II. Old Business
A. Update on Mustard Walk — Item discussed
B. Update on Historic Resources Inventory — Three of the missing thirteen
properties were found, this topic should remain on the agenda for next
meeting.
C. Update on McWilliams House Renovation — The plans approved by HPC
were reviewed by the County on December 15, 2005. Direction was given to
work with County staff to address concerns of the County commission. A
meeting with County representative has been set up for January 11, 2005.
D. Update on National Register Applications — Additional information has been
provided to the appropriate State agency. If that commission approves the
nomination, then it will move forward for the National Register.
E. Update on bronze plaque for 14288 Chester Avenue — The commission
reviewed two different designs presented by Commissioner Conrado. The HPC
reviewed the designs and made the following vote: the size will by five inches
high by eight inches wide (approved by a 7 -0 vote); and the simpler design was
preferred over the more intricate one (approved by a 6 -1 vote; Commissioner
Bailey voted against the style because she felt the relief areas of the sign should
be larger and the text smaller). Commissioner Conrado agreed to get pricing
information and revised design for discussion at next month's meeting.
F. Term Expirations — Item discussed.
New Business
A. 8:30 a.m. Site visit — Review existing signage at 14592 Oak Street (Saratoga
Elementary School) — Site visit completed; Commission discussed design of
sign and its character with respect to Oak Street. While some
Commissioners feel it could be altered to better fit in with the historic nature of
Oak Street, other Commissioners did not feel strongly about the issue.
Thoughts on how to best to address the issue were discussed but not
finalized.
B. 9:00 a.m. Site visit — Review proposed demolition of 20626 Komina Way —
Site visit completed, Contract Planner Deborah Ungo- McCormick gave a brief
presentation on the topic and clarified that the HP C purview is limited to the
historic analysis of the property and the cause of the fire is a separate and
unrelated issue. Commissioner Lowdermilk commented that there appeared
to be too many changes made to the structure. Commissioner Bailey
commented that she couldn't dispute the historic report prepared for the
property. A motion to approve the demolition of the structure based on the
conclusion that the property is not historic was passed by a 6 -1 vote with
Commissioner Wyman abstaining.
C. Discuss Heritage Orchard — Item discussed.
D. Joint Meeting with City Council and Historic Foundation June 21, 2006 — Item
discussed.

Prior to start of construction, an arborist assisted Montalvo in the rigorous pruning of the wisteria
trees over the last two years. Many unhealthy portions of the trees were identified, including
rotten, hollow branches and overcrowded branches, so large limbs as well as multiple branches
were removed, leaving only healthy material.
Construction began just after the first of the year with careful salvage and demolition.
a Rafters, heams, and other wood trellis elements: All the rafter members (upper
crosspieces) of the trellises from both the Oval Garden and the Artists' Cottages were
numbered, salvaged, and stockpiled for examination and final evaluation by the architect
and construction consultant. A larger proportion of rotten members was discovered in the
Oval Garden than initially anticipated; however, the Artists' Cottages have a higher
proportion of sound members than the main colonnade. A decision has been made to
utilize all the sound Oval Garden members for repair of the Artists' Cottages, as the
rafter members at the Cottages are shorter than those of the Oval Garden, so the original
members can be trimmed as necessary for reuse. All new rafters will be installed at the
Oval Garden. These rafters will be dried, heart redwood to match in -kind the members
that have been removed. The outer trim from the Oval Garden box beams has been
salvaged and stockpiled; the damaged structural members from within the beams were
discarded. They were identified as decayed from the beginning of the project, this was
confirmed during demolition, and this is in keeping with the original plans.
b Office wall: The initial plans called for the partial demolition and repair of the office
wall (historically the wall of the pool house changing rooms). This is the area of highest
unanticipated decay so far. The studs, known to be damaged at their base along the brick
and concrete pathx ay, as well as higher up the Zvalls along the rafter - support band, were
discovered to be damaged from leaks at the roof parapet walls and trim connections, and
the water damage and ensuing pest damage extended down into the walls, particularly
throughout the wood lath and about half of the door jambs, but also within the studs and
plates and other framing members. A tough decision was made to demolish additional
portions of the stucco, to permit repair of the full extent of damage. The final conclusion

is that the office wall requires much structural augmentation (e.g., sistered studs), some
replacement in -kind (e.g., some door jambs), and complete restuccoing as part of this
repair project. This focus of the work continues to be the continuing support of the arbor;
the scope is not extending within the building. Note that the character - defining interior
features of the office wing (e.g., the coved plaster ceilings) have been preserved, and that
care is being taken to protect them. Detailing for the replacement exterior stucco and new
concrete base (included in the original scope) has been slightly modified to provide as
little change to the outward appearance as possible while creating a building envelope
that will be more weatherproof than the previous design had proved.
Stucco posts: Related to the demolition of the office wall exterior surfaces, but a separate
issue, is the replacement of the stucco posts and pilasters within the colonnade. Although
these were known to have substantial rot, their poor condition proved more extensive
than expected, as their framing had disintegrated into soaking -wet compost restrained
only by the stucco finish itself. As these posts provide structural support for the
colonnade, they were removed and new framing and footings are being constructed. The
character - defining corbels that were attached to these posts have been salvaged and are
proposed for reuse.
Columns: The concrete columns have remained in place, as have all the original
surrounding walls and landscaping.
Construction and repair continues at a fast pace:
a Footings have been poured and studs installed for the replacement stucco posts.
b Along the length of the office wall, new footings are being formed to support the existing
studs that have been trimmed to remove rot. Flashing is being installed to separate the
concrete and wood contact and improve the wall footing.
c New structural beams and some replacement outer trim has been installed, carefully
bolted to the tops of the original columns.
4 Planned next is the repair of the office wall framing, installation of the remainder of the beams
and beam trim, and rough electrical installation for the trellis lighting.

Montalvo Association will need a letter from the City of Saratoga verifying -

The City'of Saratoga has found the proposed restoration project to the Villa Montalvo
Estate that encompasses the roof and trellis repair to be categorical exempt based on
the following CEQA sections;
ENVIRONMENTAL DETERMINATION; The proposal is Categorically Exempt from toe
Environmental Quality Act (CEQA) pursuant Section 15303, "New Construction or
Conversion of Small Structures Class 3 (a) of the Public Resources Code (CEQA).
This exemption allows for the construction or conversion of up to three single - family
residences.
Although the architecture of the existing house has been found to be historically
significant the restoration meets the Secretary of Interior findings therefore allowing the
restoration and preservation of a historic resource to be categorically exempt per CEQA
Section 15331,

RE: Santa Clara County Grant Funding for Restoration of the McWilliams House
Dear Mr. Pierce:
Thank you for email response to my phone call last week. I'd like to take this opportunity to
reply and request again that the City of Saratoga be reimbursed for the architectural
services associated with the restoration of the McWilliams house, as the Santa Clara
County grant is essential to the success of the project. Please find below a response to
your email dated February 01, 2006.
Personnel Costs
The funding for the grant has not been used for personnel costs, as the City has not utilized
the money to fund City staff time spent on the project. Instead, the invoice reflects time and
costs associated with the services of an architect — a cost essential to the planning and
implementation of the project.
Scope of Work and Itemized Budget
The itemized scope of work and the itemized project budget reflect work to be done for the
physical restoration of the house. The budget has a total of $80,000 allocated to the
physical restoration of the house. However, the grant awarded is in the amount of
$100,000. It can be deducted, then, the remaining $20,000 was to be used for architectural
services, which is necessary for the physical restoration to occur. If the County never
intended to include the architectural services as part of the project scope, the grant would
have been awarded in an amount of $80,000.
Request for Reimbursement
The reimbursement request for architectural services was sent to the County on October
25, 2005. The City did not receive any response from the County on the status of the

request until February 01, 2006, more than three months after it was submitted. During that
time, the County knew the project was moving forward, as the project was requested to go
before the County Historic Heritage Commission (HHC) at their November meeting.. On
October 28, 2005, the County communicated that the project could not be heard until the
December HHC meeting, and the invoice could not be processed "until all the conditions in
the Grant Contract have been met. One of the conditions is the plan review by the HHC."
The correspondence continued to state, "so, if it's acceptable, I'll hold the reimbursement
until that review is completed." The offer of holding the reimbursement should have never
been extended if, in fact, there were issues with processing it. The City was led to believe
the only concern regarding reimbursement was review by the HHC, which has now been
completed and re- reviewed to the satisfaction of County staff.
City Council Staff Report
The Saratoga City Council approved the County Agreement on September 14, 2004. The
Staff Report for that item clearly stated a total of $20,000 of the $100,000 grant was to be
used for architectural services and contingency. Upon approval by City Council, this
agreement was forwarded to the County as part of the grant submittal requirements.
The City is not requesting additional funds for the restoration of this project, as the funds for
reimbursement have been included in the amount awarded by the County. The City's
expectations, with the County's knowledge, for the grant agreement included that of the
services of the architect.
I'd like to reiterate that the costs associated with the services of the architect are integral to
this project moving forward and being completed. Please consider this request and process
the request for reimbursement.

Staff recommends the City Council approve the attached agreement and give the City Manager

DISCUSSION:
On October 1, 2003 the City Council approved the Heritage Preservation Commission (HPC)
request to apply for a grant for the City's Historic Park. The original grant request was for
$500,000 to restore the McWilliams House and landscape the park. The grant was approved for
only $100,000 limited to the restoration of the McWilliams House.
Unless directed otherwise by the Council, staff will keep the project within the $100,000 grant
amount. The following is an estimate of how the money will be used:
$15,000 for Architectural services
$80,000 for construction and materials
$5,000 contingency
ALTERNATIVES:
The Council can continue the item for further discussion.
FISCAL IMPACT:
No matched funds are required for the grant. The architectural services, building materials, and
construction cost will be paid for by the grant. The only cost to the City will be staff time.
FOLLOW UP ACTIONS:
1. The City Manager will enter into an agreement with the County of Santa Clara.
2. A request for a Historic Architect will be advertised. The HPC will review candidates and
recommended one or more to the City Council for approval.
3. The Council will select a Historic Architect and approve a contract with the Architect.
4. The HPC will work with the Historic Architect to finalize a restoration plan to
recommend to the City Council.
5. Council approves a restoration plan.
6. The restoration plan is submitted to the Building Division for approval.
7. A request for a Contractor will be advertised.
8. The Council will select and approve a contract with a, General Contractor.
9. Construction starts.

Hi John,
I got your call and I can understand your concern. I went back and checked all a -mails
between us. I find none that reference the allowance of the preparation of the plans as part
of the HHC Project Agreement. If you run across something that notes we'd include these
costs, please let me know.
I also researched the files on the project for possible additional information. I note that in the
original grant application the City was "asking for a total grant of $500,000, which would
include construction plans and contingencies." In the budget breakdown included with the
application, it was noted that $47,000 was allocated toward "plans and contingencies."
As the grant moved through the approval process of being reviewed by the HHC and then the
Board of Supervisors, conditions were added to granting the funds. As you know, the City was
granted $100,000 for the project. Therefore, the funding could not possibly fund all the items
the City wished to implement. The recommendations of the HHC and the conditions placed on
the grant by the Board of Supervisors were:
1. County funds will not be used for any personnel costs and will be only used for
rehabilitation of the McWilliams House.
2. The plans for restoration will be reviewed by the HHC prior to execution of the work.
3. Provide documentation of a public access schedule by the Santa Clara County Parks and
Recreation Department.
Item number 1. is in line with the HHC's wishes (noted in the Grant Request for Proposals) to
fund physical restoration projects rather than planning or projects that are not capital
improvements. Thus, it appears limitations on the funds awarded to the City removed some of
the items and costs that were originally part of the grant proposal, such as the preparation of
the plans and contingencies.
When the Project Agreement attachments I sent to the City were prepared, they apparently
followed the conditions approved by our Board of Supervisors and included items only used for
rehabilitation of the McWilliams House in Attachment A (Itemized Scope of Work), and didn't
include preparation of the plans to implement the restoration. Attachment B, the Itemized
Project Budget, which enumerates the various restoration work item costs, additionally
supports this.
Therefore, I think what might have happened is that the City initially wanted to include the
costs of preparing the plans in the grant award, but those were eliminated as the approval
process moved forward. If I've missed something here or you have anything that supports
inclusion of the plan preparation in the grant award, please let me know. I'll be happy to
review and consider it.

community. One way to do so is to serve in an advisory capacity on
one of the City's various commissions. The City is now accepting
applications to fill two positions on the Planning Commission and four
positions on the Heritage Preservation Commission.
PLANNING COMMISSION
The Planning Commission meets the 2nd and 4th Wednesday,
7:00 p.m. in the Civic Center Theater. Site visits are conducted
at 3:00 p.m. on the Tuesday preceding the Wednesday meeting.
The Planning Commission advises the City Council on land use
matters such as the General Plan and specific plans, zoning and
subdivisions. One of the many duties of the Planning
Commission is the review of new or major additions to single
family homes. This often involves listening to testimony at
public meetings from neighbors and voting on proposed
projects. Experience with reviewing plans is helpful but not
necessary. Members are required by State law to file an annual
Statement of Economic Interest with the Fair Political Practice
Commission.
HERITAGE PRESERVATION COMMISSION
The Heritage Preservation Commission meets the 2nd Tuesday,
8 :30 a.m. of each month at the Warner Hutton House.
The Heritage Preservation Commission functions as a liaison
working in conjunction with the Council, the Planning
Commission, and the agencies and departments of the City to
implement the City's Heritage Preservation Ordinance. The
Commission's scope includes property surveys within the
boundaries of the City of Saratoga for the purpose of
establishing an official inventory of heritage resources and
recommending to the City Council specific proposals for
designation as a historic landmark, heritage lane or historic
district. One member is nominated by the Saratoga Historical
Foundation and two members must be trained and experienced
in the field of construction and structural rehabilitation, such as
a licensed architect, engineer, contractor or urban planner.

CITY COUNCIL
The City Council is the governing body of the City. It is vested with broad powers in areas
of legislative policy, budgetary allocation and service delivery. As an elected body, the
Council represents the entire community and serves as the "Board of Directors" for the
municipal corporation. The City Council meets on the 1" and 3rd Wednesday of every
month. Site visits are conducted at 3:00 p.m. on the Tuesday preceding the Wednesday
meeting.
CITY COMMISSIONS
City Commissioners are essential to the City's commitment to developing policies and
services, which adequately reflect the needs of the community. Commissioners' work
closely with the City Council and the City staff, as well as with fellow Commissioners, all of
who play a critical role in the City organization. All commission members serve without pay
except for the Planning Commissioners, they receive a stipend of $150.00 per month.
Commissions are appointed by the City Council to provide ongoing citizen involvement in
major policy areas. The establishment of Commissions is determined either through Council
ordinances or through resolutions. As advisory bodies, commissions provide ongoing
recommendations to the City Council regarding special program areas, hold public hearings
to solicit community opinion on current issues, and surface issues which the Commission
believes should be addressed by the City. Commissions do not have administrative oversight
or authority; the Planning Commission, however, does have significant decision - making
authority. These decisions must be consistent with the State Law and City ordinances, but
usually are final unless they are appealed to the City Council.
Citizens are encouraged to apply for any time to serve on the various City Commissions, all
of which have seven members. Appointments are made throughout the year as terms expire
or vacancies occur. Applicants must be'Saratoga residents, at least eighteen years of age, and
a register voter in the City of Saratoga. Appointments are for four -year terms, except in
cases where an appointment is made to fill a vacancy for an unexpired term. Members of all
the City's Commissions, except for the Youth Commission, are required to file an
annual Statement of Economic Interest with the Fair Political Practice Commission.

Council. The Arts Commission is not authorized to set policy or give direction to City staff.
The Commission is authorized to investigate, review, and analyze issues and make
recommendations to the City Council
FINANCE COMMISSION
Meets 3r Monday, 7:00, p.m. - Administrative Conference Room, City Hall.
The Finance Commission reviews the City's annual audits and budget preparation and
presents recommendations or comments as appropriate to the City Manager and to the City
Council. The Commission also undertakes and performs any such other specific tasks as
may be assigned from time to time by the City Council.

The Parks and Recreation Commission advises the City Council- on design, use,

Project Description
The applicant proposes to demolish a barn situated on a lot that also has an existing ranch style
single family residence. Staff is presenting this request to demolish the barn to the Heritage
Preservation Commission because the structure appears to be more than 50 years in age.
According to the applicant, the barn was constructed c. 1950.
Background, Analysis and Designation Criteria
This barn is situated on one of four lots that were under a Land Conservation (Williamson Act)
Contract limiting the parcels to agricultural and open space purposes. This Contract was cancelled
with Saratoga City Council approval on January 31, 2006. The Hall family has placed the four lots on
the market, and Lot B was recently sold to Mr. Lim, who would eventually like to build a new home on
the site. It is anticipated that the other lots would each be developed with single family homes, as
well.
The applicant has provided a letter describing the barn. Staff would like the Heritage Preservation
Commission to review the attached pictures and view the barn at the scheduled site visit and make
one of the following determinations regarding the requested proposal for its demolition:
1. Determine that the Barn Structure is not historically significant: If the
Commission determines that the barn structure is not historically significant staff would
deem the request for its demolition exempt from environmental review.
2. Request additional information before determining if the Barn Structure is of
historical significance: Require the applicant to have an historical assessment
prepared by a qualified consultant to determine the historical significance of the
Structure and return to the Commission with findings.
3. Determine that the Barn Structure is historically significant and direct staff to
place the structure on the historical list: Staff will begin environmental review of
the proposed demolition per CEQA guidelines. The result of this action may require
that the applicant preserve the barn or proceed with an Environmental Impact Report
(EIR).

Please consider this request for demolition of the subject structure. It has limited historic
significance and we have photo- documented it as previously submitted.
Structure History
Marshall S. Hall acquired two parcels from Felix Chilton and Gerda Godon in December
of 1948. One parcel contained a residence on 3.75 acres (Parcel A) and the other was
orchard or open land, further west containing 19.5 acres. At that time Godon & Chilton
retained certain parcels adjacent and south, Parcels `B" and "C." Godon constructed a
barn on parcel B in approximately 1950. The barn housed a horse for her children in the
right -side (north) shed. Hay was stored in the center portion on a raised wood floor. A
tractor for discing the orchard was stored in the left -side (south) shed which has a dirt
floor.
In November of 1967, Marshall and Helen Hall acquired two additional parcels from
Godon and Chilton (parcels B and C) including the small barn on parcel B.
In the 1960's, Randy Hall (son of Marshall) constructed a ramp to the center section of
the barn to allow storage of automobiles for repair and servicing. There were never any
industrial compounds or pesticides stored in the barn. It has generally sat unused for the
past 35( ?) years.
Architectural SiEnificance
The barn has limited architectural styling, with the only feature of significance being the
radial pattern of boards that decorate the center door. Originally painted red, the old
redwood timber has been white - washed. The potential buyer of the property is willing to
commit to the re -use of the wood from demolition of the barn for a trellis, fence or other

The applicant proposes to demolish a single - family house at 14639 Big Basin Way.
Background, Analysis and Designation Criteria
The property is not listed on the City's current Historic Resources Inventory list. However, the
applicant has obtained a historic evaluation of the property from Archives and Architecture. The
evaluation is dated January 25, 2005. The attached DPR523 form offers information regarding
the historic significance of the structure and evaluation of the structure with respect to the
California Register of Historic Resources (CRHR). Their analysis concludes that the structure
may be eligible for the CRHR under Criterion 1 because "it remains a rare example of worker
housing from when Saratoga evolved as a lumbering community." However, according to the
analysis, it does not appear eligible under Criterion 2, as its occupants during its historic period
do not appear to have made recognized contributions to the history of Saratoga. The report has
not analyzed the property for local significance.
The applicant has also secured the services of a structural engineering firm (Westfall Engineers)
to assess the structural integrity of the building and evaluate possibilities for structural
rehabilitation. The report and findings of the engineer have been summarized in a letter dated
January 12, 2006, which is attached to this memorandum. The report concludes the overall
structural condition of the building as "very poor" and states, "it is not possible to list safely,
and /or move the building in order to retrofit an appropriate new foundation," but it may be
possible to utilize "some undamaged portions of the structure ... for future construction."
A third report, regarding pests and organisms, has also been submitted with this application.
The report, dated August 19, 2005, has been completed by S.G. Mayne Termite Company, Inc
and concludes the structure has visible problems of which subterranean termites, dry-wood
termites, fungus /dryrot, and beetles appear to be the cause.
The applicant is requesting demolition of the structure in order to accommodate a new
commercial development on the site. A condition of approval requiring reuse of undamaged
portions of the building in the new construction could be imposed.

Review of proposed demolition of single family house
Staff is requesting a determination of the Historical Preservation Commission regarding
the historical significance of the single family home. The following are three options
available to the Commission in reviewing this proposal:
1. Determine that the structure is not historically significant: If the Commission
determines that the structure is not historically significant staff would deem the
application exempt from environmental review and forward the request for
demolition. Any new construction would be processed under separate
entitlements.
2. Request additional information before determining if the Structure is
historical: Require the applicant to have an historical assessment prepared by a
qualified consultant to determine the historical significance of the structure and
return to the Commission with their findings.
3. Determine that the Garage /Accessory Structure is historically significant
and direct staff to place the structure on the historical list: Staff will begin
environmental review of the proposed demolition per CEQA guidelines. The result
of this action may require that the applicant either consider mitigation measures to
the demolition or proceed with an Environmental Impact Report (EIR).

The residence located on this parcel in the Saratoga village area has served as a rental
unit for over 35 years; its use as a single family house originated on this site about 1895.
The building, however, appears to have been relocated to this property about that time. The
style, character, and materials more closely relate to vernacular houses built about 15 -20
years earlier during the period when the town of Saratoga was closely associated with the
lumbering operations on the western slopes of the Santa Cruz Mountains.
The house has six rooms and an ancillary bathroom and storage area. It is National style,
with the form and shape of the Cape Cod Salt Box house popular during the mid - nineteenth
century on the East Coast. Many earlier settlers in the West emulated this building type in
the pre - railroad years of the 1850s and 1860s. During the 1870s, local houses took on more
Victorian characteristics, with the Italianate style growing in popularity as the internal
building heights grew in concert with improved milling technologies. (Continued on page 4,

The residential building on the subject property appears to be a lumbermen's cottage, built
sometime in the late 1870s or early 1880s, which was moved to its present site about 1895. It
sits on a lot that was part of the original 1852 survey of the town of McCartysville, the
forerunner of the present city of Saratoga.
In 1881, the San Jose Savings Bank sold three acres of Block 10 in the Town of McCartysville to
Antonio Fabretti (Deeds 60:499, 8/13/1881). The vacant three acres had reverted to the bank from
Isaac N. Thompson (Deeds 53:165, 10/11/1879) who had purchased it from Thomas J. Jones in 1869
(Deeds 13:178, 3/27/1867). Jones had purchased it the week before from Hannah McCarty (Deeds
13:176', 3/16/1869). Antonio and Maria Fabretti soon afterwards built the house to the west, at
14669 Big Basin Way. That house is still extant and is listed on the Saratoga Historic Resources
Inventory. Swiss -born Antonio Fabretti was a saloonkeeper who had emigrated around 1868 to
California with his wife Maria and their eldest child Joseph.

This particular structure is pre - railroad (late 1860s) in shape, but has very high internal
ceiling heights, indicating a later build date. The structural-system consists of a wood
platform base of wood sills and posts that support floor joists and tongue & groove flooring,
structural single -board walls of 12 foot redwood planks that are 12" wide and 1" thick, ceiling
of wood panels, and roof system consisting of low -slope rafters covered-with composition asphalt'
shingles. The perimeter board walls are fixed to the side of the floor system, and although the
attic was not viewed, normally this type of structural system consists of the ceiling joists
hung from a ledger at the top of the wall planks with the'roof rafters inserted into the ceiling)
joist /wall juncture.
The vertical joints of the vertical wall boards are covered on the east (right) and north (rear)
sides with 2" battans. The front facade and west (left) side walls have been covered with
redwood channel -rustic dropsiding. The.dropsiding may have been added to the building subsequent
to its construction. It is the most common siding material found on buildings built throughout
the county from about 1865 to 1890, and continued to be manufactured and utilized into the early
twentieth century. Although single -wall board and battan structures are common to pre - railroad
construction, rural areas continued to use this building technique throughout the nineteenth
Fenestration consists of what appear to be original six - over -six double hung sash on the front
and west facades, a matching window of later vintage on the east wall, and other miscellaneous
multi -lite windows at the rear rooms. The windows have flat board surrounds. The most westerly
(window on the front facade is an old window that has been inserted sideways into an early
doorway and the bottom of the door remains intact at this location. Both this blocked doorway
and the central front door have glass transoms above, and the central front door contains a
large fixed glass pane. The transom of the closed doorway does not exactly match that of the
central doorway, but the closeness of the detailing probably indicate that it was added shortly
after the building was constructed. An additional entryway appears to have been located on the
east side of the building where a kitchen casement windows is presently installed. Below the
window the siding has been patched to match the wall.
The front porch is a recent replacement and is most likely similar in design to the original
except for the floorboards. Evidence exists of pilasters that were once located at the outside
edges of the original porch at the front wall. The rear porch and bathroom area are not original
to the building and were probably added over time during the twentieth century. The rear porch
has a concrete slab foundation, unlike the main building itself which sits on mud sills.
The interior has been modified somewhat although many doors and frames exist that are likely
original to the building. These doors are thin and have four raised panels, the panels trimmed
with flush mounted molding. Some of these have original hardware. The front room at the
southeast corner of the building has a lowered ceiling and an added interior wall that frames a
closet.
The site has minimal landscaping, a picket fence at the front property line, and a chainlink
fence at the rear separating it from the creek. An early well is located just to the northeast
of the house. To the rear is a plywood storage shed. The neighborhood setting contains a mix of
buildings from the nineteenth century unincorporated village of Saratoga as well as more recent
buildings designed to complement the historic character of the village center.

On June 27, 1887, county surveyor Charles Herrmann surveyed this part of Big Basin Way (then
called Lumber Street). While the Fabretti house at 14669 Big Basin Way is shown on the map, no
house appears on the subject property.
Days before her death on November 14, 1888, Maria Fabretti divided the family's property on
Lumber Street between her three children, Joseph, Angeline (Lena), and Mary (Deeds 112:212,
11/6/1888).
On March 9, 1898, Joseph Fabretti sold Lot 1, Block 10, presumably his portion of his
inheritance, to Joseph Poncia (Deeds 209:144). Poncia had been occupying the land since taking
out a mortgage on the property in December 1895, and the 1898 deed signified that the note had
been paid off.

oseph Fabretti was an early -day teamster who hauled timber from the Santa Cruz Mountains to San
ose lumber mills. He handled one of the famous seven -horse teams hauling giant logs from high
n the mountain timber areas to the Hubbard and Carmichael Lumber Co. (San Jose Mercury Herald,
/23/1948). By 1895, the available timber used for commercial purposes on the Saratoga side of
he Santa Cruz mountains had been sawed, and the mills were moved to a location about five miles
elow the summit on the ocean side of the mountains (San Jose Mercury, 1895). It is likely that
oseph Fabretti might have obtained this house from a recently abandoned lumber camp above
aratoga, and brought it to the lot which he sold to Joseph Poncia. During the lumbering period
ssociated with the village of Saratoga, drivers were often partially paid with food and lodging
rovided by the company they worked for. The extant building has the characteristics of an 1870s
ernacular apartment building that probably housed three separate workers.
oseph Poncia was an Italian -born laborer. His wife Catherine had emigrated from Como, an alpine
egion of Italy. They had three children, Mary, Peter, and Joe. Catherine Poncia died in 1942,
nd in 1946, Joseph Poncia sold the property to Theresa P. Downing and Dee W. Downing (OR
403:227, 9/10/1946). Theresa was divorced from Mr. Donning in 1953 and received the property in
he settlement (OR 4453:290, 10/7/1953). Since 1959 the property has been jointly owned by
ichard and Theresa Sudholt (OR 4453:293, 611811959), and it became a residential rental about
965.
iteria A /1: The house appears to be associated with early (pre -1895) patterns of development
the unincorporated village of Saratoga, and though probably relocated, remains a rare example
worker housing from the period when Saratoga evolved as a lumbering community. Although the

Subject: Structural review of the single - family residence at 14639 Big Basin Way,
Saratoga, California.
Dear Mr. Zambetti:
On August 24, 2005, and January 12, 2006, I performed a visual review of the above - mentioned
single - family residence. The purpose of this review was to evaluate the feasibility for the
structural rehabilitation of the subject structure.
EXISTING CONDITION:
The existing building is a single -story, wood -frame construction. The original structure was
constructed 80 (+ -) years ago, with numerous remodels /additions in later years. Some of the
construction is unconventional, such as 2x4 "flat stud" partition walls. The structure is supported
by wood posts, installed directly on the ground, without a concrete foundation. The construction
is unorthodox, with uncertain patterns of structural support. All, of the visible posts, are damaged
by termites or "dry rot ". Due to the absence of the foundation, the structure has suffered
significant differential settlement. As the result of the settlement, and, possibly, past seismic
events, all of the floors are sloping and all of the walls, exterior and interior, are out -of- plumb.
There is an evidence of separation of some of the structural building components from each
other, such as wall -to -wall or wall -to- ceiling connection. All of the ceilings show evidence of
past water intrusion. Evidence of "dry rot" is present in the area of the front porch, around some
doors and windows, interior plumbing wall, some fascia boards, and roof overhangs.
CONCLUSIONS AND RECOMMENDATIONS:
Based on the visual review, the overall structural condition of the above - mentioned building is
very poor.
SURVEYING CIVIL STRUCTURAL
It is, in my professional opinion, not possible to lift safely, and /or move the building in order to
retrofit an appropriate new foundation. In addition, the uncertainty, regarding the condition of the
existing structural wood, makes any predictions regarding future structural performance,
impossible. In order to evaluate the condition of the existing structure, extensive destructive
testing would be required. It is, therefore, my professional opinion that the structural
rehabilitation of the above - mentioned building is neither feasible nor safe. It may be possible to
salvage some undamaged portions of the structure, and reuse them for future construction.
Please note: The construction review evaluates structural conditions only, and is based on visual
observation only, in areas which are readily accessible to such observation. It is based on a
professional opinion, and all conclusions, and recommendations, are made in accordance with
the generally accepted engineering principles and practices. No destructive testing has been
performed. The review reflects only the current condition of the portion of the structure under
investigation and is, in no way, intended as a warranty, guaranty, or as an insurance policy that
the above - mentioned portion of the structure will remain in its current condition.
