Approval of minutes from October 11, 2005 meeting — Approved by a 6 -0 vote. C. Posting of Agenda — Pursuant to Government Code Section 54954.2, the agenda was posted on November 03, 2005 D. Oral & Written Communication - Any member of the public may address the Commission about any matter not on the agenda for this meeting for up to three minutes. Commissioners may not comment on the matter but may choose to place the topic on a future agenda. ■ Ms. Jill Hunter spoke regarding signage in the Village and the importance of ensuring new signage is compatible with its characteristics. She also commented that the Saratoga Elementary School signage is out of character with the historic school and suggested that the HPC write a letter to the school to offset signage. E. Oral Communications — Historic Preservation Commission Direction to Staff — Instruction to staff regarding actions on current Oral Communications. ■ Chair Conrado responded to Ms. Hunter's concerns by suggesting the issue regarding Saratoga Elementary School be looked at as a group and directed staff place the item on the agenda for next month's meeting. Review additional content for Heritage Resources webpage ■ Item moved to pending items; Commissioner Ballingall offered to be an alternative HPC representative to the Village Task Force B. Update on Mustard Walk ■ Item discussed; At next month's meeting the Commission will review activities and ensure everyone understands their role in coordinating the Mustard Walk C. Update on Historic Resources Inventory ■ Commissioner Bailey gave a brief presentation of the inventory DRAFT • Commissioner Conrado suggested integrating the existing draft inventory list and the list of properties with structures built in 1945 or before; • Commissioner Louden offered to look at the properties described as "can't locate " and verify whether or not they exist; • Commissioner Bailey offered to combine the list of properties built in 1945 or before with the pending inventory list so that at next month's meeting, the Commission can looking at the "Pending Inventory " and assess which streets should be considered first. E. Update on McWilliams House Renovation ■ Staff gave the following updates regarding the status of the project: (1) in accordance with grant requirements, the project will be part of the December 15th Santa Clara County Historic Heritage Commission meeting; and (2) the plans have been submitted to the Saratoga Building Department for plan check. F. Update on National Register Applications ■ Commissioners Bailey and Wyman updated the group, stating that additional information is required regarding the Saratoga Village Library and the Warner Hutton House. This information is due to the California State Office of Historic Preservation by mid - November for State review in February 2006. III. New Business A. Review request from the Saratoga Historic Foundation to have a sign placed on Saratoga Historic Orchard • Ms. Nancy Anderson gave a brief presentation on the proposal and commented that the language on the sign is proposed to read, "Saratoga Heritage Orchard A glimpse of the past preserved for the future; " • Commissioner Ballingall suggested that the financing of the sign should be explained to City Council and that the word `park" should. not be on the sign • Commissioner Brookfield asked about the illumination; • Commissioner Conrado commented that the blurb may be controversial; • Ms. Hunter commented that the ultimate decision will be made by City Council; • Commission Wyman suggested leaving the language in and allowing City Council to either keep it or remove it; • Changes to the sign were discussed and the following were finalized: i. Historical Orchard Park will instead be Saratoga Historic Orchard ii. Language reading, "A glimpse of the past preserved for the future "will be added iii. The height of sign is proposed as 4'9 "instead of 3T' iv. The illumination as prescribed on the drawing will be removed v. The lettering will be made of black cast iron; • The proposal was approved with a 6 -0 vote with the following motion: The HPC enthusiastically approves and supports two signs as presented with recommended changes. • Commissioner Bailey, on behalf of HPC, offered to write a letter of support for the proposal. C13C7:7 W1 B. Bronze Plaque for 14288 Chester Avenue ■ The HPC approved putting a bronze plaque signifying the historic landmark at 14288 Chester Avenue with a 6 -0 vote. Schmidt, Associate Planne SUBJECT: Demolition of a Garage Property Location: 13991 Saratoga Avenue, Saratoga, California Property APN: 397 -25 -040 Project Applicant: Salim Sagarchi Property Owner: Salim Sagarchi Project Description The applicant proposes to demolish a 1,200 sq. ft. detached garage /accessory structure. Background, Analysis and Designation Criteria The property was originally placed on the Heritage Resources Inventory (HRI) in 1988. According to the inventory form that was completed at that time the two -story home, known as the Meason house, was built in the 1880's for the Meason family by Willis Morrison, the father of Mrs. John Cox of the pioneer Cox family. The simple house has wide shiplap siding and a high gable roof with decorative facia. The double hung sash windows are simply molded and trimmed. At the time of placement on the HRI, it was determined that it met criteria two (2) of the seven (7) criteria set forth in SMC Article 13- 15.010 (criteria a and criteria c): a) It exemplifies or reflects special elements of the cultural, social, economic, political, aesthetic, engineering or architectural history of the City, the County, the State or the nation; b) It is identified with persons or events significant in local, county, state or national history; c) It embodies distinctive characteristics of a style, type, period or method of construction, or is a valuable example of the use of indigenous materials; d) It is representative of the notable design or craft of a builder, designer, or architect; e) It embodies or contributes to unique physical characteristics representing an established and familiar visual feature of a neighborhood or district within the City; f) It represents a significant concentration or continuity of site, buildings, structures or objects, unified by past events or aesthetically by plan or physical or natural development; g) It embodies or contributes to a unique natural setting or environment constituting a distinct area or district within the City having special character or special historical, architectural or aesthetic interest or value. Review of.Proposed Demolition of Garage /Accessory Structure 13991 Saratoga Avenue; Sagarchi- MeasonHouse December 13, 2005 At the time of listing a detached garage /accessory structure was identified; however, it appears that only the house is considered historic. Photo documentation was not recorded nor was the architectural detail of the structure included in the discussion. The applicant is requesting demolition of the garage /accessory structure to subdivide the parcel into two lots in order to meet Municipal Code requirements relating to side -yard setbacks. A conditional of approval would require he applicant to demolish the garage and construct a new two -car garage within the required setbacks prior to issuance of a Final Map. Staff is requesting a determination of the Historical Preservation Commission regarding the historical significance of the garage /accessory structure. The following are three options available to the Commission in reviewing this proposal: 1. Determine that the Garage /Accessory Structure is not historically significant: If the Commission determines that the garage /accessory structure is not historically significant staff would deem the application exempt from environmental review and forward the subdivision request to the Planning Commission for consideration. 2. Request additional information before determining if the Garage /Accessory Structure is historical: Require the applicant to have an historical assessment prepared by a qualified consultant to determine the historical significance of the Structure and return to the Commission with their findings. 3. Determine that the Garage /Accessory Structure is historically significant and direct staff to place the structure on the historical list: Staff will begin environmental review of the proposed demolition per CEQA guidelines. The result of this action may require that the applicant either redesign the proposed subdivision or proceed with an Environmental Impact Report (EIR).
