Posting of Agenda — Pursuant to Government Code Section 54954.2, the agenda was posted on Thursday January 6, 2005 D. Oral & Written Communication - Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. II. Old Business A. Update on County Grant for McWilliams House renovations. — Item discussed B. Update on Work Plan assignments. — Item discussed C. Take Historic Park Master Plan to Council — Find out what fees are available from the original contract to prepare the plans and what kind of revenue is generated by weddings at the Warner Hutton House. Dear John, Thank you for educating me on the six year old California law stipulating that any home over 50 years has the potential of being classified as a heritage home and therefore must be preserved. I understand that some cities already have their own lists of heritage homes, but Saratoga has not yet completed that list. Therefore, each Saratoga home owner with a structure older than 50 years must rely on city employees, heritage home consultants, or the Heritage Preservation Commission (HPC) to provide a letter stating whether or not the home is considered a heritage home. It is not clear to me as to why the City and the HPC have not completed in creating the full list of heritage homes since the law went into effect six years ago. If the current situation on heritage homes were to be applied to people, it would be like all Saratoga home owners older than 50 years of age are presumed guilty until they are proven innocent. Given the fact that it is up to the home owners to provide information to confirm their homes as non - heritage homes, I hereby submit the following information. First of all, I am a strong believer in preserving true heritage homes according to the purpose served by the HPC. Its purpose, stated in Article 13 -05 of the General Provision of the City of Saratoga, is to: (a) Safeguard the heritage of the City by providing for the protection of irreplaceable heritage resources representing significant elements of its history; (b) Enhance the visual character of the City by encouraging and regulating the compatibility of architectural styles within historic areas which reflect established architectural traditions; (c) Encourage public knowledge, understanding and appreciation of the City's past, and foster civic and neighborhood pride and sense of identity based upon the recognition and use of the City's heritage resources; (d) Stabilize and improve property values within the City and increase the economic and financial benefits to the City and its inhabitants derived from the preservation, rehabilitation, and use of heritage resources; (e) Integrate the conservation of heritage resources into the public and private development process and identify as early as possible and resolve conflicts between the preservation of such resources and alternative land uses. Please see the sixteen attached exhibits on the 72 years old property with the address of 20760 Wildwood Way. Exhibit 1: (Viewed from Wildwood Way) my neighbor's house on the left is a new home built about seven years ago. It is a much bigger house compared to mine. Exhibit 2: The house on Wildwood Way directly across my neighbor's house was built about 4 years ago. Exhibit 3: The second floor window in my house is not architecturally pleasing. The current house has no irreplaceable heritage value, and its replacement is economically and financially good for Saratoga. Report Scope Salim Sagarchi retained Dill Design Group to conduct a Historic Resource Design Review of a proposed development project that includes the rehabilitation of and an- addition to, the Historic Property at 14524 Oak Street, Saratoga, California. Dill Design Group was asked to review the exterior elevations and site plan of the project to determine if the proposed project is in compliance with the Secretary of the Interior's Standards for Rehabilitation (Standards). The Standards are understood to be a common set of guidelines for the review of historic buildings and are used by many communities during the environmental review process to determine the potential impact of a project on an identified resource. Qualifications of Consultant Leslie A. G. Dill, Principal of the firm Dill Design Group, has a Master of Architecture with a certificate in Historic Preservation from the University of Virginia. She is licensed in California as an architect. Ms. Dill is listed with the Northwest Information Center of the California State Office of Historic Preservation as meeting the requirements to perform identification, evaluation, registration, and treatment activities within the professions of Historic Architect and Architectural Historian in compliance with state and federal environmental laws. The Northwest Information Center utilizes the criteria of the National Park Service outlined in 36 CFR Part 61. Review Methodology Dill Design Group staff conducted a field visit of the subject property in Spring 2003. The site and surrounding context were examined. Characteristic features of the existing building were noted. Dill Design Group prepared a State of California Department of Parks and Recreation Form 523 (DPR523) dated June 3, 2003, and prepared an associated Historical and Architectural Evaluation report also dated June 3, 2003. In Spring 2004, Ms. Dill met with the owner, Salim Sagarchi, and the architect, Keith Royster, and discussed the character - defining features of the historic resource and the Secretary of the Interior's Standards for Rehabilitation (Standards). At this meeting, Ms. Dill informally reviewed a conceptual set of sketches and provided feedback. The most current progress prints were provided to Dill Design Group December 13, 2004, and Ms. Dill evaluated the design according to the Standards. Disclaimers The design for this project is currently in the development phase, and the final construction documents should be reviewed for consistency with this initial review. This report addresses the project plans in terms of historically compatible design, based on visual observations and analysis. The consultant has not undertaken and will not undertake an evaluation or report on the structural conditions or other related safety hazards that might or might not exist at the site and building, and will not review the proposed project for structural soundness or other safety concerns. The consultant has not undertaken analysis of the site to evaluate the potential for subsurface resources. The design review is generally limited to the exterior of the building. DILL 1)n16N GKOuP PROJECT DESCRIPTION: Significance and Character of Resource Dill Design Group established the architectural significance of the Historic Parsons House in an Historical and Architectural Evaluation report dated June 3, 2003. The report, states that, "This house is architecturally significant on a local level. It is a distinctive example of Shingle Style design, including its form and detailing. The proportions of the bell -cast eaves, the gambrel dormer, the window sash, and the cantilevered upper floors are particularly well executed. The style is not common in the area; and this residence is an excellent representation of its time and place." Proposed Project Summary The proposed rehabilitation and addition project, as presented in the most current set of architectural drawings noted above, includes the removal of non- character - defining features such as decks and exterior stairways, the non - historic front porch, and the non- historic rear additions. The project also includes the addition of a new, full -width rear wing with a paired gable end and rear porch. SECRETARY'S STANDARD'S REVIEW: Introduction The Secretary of the Interior's Standards for Rehabilitation, originally published in 1977 and revised in 1990, include ten standards that present a recommended approach to repair, while preserving those portions or features that convey a resource's historical, cultural, or architectural values. Following is a summary of the review with a list of the Standards and associated analysis for this project, summarized in the Executive Summary at the beginning of this report: Analysis 1. "A property will be used as it was historically or be given a new use that requires minimal change to its distinctive materials, features, spaces, and spatial relationships." Analysis: The use of the building does not change for this project. 2. "The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features, spaces, and spatial relationships that characterize a property will be avoided." Analysis: The proposed project is generally consistent with this Standard. Although some of the house is proposed for demolition, these parts are either not character - defining features or constitute a small portion of the original material. This project is notable for the quantity of windows proposed for preservation; preserving the windows is critical for meeting this Standard, as the exterior siding and some of the original form are proposed for replacement -in -kind due to deterioration. The character of the property appears to be preserved with this project. See also Standards 9 and 10 for related analysis of spatial relationships and setting. DILL PE316N GKU'UF 0 "Each property will be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or architectural elements from other historic properties, will not be undertaken." Analysis: The Material List on the proposed plan set notes that the new materials will be appropriately differentiated from the original in its form and materials (see Standard 9). Although other changes are proposed that closely resemble the original work, the separation and form of the plan keep the addition from being mistaken for an original feature. 4. "Changes to a property that have acquired historic significance in their own right will be retained and preserved." Analysis: No changes to the building or site have been identified as having acquired historic significance in their own right. 5. "Distinctive materials, features, finishes, and construction techniques or examples of craftsmanship that characterize a property will be preserved." Analysis: The features, finishes, and construction techniques or examples of craftsmanship that characterize the residence are generally preserved in this proposal. 6. "Deteriorated historic features will be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature will match the old in design, color, texture, and, where possible, materials. Replacement of missing features will be substantiated by documentary and physical evidence." Analysis: The project plans adequately address the replacement of deteriorated features in a special drawing note on each sheet. 7. "Chemical or physical treatments, if appropriate, will be undertaken using the gentlest means possible. Treatments that cause damage to historic materials will not be used." Analysis: No chemical or physical treatments are proposed in this project. DILL P S16N GKUUP 8. "Archeological resources will be protected and preserved in place. If such resources must be disturbed, mitigation measures will be undertaken." Analysis: Archeological resources are not evaluated in this report. 9. "New additions, exterior alterations or related new construction will not destroy historic materials, features, and spatial relationships that characterize the property. The new work shall be differentiated from the old and will be compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment." Analysis: The form and massing of the proposed rear addition are compatible with the original design; the form mimics the original roof forms and the materials are compatible. The massing of the addition, in particular, allows the new wing to be visually subordinate to the original house, creating a compatible synergy. To differentiate the new from old, the addition is lower in height and divided into smaller halves that create a clear seam between the one - and - one - half -story, original wing of the house. The pair of rear roofs are somewhat more symmetrical than the original, more asymmetrical motif of the house. The rear wing has differentiated window styles and proportions. The new wing proposes a palette of materials that is very similar in many ways to the original house, but will be subtly different. 10. "New additions and adjacent or related new construction will be undertaken in such a manner that, if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired." The City of Saratoga has tagged this historic building as unsafe, and currently the structure is in imminent danger of complete failure. The structural integrity of the entire building has deteriorated over the years to the point of complete compromise. The fact that the structure is built on a steep hillside complicates things further. Therefore, in order to restore the building's integrity, the unreinforced concrete foundation will have to be completely excavated and removed. A new foundation, new shear walls and structural moments will need to be added to the inside of the building to insure structural integrity. Potentially dangerous exterior conditions which do not meet code will need to be changed. For example, the concrete ramp from the parking lot to the lower level is in violation of the building code and will need to be removed and replaced with 'a staircase. The main entrance will be moved to the east side of the building, and will be accessed by a bridge. The barn doors will be glassed in and a few windows will be added. The building will also need to be retrofitted with fire sprinklers and a new roof undercovering in accordance with fire codes. Conceptually, the development plan for this historic structure is to restore it to its full '10 original splendor while preserving the old growth redwood framing members and the original exterior building aesthetics. Many residents of Saratoga have offices in their homes and are interested in a more professional and accessible location in the heart of the community. The plan is to offer professional offices and retail spaces in the form of a subdivided condominium ownership. The siding was typical of New England, horizontal bungalow rustic with simple wood casement sash. The gables are enclosed and return at the gutter to form the start of a traditional pediment. The roofing material is wood shingle. The building has been remodeled many times, and in recent years the remodeling has changed the appearance so that it no longer has the charm of its original design. . - Y I 8. Springer came to California overland in 1841 with the Bidwell - Bartleson party. Mr. Springer selected McCartysville as his home and built his residence across Campbell Creek in 1852. He planted the first sizeable orchard on the west side of Santa Clara Valley and continued to promote commercial fruit production until his death. Mr. Springer was the first superintendent of the Sunday School, which was held in the Sons of Temperance Hall on Oak Street in 1854. In 1858 Mr. Springer was elected to the State Assembly, serving until his untimely death. He died in 1861 at the age of 49. 20.
