I am here today to represent the Saratoga Foothill Club which is beginning to develop a
master plan for the restoration of its Arts and Crafts -style historic landmark building, de-
signed in 1915 by Julia Morgan. Our goal is to preserve, enhance and restore the original
design, while at the same time making the building functional and appealing for our meet-
ings and rental activities. Before we move ahead to put time and money into an extensive
plan, which I hope to bring before you at your next month's meeting, I want to be certain
that the following are acceptable ideas......
We understand that the historic commission is concerned mainly with "exterior" changes.
Firstly, we have had extensive water damage to the interior walls and ceiling. After many
"repairs ", the time has come to consider the need for a new roof, and to know if we must use
cedar again or can use a "composite "? (and, if so, must it look like wood ?)
Secondly, are we OK to make some "decorative improvements" that aren't "original"?
* Replacing rather than rebuilding the redwood doors
* Installing "period" fixtures on both sides of the door frame.
�* Putting two privacy gates on the property to discourage people wandering onto the
patio, and provide more privacy for rental events.
We understand that "interior" changes are not affected by our "historical status ", but have
question about whether two of our proposed projects need to be Ok'd by you.....
* In replacing the "acoustic" ceiling tiles (which were definitely not "period "), we
would like to install "box beams" to make it easier to maintain the ceilings should
future cracking occur. Question: can we add something decorative that was not
there originally?
* We need one "handicap - accessible" bathroom. I understand that, in itself, is not a
problem. The question is whether we are able to alter the original wood paneled
door opening in order to make it wide enough?

Dear Commission Members,
This letter is written in response to the current discussion regarding a suitable tree to replace
the heritage oak that fell in April of this year. At the same time, we want to make you aware
of some ongoing discussions and grant opportunities that the Saratoga Historical
Foundation is currently following.
We request that the City delay the selection and installation of a replacement tree until the
fall of this year. We make this request for two reasons: first, planned construction at the site
should be completed by this time and second, the Museum is currently in discussions with a
major donor for money to fund a comprehensive landscaping plan and plant materials.
BACKGROUND: In 2004, the City of Saratoga contracted with a landscape architect to
prepare a plan for the Historical Park. This plan was prepared very quickly in order to meet
a very small window to apply for grant funding from Santa Clara County. This proposal also
included funding for renovation of the McWilliams House. At the time of the application,
there was a substantial misunderstanding about the project eligibility and the scope of the
funding. The McWilliams House work has since been funded and the project will soon be
underway; however, landscaping was not funded.
Because of the haste and the misunderstanding, an elaborate and expensive landscaping
proposal was prepared. In this haste the landscape architect had just one very short meeting
with members of the Saratoga Historical Foundation. The result was a plan that does not
reflect needs and limitations of the Museum and its operations, and which was met with the
disapproval of Park neighbors. The Foundation and Museum are currently working to
modify this proposal.
Related to the City's landscaping plan, a representative of the Museum is also meeting with
the Board of the Saratoga Horticultural Research Foundation (SHRF). This is a non -profit
institution that originated in Saratoga and patented dozens of plants that are now used
throughout California. This historically important group is now disbanding and its financial
assets will be donated to the University of California at Davis.

The Saratoga Historical Foundation has made a proposal to SHRF, requesting funding to pay
for suitable landscaping materials for the Historical Park. This donation will commemorate
the tremendous contributions made to the landscaping industry by the Saratoga botanists of
SHRF.
SUMMARY: The Board of the Saratoga Historical Foundation is very mindful of the
heritage of the Historical Park site. Members have expressed the desire for a comprehensive
landscape plan that also considers the original landscaping of the Saratoga Village Library,
recently added to the National Register of Historic Places. We have had preliminary
discussions with members of the Friends of the Library and will work with that group to
review a plan when it is available. We ask that the City delay selection of a replacement tree
until construction is completed and until the meetings regarding the landscaping donation
are resolved, and a thoughtful landscape plan is approved.

• Ms. Jenni Taylor commented that the historic survey done for the house
at the intersection of Komina Ave and Oak Street was flawed and the
proposed design is not compatible with the neighborhood.
• Ms. Jill Hunter spoke to the HPC regarding the Heritage Tree Society
and encouraged the HPC's support.
E. Oral Communications — Historic Preservation Commission direction to Staff —
Instruction to staff regarding actions on current Oral Communications.
II. Old Business
A. Update on Historic Resources Inventory — Item discussed.
B. Update on McWilliams House Renovation — Staff informed the Commission
regarding the background of the project and that it is currently out to bid.
C. Update on National Register Applications — Commissioner Wyman gave an
update regarding the Book -Go- Round. The goal is to have the project reviewed
by OHP )in October 2006. Commissioner Louden commented that he will
Conti e to work on response to a submittal for the Saratoga Museum.

III. New Business
A. 8:30 a.m. Site visit — St. Andrews — review proposed bell tower — Site visit
completed. Commissioner Louden commented that the proposal was
consistent with the architecture of the church and that the sound associated
with the bells in the tower was out of the purview of the HPC. Commissioner
Marra agreed. Commissioner Kellond commented that the structure could be
better integrated into the architecture of the building but could support the
project. Commissioner Gomersall likes the design and Commissioner
Koepernik agreed. The HPC voted 7 -0 that the proposal would not have an
adverse effect on Saratoga Avenue as a heritage lane.
B. 9:00 a.m. Site visit — George Whalen Way (behind Saratoga Fire Station) —
review naming the walkway after Mr. George Whalen — Site visit completed.
The HPC discussed the proposal and recommended that a sign be installed
to identify the walkway. The sign should read "George Whalen Way." The
proposal to name the walkway after Mr. George Whalen was approved by a
7 -0 vote.
C. 9:30 a.m. Site visit — 15397 Peach Hill Road — review proposed modifications
to existing home — Site visit completed. Commissioner Marra commented the
site was secluded. Commissioner McCarty added that a craftsman style
perhaps may have been more appropriate, it is ultimately the owner's choice.
Commissioner Kellond commented that he did not see much significance in
the existing structure. Commissioner Gomersall also thought a craftsman
style home was more appropriate, but left it up to the owner for the new
design. Commissioner Koepernik added that the site was fairly isolated and
the house did not appear historic except for its age and that he could support
the project as long as the stone walkways were not destroyed. Commissioner
Wyman agreed with Commissioner Koepernik's comments. The HPC found
the home not to be historically significant by a 7 -0 vote.
D. Elect Chair and Vice Chair of Commission — Commissioner Koepernik was
elected Chair of the Commission by a 7 -0 vote and Commissioner Wyman
was elected Vice Chair of the Commission by a 7 -0 vote.
E. Elect HPC representative to Village Task Force — The Commission appointed
Commissioner Koepernik to start off as the representative and then the role
will be passed on to Commissioner Wyman and Commissioner Gomersall.
F. Saratoga Landmark Plaques — Item discussed. Commissioner Koepernik
volunteered to take on the task and will explore possibilities of putting date of
structure on plaque and keeping the design transferable between properties.
G. National Registry Plaques — Commissioner Louden offered to look into
various designs and corresponding pricing. He plans to bring the information
back for the next meeting.
H. Joint Meeting with City Council and Historic Foundation June 21, 2006 — The
Commission was reminded of the joint meeting in June.

Project Description
The applicants propose to remodel the existing single family dwelling located at 19908 Bella Vista
Avenue.
Background
The property is not listed on the City's current Historic Resources Inventory list. The applicant has
provided a chronological account of construction activities that have occurred on the property since
the original construction.
The applicant is requesting a determination of the Historical Preservation Commission regarding the
historical significance of the single family home. The following are three options available to the
Commission in reviewing this proposal:
Determine that the structure is not historically significant: If the Commission
determines that the structure is not historically significant the project would be deemed
exempt from environmental review. The proposed alterations /additions would be processed
under separate entitlements.
2. Request additional information before determining if the Structure is historical:
Require the applicant to have an historical assessment prepared by a qualified consultant to
determine the historical significance of the structure and return to the Commission with their
findings.
3. Determine that the existing structure is historically significant and direct staff to place
the structure on the historical list: If the structure is deemed historically significant,
environmental review will be required to assess impacts of the proposed remodel.

REPORT FOR HERITAGE PRESERVATION COMMISSION Page 1.
FOR RESTORATION AND REMODELING OF THE RESIDENCE AT
19908 BELLA VISTA AVENUE, SARATOGA, CA
This report is to provide the history of this residence since it
was first.built and remodeled through the years.
The property was originally part of a large country estate known
as Rancho Bella Vista. Mr. and Mrs. Charles Blaney were related
to the Franklin Farwell family who had -been owners of this
"rancho" since the 18501s.
1917 - After purchasing part of this estate Mr. and Mrs Charles
Blaney engaged a well know San Francisco architect, Willis Polk,
to design an Italian Villa and Carriage House to match. The
construction took two (2) years with the Carri,age.House being
finished in 1-919. Upon "the death of Mrs. Blaney, the property was
willed to her sister, Mrs. Edith Kirkwood.
1940 - Mrs. Edith Kirkwood died and willed the estate to her two
(2) children, Barbara and Robert. Robert Kirkwood, with his
wife, Jean, and their children established the Villa as their home
that year. They lived there until their children were grown and
decided to subdivide their estate, with the Carriage House on the
western parcel.
1953 - The Kirkwoods sold the parcel with the Carriage House to
Mr. and Mrs. Raymond Stiles. They hired another San Francisco
architect, Clifford Conley, to convert the Carriage House into
their home and added a garage and other bedrooms with a connecting
covered walk.
1960 - The Stiles sold the remodeled Carriage House to Mr. and
Mrs. Bernard Sims. They hired Saratoga architect, Warren B. Heid,
to first design a four (4) car garage adjacent to the existing
garage and then remodel that garage into a_ bedroom wing. The
covered walk was enclosed with a glass wall facing the front of
the property.
1971 - The Sims required a new Kitchen with added Nook and Pantry.
.This addition was designed and constructed by a close friend and
contractor, Robert Dodge. Many of the windows throughout the home
were changed to, aluminum to replace the original and aging wood
windows and increased in size.
1982/1992 - During the,early years of the Heritage Preservation
Commission this former Carriage House was considered as one of the
Inventory of Historic Buildings. As still exists, this home did`
not meet the required criteria because of the major changes to the
original Italian Villa style. The original home at 20021 Bella
Vista Avenue did qualify and was included in the Inventory.

2006 - It is necessary for the Sims Family to sell their home.
Even though the home was cared for, the normal aging process has
taken over. The clay tile roof, installed in the 19601s, must be
removed to remove and repair for dry wood termites and dry rot.
Some of the exterior walls will also have to be repaired for the
same problem of aging.
The family, interested in purchasing and preserving this old home,
require that the bedroom wing be converted from three (3) bedrooms
to four (4) bedrooms. There will be some interior renovation to
modernize the Kitchen and adjacent area. The existing area under
that area will be enlarged within the exterior walls for a
children's play area.
Lastly the four (4) car garage, built in 1960, will have one (1)
bay changed into a Guest Area. It is the intent of their
architect, Jeanette Coran, to restore this home mainly within the
existing exterior walls and to attempt to keep the flavor of an
Italian Villa.
Having been an original member of the Heritage Preservation
Commission for eight (8) years it is my opinion that this home
still does not qualify as a Heritage Resource. With care and
careful remodeling it can remain as one of the City of Saratoga's
handsome older residences.

POWERS & DUTIES OF THE HPC PER SARATOGA MUNICIPAL CODE §13- 10.050
The Heritage Commission shall be advisory only to the City Council, the Planning
Commission and the agencies and departments of the City, and shall establish
liaison and work in conjunction with such authorities to implement the purposes of
this Chapter. The Heritage Commission shall have the following powers and duties:
(a) Conduct, or cause to be conducted, a comprehensive survey of properties within
the boundaries of the City for the purpose of establishing the Heritage Resource
Inventory. To qualify for inclusion in the Heritage Resource Inventory, a property
must satisfy any one or more of the criteria listed in Section 13- 15.010 of this
Chapter. The Inventory shall be publicized and periodically updated, and a copy
thereof shall be kept on file in the Planning Department.
(b) Recommend to the City Council specific proposals for designation as a historic
landmark, heritage lane or historic district.
(c) Recommend to the appropriate City agencies or departments projects and action
programs for the recognition, conservation, enhancement and use of the City's
heritage resources, including standards to be followed with respect to any
applications for permits to construct, change, alter, remodel, remove or otherwise
affect such resources.

(d) Review and comment upon existing or proposed ordinances, plans or policies of
the City as they relate to heritage resources.
(e) Review and comment upon all applications for building, demolition, grading or
tree removal permits involving work to be performed upon or within a designated
historic landmark, heritage lane or historic district, and all applications for tentative
map approval, rezoning, building site approval, use permit, variance approval,
design review or other approval pertaining to or significantly affecting any heritage
resource. The Commision's comments shall be forwarded to the City agency or
department processing the application within thirty days after receiving the request
for such comments.
(f) Investigate and report to the City Council on the availability of federal, state,
county, local or private funding sources or programs for the rehabilitation and
preservation of heritage resources.
(g) Cooperate with county, state and federal governments and with private
organizations in the pursuit of the objectives of heritage conservation.
(h) Upon the request of a property owner or occupant and at the discretion of the
Heritage Commission, render advice and guidance on the conservation,
rehabilitation, alteration, decoration, landscaping or maintenance of any heritage
resource; such voluntary advice and guidance shall not impose any regulation or
control over any property.
(i) Participate in, promote and conduct public information and educational programs
pertaining to heritage resources.
Q) Perform such other functions as may be delegated to it by resolution or motion of
the City Council.

As you know, the HPC will be participating in a joint meeting with City Council and the Historic
Foundation on Wednesday, June 21st
For our meeting next Tuesday, the HPC work plan as well as preparation for the joint meeting is on
the agenda for discussion.
It would be fantastic if everyone had a mental or written idea of the direction that they would like
to see the Commission go. We'll work on prioritizing them as a group next week.

programs for the recognition, conservation, enhancement and use of the City's
heritage resources, including standards to be followed with respect to any applications
for permits to construct, change, alter, remodel, remove or otherwise affect such
resources.
(d) Review and comment upon existing or proposed ordinances, plans or policies of
the City as they relate to heritage resources.
(e) Review and comment upon all applications for building, demolition, grading or tree
removal permits involving work to be performed upon or within a designated historic
landmark, heritage lane or historic district, and all applications for tentative map
approval, rezoning, building site approval, use permit, variance approval, design
review or other approval pertaining to or significantly affecting any heritage resource.
The Commision's comments shall be forwarded to the City agency or department
processing the application within thirty days after receiving the request for such
comments.
(f) Investigate and report to the City Council on the availability of federal, state,
county, local or private funding sources or programs for the rehabilitation and
preservation of heritage resources.
(g) Cooperate with county, state and federal governments and with private
organizations in the pursuit of the objectives of heritage conservation.
(h) Upon the request of a property owner or occupant and at the discretion of the
Heritage Commission, render advice and guidance on the conservation, rehabilitation,
alteration, decoration, landscaping or maintenance of any heritage resource; such
voluntary advice and guidance shall not impose any regulation or control over any
property.
(i) Participate in, promote and conduct public information and educational programs
pertaining to heritage resources.

Presentation to
Saratoga City Council

We thank the City Council for its resolution guaranteeing the Saratoga Historical
Foundation the use of the McWilliams House as a Museum, for working with us as we complete
its renovation, and for including the Museum alarm and fire suppression systems in the CIP
budget.
In the last year the Saratoga Historical Foundation and Museum has:
• Attracted over 900 visitors to the Museum
• Presented 23 programs or events to an audience of over 1000 people
• Engaged almost 300 elementary students with our "Saratoga Trunk" program
• Supported over 90 advanced history students from Saratoga High School who have in
turn given us over 450 volunteer hours
• Enjoyed and benefited from the hundreds of volunteer hours given by members of SHF
on behalf of the Museum and the community. Our treasured docents come from as far
away as Palo Alto, Santa Cruz and Brentwood to give of their time to the Museum.
Our website, www.saratogahistory.com, has had over 6,700 visitors from 19 countries,
including those in Asia, Europe, So. America, and New Zealand since coming on -line last
October. Our "Ask the Historian" forum has been particularly popular, as are the local history
articles.
How Can We Help the City and How Can the City Help Us?
We have a strong desire to contribute to and support Saratoga's economy, community identity
and ideals. Newcomers are attracted to Saratoga because of its outstanding school system and its
cachet as a state historic district.
One of Saratoga's strongest assets is her claim to be a "Historic Village" - the entire town is
California State Landmark No. 435. Being a historic destination has paid off handsomely for
other communities across America and we feel that this can play a larger role in Saratoga's
economic future.
Saratoga's economic viability depends heavily on its cultural identity. Because our only industry
is our wineries, and our retail sales tax base is limited, Saratoga must develop its other assets.
We believe that Saratoga's rich history is one of those assets and the Saratoga Historical
Foundation and Museum sees itself as a focus for that history, and as such, is an important player
in maintaining the economic vitality of the City.
Our Concerns are:
• Landscaping of the Historical Park — we are currently working on a comprehensive plan
for presentation when completed.
• Make effective use of the hillside area — this area will be part of landscape plan.
• Parking space in the Historical Park continues to be an issue (although there are 10
spaces across the street at the fire station, with a thoughtful landscape design there could
be more potential parking spaces next to the Museum within the Park).
• Museum storage space has become even more critical (currently "borrowing" space at
HSJ warehouse). Lack of space limits our ability to accept significant historical items.
Perhaps a storage facility might be built on -site.
• Funding issues — memberships, donations, and grants are our only source of funding.
• Enhance the outreach to our Asian citizens for historical documentation and participation.
We ask that the City Council continue to support our organization
Look at and seriously consider our concerns; continue to work with us as partners in the
management of this valuable community resource - the buildings and the City Park in which they
are located, and especially support the members and volunteers who have continued in their
efforts over the years to support and promote this valuable community resource.
We invite you to come and visit us anytime. Our events are well - publicized and we would be
delighted to see you at any of our functions and welcome your participation. For those of you
who are not already members, we encourage you to become members of the Saratoga Historical
Foundation. Join with us in helping to preserve our City's special and unique heritage.

The Saratoga Historical Foundation is a history - oriented 501C(3) non-
profit organization with membership of about 130 families and individuals plus 14 other
museums or historical organizations.
Our Mission Statement
• To stimulate the interest of the public in the history of Saratoga and its environs.
• To serve as a focus for the community identity by preserving those buildings, documents,
and records that uniquely represent our colorful past.
• To serve as a resource for scholarly, historical research, and to perpetuate the knowledge
of Saratoga's history through educational programs for our youth.
Our Vision
• The Saratoga Historical Foundation, in partnership with the city of Saratoga, completes
the development of the Historic Park, encompassing the "store" Museum, the
McWilliams House, the Library /Book -Go- Round, and the hillside and garden areas.
• The Historic Park serves as a gathering place for receptions and other events.
• The Museum is a community focus for historic study and research, partnering with local
schools, organizations, and other historical museums.
• The Foundation coordinates with other historic sites and organizations to stage events
with a historic focus within the City.
• Our loyal membership provides financial support for its programs and administration.
Our Services and Programs
An outstanding Museum is known for two things: its collection and its programs. Museums in
nearby communities do not have the artifacts that we have in our holdings. While nearby
Museums such as Los Gatos, Campbell, Cupertino and Sunnyvale all have Museum programs,
none of them have the significant collections or the resource materials similar to the Saratoga
Museum. None of the other local Museums are committed to accommodating scholars and
researchers.
A critical component of our Strategic Plan is to build both community support and income
through our educational programs. Three local museums, San Jose, Campbell and Los Altos,
offer ongoing programs to students in the elementary grades. All three make a substantial
amount of their income from these programs, which are usually so full that Saratoga students
have little opportunity to participate.
The Saratoga Museum has surveyed these programs and is developing similar educational
experiences for local students using the McWilliams House. Our "Saratoga Trunk" program is
designed for the 3rd and 4th grade levels with almost 300 students participating in this program.
We plan to incorporate the McWilliams House into this program once the renovation of the
House is completed.
