John C. said you would know the schedule for fixing up Austin Way. The Heritage Preservation
Commission HPC would like to install a sign at each end of the road designating it a Heritage Lane,
like the signs on Saratoga Avenue, and have a ribbon cutting ceremony once the work is done.
If you can give a general idea of the month that the work should be complete it would be great.

- The proposed staff report was reviewed and recommendations made.

Heritage Orchard Update
Planting of the orchard is contingent on two issues: The permanent vacating of the orchard areas adjacent to the building
concrete pathways by the building contractors, scheduled for the end of February and long enough weather "windows" for
field preparation, irrigation and planting. Performing any of these tasks in saturated soil conditions would create more
problems than already exist from heavy truck and equipment compaction resulting from the building construction. We
don't know what soil problems we will encounter from the construction, ie. paint thinner, paint, lime deposits from concrete
walk etching, and I noticed dry wall debre piles, what effect these will have an effect on the growth of these new trees I
don't know, hopefully many of these contaminants will leached from the top soil.
Orchard Tree Planting Phases
1. Rip (3 feet Deep) the orchard area to relieve compaction, focusing on corner of Saratoga Avenue and Fruitvale
and larger areas adjacent to building where irrigation is available, time required for ripping :1 week.
2. Regrade ripped area, time required for regrading: approximately 1 week.
3. Install automatic irrigation from the library automatic valve sources. As of the end of January an orchard
irrigation consultant has retained will begin design specifications for the entire orchard. End of February irrigation
design phase 1 will be complete and design specifications for immediate library sites should be ready to go out for bid.
4. March (pending rain and saturated soil conditions), irrigation installation will begin for immediate library sites.
5. April (pending rain and saturated soil conditions), planting will begin. In December 2002, 140 bare root French
Prunes (white blossom) 3/4 inch caliper on myrobolon 29c rootstock, 54 inches tall) have been secured from
Sierra Gold Nursery, they will be dug out in February and held in cold storage after February 15 until the fields are ready
for planting.
6. A double 4 foot fense arround the new trees will be necessary to reduce deer damage for the first year.
Water Well Progress update:
A well and pump design consultant has been retained to write design specifications for the orchard well and pump
design. Final design specifications and working drawing should be complete within the next 5 weeks to go out to
bid.
I anticipate selecting a well drilling company by the end of March to begin phase one, Drilling a test well. If water
is found an analysis will immediately be done ( "E" log) to determine actual soil profile.The test well will be pumped for
24 hours to determine actual production capacity. Within a 24 hour time frame a decision will need to be
made to Santa Clara Valley Water as to our intent to begin construction of a production well or abandon and cap
(concrete pump) the test well. If the well is dry, the test well will need to be capped also a decision will need to be
made whether to chose a different area to test well drill.
During the library construction provisions are being made to bring 3 phase power from the library for the well pump
and
and to "stub" in a water main line "spur" to the library irrigation ( leading outside the library landscaped area so as
not to impact the library landscape) for future connection to the library landscape. Although the Santa Clara Valley
Water will charge Saratoga a pumping fee it will be significantly less than the domestic water Saratoga now pays for, in
addition if agricultural products are sold as a result of this water use the fees will be discounted further.
