The meeting will then continue at Warner Hutton House at 9:30am. I. Routine Organization A. Roll Call: ALL PRESENT — Bailey, Ballingall, Conrado, Grens, Koepernik, Lowdermilk, and Peck. GUESTS — Sandy Barker, April Halberstat, Beth Wyman, Bob Lowden, Nancy Anderson, Richard Haro. B. Approval of minutes from 3/11/03 — Approved 7 -0 with minor correction C. Posting of Agenda — Pursuant to Government Code Section 54954.2, the agenda was posted on Thursday April 3, 2003 D. Oral Communications — None E. Written Communications - None II. Old Business A. Heritage Orchard update — Item discussed B. Orchard information sign — Item discussed C. Mustard Walk and Historic Calendar — Discussed using Historic Foundation to assist with the administration of fund raising activities. D. Library Grand Opening Booth — Item discussed E. Existing Heritage Orchard Signs and possible new sign on Saratoga Avenue — Commissioner Conrado advised the HPC that Boy Scout Troop 535, Scout Master Dan Williams troop may be interested in building the signs as a troop or Eagle Scout project. F. Adopt -a -Tree — Commissioner Koepernik will start putting a program together to bring back to the HPC for review. III. New Business A. Saratoga Historical Museum for Training on evaluating Historic structures 8:30 to 9:20am — Beth Wyman and April Halberstat conducted training on evaluating historic structures. B. 13755 Saratoga Avenue, Review of an addition to a structure located on a Heritage Lane — Approved 6 -0 with the condition that the applicant remove or provide a bronze tint to a living room skylight. (One Commissioner had to leave prior to the vote). C. Review plans to remodel a structure deemed significant by a Historic Architect at 20331 Orchard Road for compliance with the Secretary of Interior Standards. – Approved 5 -0, Willys Peck recused himself. D. Review of what should be in a Mills Act Contract – Handed out copies of Mills Act contract examples. The HPC recommended that no mailings be sent to current Heritage Resource List owners advising them of the Act until details of the proposed contract can be worked out. E. Joint meetings with the Historical Foundation – The HPC will co- sponsor a potluck dinner with the Historic Foundation at the North Campus on April 281" at 6:OOpm. F. Heritage Lane location on Saratoga Avenue – Item discussed IV. Items Initiated by the Commission A. Follow up from the March 5, 2003 City Council meeting on Historic Criteria. Select two HPC members to work on a Subcommittee with City Council members Ann Waltonsmith and Norman Kline. – Commissioners Koepernik and Conrado, and April Halberstat, volunteered to be on the subcommittee. April 28 -30 delivery of 140 French Prunes and stored at Novakovich Orchards May 5 Tally for 2003 order of French Prunes and apricots will be complete and placed with Sierra Gold Nursery. I am anticipating that the landscape arround the library will be about 90% complete by May 9, (and out of the way). Currently there is too much overlap of the landscape installation into the orchard, not to mention the landscaper's storage trailer and stock pile of cobble and amendment in the orchard. May 12 -23 Orchard field prep( rip, debre removal and grading) will take place, again! May 26 -June 6 Orchard planting June 9 -20 Orchard automatic irrigation installation phase 1, newly planted orchard trees only, I will not schedule the orchard irrigation until I am sure the orchard planting schedule is on track.
