A. 14501 Big Basin Way -The applicant is proposing three new awnings to a
structure on the City of Saratoga Heritage Resource List.- Approved 4 -1 with
the condition that the awnings are maintained in good repair.
IV. Items Initiated by the Commission
A. Critique of Mustard Walk - Discussed item and Norm Koepernik provided a
list of ideas and observations that was reviewed by the HPC.
B. Follow up from the joint City Council/HPC meeting. The Mills Act and the
Historic Criteria have been scheduled for the March 5, 2003 CC meeting. -
Discussed item.

RE: Letter of Support
The Board of the Saratoga Historical Foundation respectfully requests a
formal statement of interest from the City of Saratoga to support our
request
for a grant of $5000 from the Community Foundation of Silicon Valley. We
submitted the grant request last month; however, our reviewing officer
noted
that letters of support from the City seemed to be appropriate and would
help
our application.
We are requesting the grant to help the Museum make some long range plans.
As you know, the Museum is currently adding a resource center to our
building
and the adjacent McWilliams House has recently become vacant. The Museum
Board feels that the Museum could and should take a more active role in the
economic vitality of the area. At the present time however, we have
neither
the expertise nor the energy to do justice to a planning project of this
magnitude.
We are applying for a Management Effectiveness Grant in order to hire a
consultant from Compass Point, the non - profit development center in Santa
Clara Valley. It is anticipated that the consultant will help develop a
long -term Strategic Plan for the Museum and then help us put together a
business plan and funding plan to realize that vision.
We planned to involve all interested community members in the planning
process. This would include the City Council, along with the Planning
Commission and the Heritage Commission. In addition, the Chamber of
Commerce, the Foothill Club and the Saratoga School District are known to
be
community groups with an active interest in Museum programs. We know that
Compass Point is very experienced in projects of this sort, and we know
they
understand the needs and interests of the Saratoga community.
We are aware that in these time of tight budgets, it is critical to
maximize
every available financial resource. We therefore request that a letter of

support for this project be drafted at your earliest convenience. It might
also be desirable to indicate interest in making a future financial
to the project, although that is NOT part of our request to

Greetings Saratoga Heritage Preservation & Public Safety Commissions-
I have recently been aware of a pending housing proposal on Dorcich Ranch
on
Quito Rd. My daughter and her neighbors recently had viewed some of the
proposed plans for this housing development at the Saratoga planning
department several weeks ago.
I have heard that the Heritage Commission showed sensitivity and interest
in
the farm house on that property. Thank you for preserving the Dorcich Ranch
home on Quito Road.
Since orchard property is diminishing, its important to save what we can
9(hat represents the history of our neighborhood, community and city. I am
leased the Heritage Commission shares this belief.
I would also like to see the home with a plaque or other well represented
monument that displays the home as a "Saratoga Heritage Designated Landmark
Structure" as designated on your preservation list. Including other
ensurances that this home will be well taken care for and preserved. I and
my neighbors in this area would agree this is a home to preserve as a
landmark. A question, does this preservation also include the "barn" on the
property?
An idea one of my neighbors suggested was to continue to have the Dorcich
home a "GATEWAY LANDMARK" to this area of Saratoga. Currently there is a
low
ranch style fence on the property. Her idea is to position the preserved
Dorcich home on the property so that residents of Saratoga can easily view
this home from Quito Road without any walls, obstruction or large fences.
This would continue to add neighborhood charm to this area of Saratoga that
includes both El Quito Park and Sunland Park districts. To CONTINUE to have
the Dorcich home as a Heritage Landmark to our districts will present a
"SHOWCASE" of what our community and Heritage Commission has preserved.
As a side note, we are also concerned about the traffic and pedestrian
issues that may arise from the construction of the Dorcich housing
Warking evelopment, ie: the large amount of cars traveling down Quito Rd and the
and foot traffic from the YMCA and finally the foot traffic from
the

bus stop in front of the Dorcich property. We hope the city is taking these
under considerations and will suggest traffic advisory matters in this
development to ensure the safety to all residents and businesses in this
area.
Thanks again for your sensitivity in preserving our history. That is what
makes our town charming and unique. Please provide me with any of your
thoughts or ideas. Thank you for your time and consideration.

April Halberstadt, who is the. Saratoga Historical Museum Curator, has submitted for a

grant she needs a letter of support from the City Council. April made this request to the
City Council at the last Council meeting. This item was tentatively scheduled for the March
5, 2003 City Council meeting. Staff has recommended that the request be investigated
and reported on by the Heritage Preservation Commission to the City Council as required
in the Heritage Preservation Code. April has agreed to moving the item to the March 19,
2003 City Council meeting to allow her to meet with the Heritage Preservation Commission
at their March 11, 2003 meeting. The March 19th City Council meeting date will not impact
any critical time lines for the grant process.

Lori, as requested here is a short update for the Council.

At last Friday's meeting of the library re- opening committee (which I serve
on as a representative of the Heritage Commission), there was a request
that we have a booth or station where attendees could learn more about
the Heritage Orchard. I would like to discuss this at our next meeting, so
