Routine Organization A. Roll Call PRESENT. Commissioners Bailey, Ballingall, Brookfield, Conrado, Louden, and Commissioners Lowdermilk (was present for the first site visit) ABSENT. She encouraged the HPC to take steps to preserve and promote it. • Ms. Yvonne Mindy notified the Commission about the Blossom Festival • Written communication from Leslie Dill regarding construction activities at Villa Montalvo — Item acknowledged. • Oral communication regarding 20640 Third Street (Sam Cloud Hay & Feed Warehouse) — Mr. Craig Aubrey made a brief oral presentation to the Commission regarding upcoming construction activities at the project site. F. Oral Communications — Historic Preservation Commission direction to Staff — Instruction to staff regarding actions on current Oral Communications. — None. II. Old Business A. Discussion of Mustard Walk — Item discussed. Ms. Yvonne Mindy reported that the event attracted about 2,000 people. The Commission noted the project was completed within budget. Also, they thanked Ms. Mindy for her efforts in conjunction with the event. Additionally, it was noted that they'd like to maintain the event for years to come, perhaps by obtaining funding with creative resources. B. Update on Historic Resources Inventory — Item discussed. Commissioner Bailey passed out an updated version of the inventory. With the changing of the Commission members, she offered to draft a memo so that the item may be passed on with clear direction to new members. C. Update on McWilliams House Renovation — Item discussed. D. Update on National Register Applications — Item discussed. The State Historical Resources Commission approved the Warner Hutton House application by a unanimous vote on February 3rd. Commissioner Bailey noted that the State is requesting some of the photographs be reprinted, but the application will subsequently proceed to Washington DC for review for the National Registry. E. Term Expirations — Item discussed. III. New Business A. 8:30 a.m. Site visit — Review proposed demolition of barn at 20865 Wardell Road — Item discussed. Commission Conrado said he did not feel the barn was historic. Commissioner Bailey spoke on behalf of Commissioner Lowdermilk, adding that he felt the barn did have significance and should not be demolished. Commissioner Brookfield mentioned the patchwork was old but not historic, and Commissioner Louden agreed. The Commission made a motion to grant approval of the demolition of the barn with a 5 -0 vote. B. 9:00 a.m. Site visit — Review proposed demolition of house at 14639 Big Basin Way — Mr. Gene Zambetti made a brief oral presentation, stating he has worked on several historic homes and that he has provided a report from historian Ms. Leslie Dill regarding the subject property. His overall objective is to establish a mixed use building on the site, consisting of retail, office, and residential apartments in the rear. Commissioner Bailey commented that it is unfortunate that the condition of the structure is poor and cannot be moved. Commissioner Brookfield added that the applicant has made the structure habitable, but it is deteriorating. Commissioner Louden said it is important to understand options if the structure is maintained, as it (1) cannot be moved, and (2) the property may only be a rental. Commissioner Ballingall mentioned that it does meet one of the criteria so it could have historical significance but also agrees with Commissioner Louden. The Commission made a motion to approve demolition of the structure with the condition that the applicant save and reuse hardware and windows as practical for the new construction. The motion was approved by a 3 -2 vote with Commissioners Bailey and Ballingall voting noe. C. Participate in selection of materials and colors for improvements to Warner Hutton House — Ms. Joan Pisani asked the Commissioners if they wanted to participate in the selection of materials /colors for improvements to the Warner Hutton House, as it has been dedicated funds in the Capital Improvement Projects budget. The application also includes a remodel of the elevation that currently faces Saratoga Avenue so that the entry to the house will face Lutheria Way, consistent with the address of the property. An application for administrative design review is being processed by the Community Development Department. Background, Analysis and Designation Criteria The project site front yard fronts onto Saratoga Avenue. Saratoga Avenue was a designated a Heritage Lane between Fruitvale Avenue and the Village in August 1991. Because the application is being processed for an administrative design review approval and the project fronts onto Saratoga staff is forwarding this application to the Heritage Preservation Commission for a determination on this project will not impact the historic and rural character of this Heritage Lane. The home is a modest single -story structure with wood siding and gable roof. It has undergone exterior improvements over the last ten years, and, while it is approximately 56 years old, is not listed a heritage resource nor is it considered historically significant. The portion of Saratoga Avenue that was designated a heritage lane was so designated for the purpose of retaining its rural character and eliminating the potential for its widening to accommodate increased traffic volumes through this section of the City. The proposed addition to the existing home is considered minor and in keeping with the single - story profile and existing character of the home and of Saratoga Avenue. Only a portion of the addition in the middle and rear portion of the site will be visible from Saratoga Avenue. The modifications in the area facing Saratoga Avenue will serve to relocate the entry so that it faces Lutheria Way. Currently, the elevation facing Saratoga Avenue has what appears to be an entry, but it is not a desirable or practical entry point. The applicant indicated that a previous owner created this feature as a Feng -Shui design element. However, the applicant would now like to remove this feature and accentuate the true entry to the house, which face Lutheria Way. This modification will not have a significant change in the character of the existing home, or in the character of Saratoga Avenue. Lane. , Background, Analysis and Designation Criteria The property /structure is not listed on the City's current Historic Resources' Inventory list, but is more than fifty (50) years of age. The applicant has provided photographs of the structure and a site plan of the property. Staff is requesting a determination of the Historical Preservation Commission regarding the historical significance of the single family home and detached garage. The following are three options available to the Commission in reviewing this proposal: 1. Determine that the structure is not historically significant: If the Commission determines that the structure is not historically significant staff would deem the application exempt from environmental review and forward the request for demolition. Any new construction would be processed under separate entitlements. 2. Request additional information before determining if the Structure is historical: Require the applicant to have an historical assessment prepared by a qualified consultant to determine the historical significance of the structure and return to the Commission with their findings. 3. Determine that the Garage /Accessory Structure is historically significant and direct staff to place the structure on the historical list: Staff will begin environmental review of the proposed demolition per CEQA guidelines. The result of this action may require that the applicant either consider mitigation measures to the demolition or proceed with an Environmental Impact Report (EIR). I will be moving from my home of 36 years on Wendy Lane to Rinconada Hills in Los Gatos on March 15. I have enjoyed my years in this position and shall miss the many friends and acquaintances I have had the pleasure of meeting in this official capacity, but am sure to see all of you socially since I will be residing only a few feet from the edge of Saratoga!
